By Samia Nakhoul and Parisa HafeziDUBAI (Reuters) - Commanders from Iran's Islamic Revolutionary Guards Corps (IRGC) and Lebanon's Hezbollah group are on the ground in Yemen helping to direct and oversee Houthi attacks on Red Sea shipping, four regional and two Iranian sources told Reuters. In his weekly news conferences, Iran's Foreign Ministry spokesman Nasser Kanaani has repeatedly denied Tehran is involved in the Red Sea attacks by the Houthis. Houthi spokesperson Mohammed Abdulsalam denied any Iranian or Hezbollah involvement in helping to direct the Red Sea attacks. The person said Iranian commanders had travelled to Yemen as well and set up a command centre in the capital Sanaa for the Red Sea attacks which is being run by the senior IRGC commander responsible for Yemen. According to two former Yemeni army sources, there is a clear presence of IRGC and Hezbollah members in Yemen.

"While it's Syrians that are calling for it, for the use of chemical weapons in Syria, if states so wish, it could be far beyond Syria," Olabi told Reuters. The Exceptional Chemical Weapons Tribunal proposal was launched on Nov. 30, the day victims of chemical attacks are remembered worldwide. 'SOME KIND OF JUSTICE'The use of chemical weapons is banned under the Geneva Conventions that codified the laws of war. That ban was strengthened by the 1997 Chemical Weapons Convention, a non-proliferation treaty joined by 193 states which is overseen by the Organisation for the Prohibition of Chemical Weapons (OPCW). The OPCW has the power to investigate claims of chemical weapons use and in some cases identify alleged perpetrators, but it has no prosecutorial powers.

Syria, led by President Bashar al-Assad, has been ordered to adhere to a global anti-torture treaty. Photo: Iranian Presidency/Zuma PressCiting extensive evidence of human rights abuses during Syria’s 12-year-long civil war, the International Court of Justice ordered the regime of President Bashar al-Assad to obey the global treaty prohibiting torture and preserve evidence of violations for future prosecution. Thursday’s 13-2 vote came in a case filed by Canada and the Netherlands against Syria under the Convention Against Torture, a major instrument of international law that has been ratified by more than 170 countries. The Russian and Chinese judges who sit on the ICJ—a judicial arm of the United Nations based in The Hague—dissented.

PARIS, Nov 15 (Reuters) - French judges have issued arrest warrants for Syria’s President Bashar al-Assad, his brother Maher al-Assad, and two other senior officials over the use of banned chemical weapons against civilians in Syria, a judicial source said on Wednesday. It is the first international arrest warrant that has been issued for the Syrian head of state, whose forces responded to protests that began in 2011 with a brutal crackdown that U.N. experts have said amount to war crimes. It is the first time international arrest warrants have been issued over the chemical weapons attack in Ghouta in 2013, says Mazen Darwish, lawyer and founder of the Syrian Center for Media and Freedom of Expression (SCM), which filed the case in France. In October, French judges issued warrants for two former defence ministers over a 2017 bomb that killed a French-Syrian man at his home in Daraa. French investigative judges have issued an international arrest warrant for President Bashar al-Assad of Syria that accuses him of complicity in war crimes and crimes against humanity over the deadly use of chemical weapons against his own people, a judicial official said on Wednesday. The move was a major step to hold Mr. al-Assad and his circle accountable for some of the worst atrocities committed in the yearslong Syria conflict. In the absence of any international court or tribunal that has jurisdiction over Syrian crimes, a patchwork of efforts for accountability has been underway for some time. Several countries, including Germany, Sweden and France, have launched prosecutions of individuals — mostly of low-level members of the Syrian security forces. A special war crimes unit in the French judiciary has been investigating a complaint against Mr. al-Assad and his close associates that was filed in March 2021 by three international human rights groups.

Paris CNN —France has issued an arrest warrant for Syrian President Bashar al-Assad over the alleged use of banned chemical weapons against civilians in Syria, a judicial source told CNN on Wednesday. This is the first international arrest warrant against Assad. “All Interpol member states should then comply with the arrest warrant,” Chammas told CNN. “We have never used our chemical arsenal in our history,” Assad said in 2017. He added that “morally” the Syrian government would never do this “because it’s not acceptable.”

The photograph tells us nothing about whether or how these children are related. Hundreds of Israeli hostages, including children, are believed to be held in Gaza by Hamas, their families desperate for their safe release. It is a rare thing for mainstream news organizations to publish graphic images of dead or wounded children. There is nothing quite so devastating as the image of a child whose life has been snuffed out by senseless violence. And so the slaughter in Maine reminded me of another image from Gaza, one you may have seen on social media.

CNN —Iranian President Ebrahim Raisi is in the Saudi capital Riyadh for a major summit on the Israel-Hamas war, where Arab leaders pressed for an end to the conflict. It marks the first trip by an Iranian leader to Saudi Arabia in 11 years after the two countries restored diplomatic relations in March. He shook hands with Saudi Arabia’s Crown Prince Mohammed bin Salman (MBS), the heir to the Saudi throne and the country’s de facto ruler. A significant number of Arab leaders are attending the emergency gathering Saturday, titled the Joint Arab Islamic Extraordinary Summit. The summit is being hosted by Saudi Arabia in response to the “unprecedented circumstances in Gaza,” according to a statement released by the Saudi Ministry of Foreign Affairs.

Her activism won attention and praise in Germany, her adopted country — until she took it to a protest in support of Palestinians. The two were not demonstrating, she said, but wore the black and white Palestinian scarf known as the kaffiyeh. The police pushed her friend to the ground, pinned him down for several minutes and arrested him. “What I saw in their eyes is similar to what I saw in the eyes of Assad regime forces,” Ms. Mustafa said, referring to Bashar al-Assad, the Syrian dictator. Some, citing security fears, have imposed stiff restrictions on pro-Palestinian protests in particular or banned them altogether, raising concerns about the violation of civil liberties.

All this coincides with longstanding calls from countries across the developing world for an international system where they have more say. Beijing, he added, sees the US as merely “paying lip service” to the “liberal order” to hurt other countries. Sergei Savostyanov/Sputnik/ReutersIn recent years, even some countries that have for decades embraced a close partnership with the US have drawn closer to China and its vision. “Is China really trying to promote multipolarity — or does China just want to (become a) substitute (for) US influence over the world?” he asked. They also raise questions about how a more militarily and economically powerful China would behave globally, if left unchecked.

CNN —Henry Kissinger once observed that Iranian leaders must decide if Iran is a cause or a nation. But neither Iran nor Hezbollah seems to have had a plan for what to do following Hamas’s massacres last month in Israel. On Friday, Hassan Nasrallah, the leader of Hezbollah in Lebanon, spoke publicly for the first time about the war in Gaza. For the moment, both Hezbollah and Israel are exchanging tit-for-tat fire along Israel’s northern border that falls short of anything close to a full-blown war. The Iranians, in short, have enough problems of their own not to start a shooting war with Israel backed by its American ally.

CNN —The US has intelligence that Syrian President Bashar al-Assad has agreed to provide the Lebanese militant group Hezbollah with a Russian-made missile defense system, according to two people familiar with the intelligence. The Russian mercenary organization Wagner Group, which operates in Syria, has been tasked with carrying out the delivery of the surface-to-air SA-22 missile system, the people said. The Wall Street Journal previously reported that Wagner may provide the system to Hezbollah. A third source familiar with western intelligence said there was evidence of increasing collaboration between Hezbollah and Wagner in Syria. It is not clear how much influence Russia had over the decision to provide the system to Hezbollah.

[1/3] Jordanians gather during a protest in support of Palestinians in Gaza, amid the ongoing conflict between Israel and Hamas, in Amman, Jordan, October 27, 2023. Jordan neighbours Syria and Iraq - both states where Iranian proxies operate - and also sits next door to Israel and the Israeli-occupied West Bank. A Jordanian army spokesperson said on Sunday that Amman had requested that U.S. Patriot missiles be deployed in Jordan. He said Jordan's military and security forces were determined "to prevent any party in these Iranian militias from exploiting the Gaza war to achieve a security breakthrough". Iranian-backed militias hold sway on Syria's southern border with Jordan and Amman blames them and Iran for running a thriving drugs smuggling business.

“Threats to exterminate the Jews are the result of the work of Russian state propaganda, which for decades cultivated feelings of hatred towards other peoples among Russians,” he noted. Kadyrov has also provided footsoldiers for Russia’s war in Ukraine. The Gaza war adds one more match to the fire. However, the White House has, for the moment, rightly stopped short of concluding that a major escalation is inevitable. While this risks escalation, it might be necessary — and a lack of resolve is also a risk in the face of ongoing attacks. There is a history here that goes beyond the fact that the US is allied with and supporting Israel in its war on Hamas. There has been much speculation about whether, given these well-documented ties, Iran ordered the Hamas operation in southern Israel. Miscalculations — whether by Iran, Israel, Hezbollah or even the US — could rapidly lead to a multifront regional war with casualties easily numbering in the tens of thousands.

Leaders of Egypt and Jordan and Palestinian President Mahmoud Abbas called off a planned summit with President Joe Biden. “Don’t,” he said, warning Iran as well as the U.S.-designated terror group Hezbollah that runs Lebanon and any others from intensifying the crisis by escalating their involvement. But perhaps most effective of all, experts say, is the single word Biden continues to repeat: Don’t. “When the president says, ‘Don't,’ and then moves an aircraft carrier, that looks good. Middle East analysts go back to the point that Hezbollah and Iran likely don’t want to escalate the war either.
