(AP) — A Missouri judge has upheld the constitutionality of the state's Senate districts in a case that provided the first legal test of revised redistricting criteria approved by voters. Cole County Circuit Judge Jon Beetem rejected claims that the Senate map unlawfully divided certain local governments into multiple Senate districts, but an attorney said Wednesday that his clients are considering an appeal. In Missouri, two separate bipartisan citizen commissions are supposed to redraw state House and Senate districts after each census to account for population changes. Hatfield said he doesn't believe the constitutional criteria make it OK to split a county into multiple districts when it could be kept whole. The Senate districts were defended in court by Attorney General Andrew Bailey's office.

However, Neiss thinks the BoE is unlikely to raise interest rates as much as markets have priced in. Adults with depression are banned from seeking care until their mental health issues are resolved. Attorney General Andrew Bailey's sweeping regulation would prohibit medical providers from providing gender-affirming care unless a number of requirements are met. The ACLU of Missouri previously said that the attorney general, a Republican, overstepped his authority when it condemned Bailey's initial announcement of the policy in March. The state attorney general is basing his regulation on a law aimed at fraudulent business practices, The Missouri Independent reported. Republicans and conservatives have moved to restrict gender-affirming care and other trans rights in recent years.
"Some further increase in Bank Rate may turn out to be appropriate, but nothing is decided," Bailey added. Bailey said that the economy had developed largely as expected since the BoE raised rates on Feb. 2. "Inflation has been slightly weaker, and activity and wages slightly stronger, though I would emphasise 'slightly' in both cases," he said. The primary reason was that two of the nine-person MPC voted to end the Bank's rate rise campaign right away as the recession the Bank thinks is already underway will get entrenched next year. But with the median economist forecast for the Bank's terminal rate somewhere around 4.25%, markets still seem aggressively positioned for a hawkish surprise and the pound may be more vulnerable to that revision as the winter progresses. Significantly, the implied Fed terminal rate edged higher to 4.9% after its policy setpiece on Wednesday - even if is still below the 5.1% the Fed indicated. The BoE has warned against easing the rules too much as insurers appeal to the ministry to override the central bank. City minister Andrew Griffith has said a veto would be used sparingly, with regulators continuing to enjoy day-to-day operational independence. The veto would be additional to a new remit in a draft law before parliament for regulators to heed the City's global competitiveness when writing new rules.
On Aug. 4, the BoE raised rates by half a percentage point, its biggest increase in 27 years, and did so again in September. But the ongoing spread of inflation through Britain's economy this year means the BoE remains on high alert. FISCAL UNCERTAINTYInvestors are putting a roughly 90% chance on a 75 basis-point hike in Bank Rate to 3% on Nov. 3. The BoE's plan to start selling some of the bonds it bought since 2009 to support the economy will also ease some of the pressure to raise rates.
