CNN —Police have arrested 22 people and seized assets worth more than €600 million ($650 million) in connection with alleged fraud linked to the European Union’s post-pandemic recovery fund. The alleged fraud is likely to renew concerns about the misuse of the EU’s €800-billion recovery fund to help revive the bloc’s economy. The European Public Prosecutor’s Office (EPPO) said a criminal organization is suspected of running a fraud scheme between 2021 and 2023 to swindle Italy’s recovery packages. The prosecutor’s office claimed the group used cryptocurrencies, artificial intelligence and offshore cloud servers to carry out and conceal the fraud. The United States has also attempted to crack down on alleged fraud involving Covid-19 relief resources.

For all of the counterterrorism wins that the United States has had in its fight against the Islamic State — and there have been many — we still have not figured out how to defeat it. It served as the latest deadly reminder that the Islamic State — and particularly its Khorasan branch, ISIS-K, which is active in Afghanistan, Iran and Pakistan — remains a potent threat. All of these events point to what we now know: Stripping the Islamic State of its self-proclaimed caliphate is not the same as beating it. Forced from this redoubt, ISIS has reconstituted itself in other countries, going underground in less detectable — but more dangerous — forms.

SOFIA, Bulgaria (AP) — Romania and Bulgaria partially joined Europe’s ID-check-free travel zone on Sunday, marking a new step in the two countries’ integration with the European Union. After years of negotiations to join the Schengen area, there is now free access for travelers arriving by air or sea from both countries. The Schengen Area was established in 1985. Before Bulgaria and Romania’s admission, it was comprised of 23 of the 27 EU member countries, along with Switzerland, Norway, Iceland and Liechtenstein. The package includes both grants and loans over the next three years for the Arab world’s most populous country, according to the European Union Mission in Cairo. CNN —Electric vehicle company Fisker’s stock plunged more than 40% in after-hours trading on Wednesday as investor concern about the company’s ability to stay in business intensified. The Ocean is built in Austria by Magna, a company that has also built vehicles for Mercedes-Benz, BMW and Jaguar. Brownlee’s video has racked up more than 4.5 million views so far and sent the stock plunging after its release. Fisker’s stock was trading at 32 cents a share at the close of trading Wednesday, a more than 80% decline since the start of 2024. Fisker is founder Henrik Fisker’s second car company.

As Democrats puzzle over how President Biden can be so unpopular, it’s worth looking at the global context — because he’s actually doing better than most Western leaders. In the Morning Consult approval ratings for global leaders, Biden polls better than leaders in Canada, Britain, Germany, Spain, Belgium, Ireland, Sweden, Austria, the Netherlands, Norway, France and Japan. Here in America, we often attribute Biden’s unpopularity to his age, and that’s certainly part of it. But youthful leaders abroad are even less popular: In Britain, people fault the 43-year-old prime minister, Rishi Sunak, for being “too inexperienced for these grim times,” as The New Statesman put it. So while there’s a far-right tide that may also swamp the United States, it’s not hopeless for Biden.
