Earlier, the United States had said details of a deal to send aid through the Rafah crossing were still being hammered out. Before the outbreak of conflict, about 450 aid trucks were arriving there daily. Most of Gaza’s 2.3 million people depend on humanitarian aid. A U.N. official said more than 200 trucks of aid were ready to move from Sinai to Gaza. During previous conflicts, aid had been delivered to Gaza during humanitarian pauses through the Kerem Shalom crossing, which is controlled by Israel.

Trucks carrying humanitarian aid from Egyptian NGOs for Palestinians, wait for the reopening of the Rafah crossing at the Egyptian side, to enter Gaza, amid the ongoing conflict between Israel and the Palestinian Islamist group Hamas, in Rafah, Egypt October 17, 2023. More aid is being held in the Egyptian city of Al Arish, about 45 km (28 miles) from Rafah. Western governments have been negotiating for the evacuation of foreign passport holders from Gaza, something Egyptian officials have conditioned on aid getting in. Aid convoy trucks waiting at the Rafah border crossing to enter Gaza from Egypt on Thursday. As Gaza grapples with an escalating humanitarian crisis, the prospect of getting aid through the closed Rafah border crossing with Egypt has taken on particular urgency. Hopes are high that the aid trucks would be able to cross into Gaza on Friday, according to European Union officials coordinating aid from the bloc. The American, U.N. and Egyptian officials are discussing who would carry out those cargo inspections, a person directly familiar with the matter said, requesting anonymity to speak about the delicate negotiations. “All of Gaza is waiting for the aid,” Wael Abu Omar, the spokesman for Hamas’s interior ministry, said Thursday.

KHAN YOUNIS, Gaza Strip (AP) — Israeli airstrikes pounded locations across the Gaza Strip early Thursday, including parts of the south that Israel had declared safe zones, heightening fears among more than 2 million Palestinians trapped in the territory that nowhere was safe. Hamas officials in Gaza blamed an Israeli airstrike, saying hundreds were killed. Airstrikes also hit three residential towers in al-Zahra, within the area that was told to evacuate, the Interior Ministry in Gaza said. Egypt, the only state apart from Israel to share a border with the Gaza Strip, has been stockpiling aid on its side of the border, but trucks have been unable to cross amid Israel's heavy airstrikes in its war with Hamas. It said in a statement that Israel was taking this decision after a request from Biden, but added that Israel would continue the blockade of humanitarian aid from Israel into Gaza "as long as our hostages are not returned". "Any supplies that reach Hamas – will be prevented," it said. Israel has told people in Gaza to move from the north to the south for their own safety during the conflict. Aid trucks had on Tuesday moved closer to the Rafah crossing between Egypt and Gaza from the Egyptian town of al-Arish, in the north of the Sinai Peninsula.

On Monday, local media and Egyptian security sources said that Israel had struck the vicinity of the crossing in Gaza. Two of the sources said the aid deliveries were now waiting for the Gaza side of the border to open and for assurances of safe passage before entering the crossing. This concern, along with fears that aid would be used as cover for weapons, had hindered a planned delivery on Monday, two Egyptian security sources said. An understanding was reached that the aid would be delivered to specific secure locations in Gaza under monitoring, the Egyptian security sources said, in exchange for limited evacuations of foreign passport holders. Another security source said Egypt had repaired the roads within the crossing that had been damaged by Israeli strikes.

KHAN YOUNIS, Gaza Strip (AP) — A massive blast rocked a Gaza City hospital packed with wounded and other Palestinians seeking shelter Tuesday, killing hundreds of people, the Hamas-run Health Ministry said. Hamas blamed an Israeli airstrike, while the Israeli military said the hospital was hit by a rocket misfired by Palestinian militants. Hamas' Oct. 7, attack in southern Israel killed more than 1,400 people, mostly civilians, and took some 200 captive into Gaza. In Gaza City, Israeli airstrikes also hit the house of Hamas’ top political official, Ismail Haniyeh, killing at least 14 people. Haniyeh is based in Doha, Qatar, but his family lives in Gaza City.

"There is currently no truce and humanitarian aid in Gaza in exchange for getting foreigners out," a statement from his office said. Rafah, which is on the border between Egypt's Sinai Peninsula and Hamas-governed Gaza, is the only crossing into the territory not controlled by Israel. The Egyptian sources said the ceasefire would last for several hours but they were not clear on the exact duration. They also said the three countries had agreed that Rafah would be open until 1400 GMT on Monday as a one-day initial re-opening. A security source and NGO source in Al-Arish said that aid trucks were still waiting there after the re-opening at 0600 GMT.

ISMAILIA, Egypt, Oct 16 (Reuters) - Egypt said on Monday that Israel was not cooperating with delivery of aid into Gaza and evacuations of foreign passport holders via the only entry it does not wholly control, leaving hundreds of tonnes of supplies stuck. "Until now the Israeli government has not taken a position on opening the Rafah crossing from the Gaza side to allow the entrance of assistance and exit of citizens of third countries." "There is currently no truce and humanitarian aid in Gaza in exchange for getting foreigners out," a statement from Prime Minister Benjamin Netanyahu's office said. Shoukry said Egypt aimed to allow normal flow through the crossing, including for Palestinians seeking medical treatment or normal travel. Separately, Reuters video showed U.N.-flagged fuel trucks appearing to leave Gaza for Egypt through the Israeli-controlled Kerem Shalom crossing.

Egypt pushes to break impasse over Gaza aid
  + stars: | 2023-10-15 | by ( ) www.reuters.com   time to read: +3 min
Aid from several countries has been building up in Egypt's Sinai peninsula due to a failure to reach a deal enabling its safe delivery to Gaza along with evacuations of some foreign passport holders through the Rafah crossing into Egypt. Israeli bombardments on the Gaza side of the Rafah crossing into Egypt, the main crossing out of Gaza not controlled by Israel, have disrupted operations there. There is alarm in Egypt over the prospect that residents in Gaza could be displaced by Israel's siege and bombardment. Egyptian Foreign Minister Sameh Shoukry told CNN on Saturday that the Rafah crossing was open but the roads leading to it in Gaza were "inoperable" due to Israeli bombardment. He said that if foreign nationals were able to cross the border Egypt would facilitate their departure to their home countries.

The clock is ticking for residents fleeing south through the battered streets of Gaza after the Israeli military told civilians to leave northern areas of the densely populated strip. Richard Brennan, a World Health Organization official in Cairo, told CNN that 60 percent of those killed in Gaza the last week were women and children. MSF’s Benoit told CNN Saturday there is a serious water shortage in Gaza with many people beginning to suffer from severe dehydration. The agency said it was the first official meeting between Iranian officials and Haniyeh since surprise Hamas attack on Israel that Hamas called Al-Aqsa storm. Trucks carrying aid are seen near the Rafah border in Gaza after entering from Egypt, October 10, 2023. Egypt says its side of the Rafah crossing that connects Sinai with the Gaza Strip remains open, though traffic has been halted for several days because of Israeli bombardments on the Palestinian side of the border. A senior U.S. State Department official said the United States had been working with Egypt, Israel and Qatar to open the crossing on Saturday. By Huseyin Hayatsever and Tuvan GumrukcuANKARA (Reuters) - Turkey said on Friday that Israel's call for Gazans to move south in 24 hours ahead of its planned ground offensive was inhumane and a violation of international law. Speaking at an event in Istanbul, he also urged Israel to allow humanitarian aid into the Gaza Strip through Egypt's Rafah crossing. Two A400M Turkish military aircraft with humanitarian aid for Palestinians in Gaza have arrived in Egypt's Al Arish airport, Turkey's defence ministry said on Friday. Footage shared by the defence ministry showed boxes covered with the logo of Turkey's AFAD disaster management authority. CNN —Egypt is facing mounting pressure to act as neighboring Gaza gets pummeled by Israeli airstrikes after last weekend’s brutal assault on Israel by Hamas. That has left the Rafah crossing between Gaza and Egypt as the only viable outlet to get people out of the enclave and supplies into it. But Egypt is uneasy about the prospect of hundreds of thousands of Palestinian refugees crossing into its territory. Tens of thousands of Palestinians took refuge in Gaza, which fell under Egyptian control after the war. Israel captured the territory from Egypt in the 1967 war and began settling Jews there, but it withdrew its troops and settlements in 2005.

Italian Foreign Minister Antonio Tajani speaks as he attends a press conference with Egyptian Foreign Minister Sameh Shoukry (not pictured), in Cairo, Egypt, October 11, 2023. The Rafah crossing between Sinai and Gaza remained open, the Egyptian foreign ministry said, adding that Egypt had asked Israel to avoid targeting the Palestinian side of the crossing after strikes that prevented normal operations there. Al Arish airport in northern Sinai, about 45 km (28 miles) from the Gaza border, was preparing to receive three aid flights from Qatar and Jordan, but these would not leave the airport until humanitarian corridors had been established, two Egyptian security sources said. They said Egypt and Jordan had received assurances from the United States that aid would be delivered to Gaza, without giving details. Since Palestinian Islamist group Hamas took control of Gaza in 2007, Israel and Egypt have imposed a blockade, restricting the passage of people and goods in and out of the territory.

The passage of people and goods is strictly controlled under a blockade of Gaza enforced by Egypt and Israel. Earlier on Tuesday, the Israeli military revised a recommendation by one of its spokespeople that Palestinians fleeing its air strikes in Gaza head to Egypt. Gaza's Hamas-run Interior Ministry said bombardments on both Monday and Tuesday had hit an entry gate on the Palestinian side of the Rafah crossing. On Monday, about 800 people left Gaza through the Rafah crossing and about 500 people entered, though the crossing was closed for the movement of goods, according to the United Nations humanitarian office. So far, there has been no sign of mass gatherings of Palestinians at the Rafah crossing, with only planned departures proceeding until Tuesday.
