ALBANY, N.Y. (AP) — New York’s bipartisan redistricting commission approved a new congressional map Thursday that makes modest changes to three competitive districts but does not substantially change the rest of the state's lines. New York's congressional redistricting process has been closely watched this year as suburban races in the state could have outsize influence on which party controls the House after the November elections. The redistricting commission was tasked with coming up with new districts after the state's highest court in December threw out the map used in the 2022 elections. The panel's new map plan leaves the most of the current congressional districts largely in place, a move that could help head off legal challenges against the proposal. The Independent Redistricting Commission was created under a constitutional amendment approved by voters in 2014.

Spokane Valley, Washington is seeing the fastest growth in high-income households making at least $200,000 annually. The analysis found that just one Southern city made the top 10 for cities adding high-income households at the fastest rate between 2021 and 2022, while four cities in the northeast ranked in the top eight. The report notes that high-income households often have large impacts on local economies, which could impact housing markets in the long term. Spokane Valley, located in the eastern part of Washington, had an over 183% increase in high-income households, amounting to over 1,500 between 2021 and 2022. Evansville, Indiana increased by 150% during the time period, adding 816 high-income households.

ALBANY, N.Y. (AP) — New York is requiring state health officials to develop an outreach program to educate parents and doctors about the harmful impacts of medically unnecessary treatments performed on young children born intersex. Advocates for the statewide legislation say the medically unnecessary operations on infants and young children born intersex come with a slew of potential negative impacts that parents and doctors must be aware of. Various health and human rights organizations, including the Physicians for Human Rights, a U.S.-based nonprofit that advocates against human rights violations around the world, in the past have called for an end to the medical treatments. A majority of advocacy groups estimate that there are about 5.6 million people in the United States who were born intersex, according to The Associated Press. In California, a majority of state lawmakers rejected a bill in 2020 that would have banned some medically unnecessary surgeries on intersex children until they are old enough to participate in the decision.

A U.S. judge on Thursday approved JPMorgan Chase 's $290 million settlement with women who said Jeffrey Epstein abused them, and that the largest U.S. bank turned a blind eye to the late financier's sex trafficking. U.S. District Judge Jed Rakoff granted final approval to the deal at a hearing in Manhattan federal court. He had previously granted preliminary approval to the deal in June, calling it a "really fine settlement." JPMorgan in September agreed to pay $75 million to settle related claims by the U.S. Virgin Islands, where Epstein owned two islands. Rakoff on Oct. 20 gave final approval to a similar $75 million settlement between Epstein's accusers and Deutsche Bank (DBKGn.DE), where Epstein banked after JPMorgan fired him.

The case of IrvineWhen the city of Irvine took on short-term rentals in 2018, Airbnb seemed unstoppable. Its tentacles had spread to cities across the globe, converting entire neighborhood blocks, in the most dramatic cases, to short-term rentals. Plenty of cities had passed ordinances banning short-term rentals, only to see Airbnb listings continue to pop up. That's consistent with data on short-term rentals in Irvine, which showed that by January 2021, the number of listings in Irvine had halved. As the Berlin and Boston studies found, when houses or apartments are pulled off the long-term market to be used as short-term rentals, housing supply decreases.

The number of homeless public school students in New York City reached an all-time high of 119,320 last school year, according to new data released Wednesday, as migrants crossing the southern border continued to flock to the city. The statistics — which include children in shelters, hotels, relatives’ homes and other transient places — illuminate the challenges for Mayor Eric Adams’s administration in handling the rise in homeless students. New York City’s homeless student population is now larger than the entire traditional public school system of Philadelphia. Now, about 1 in 9 New York City students are homeless. In one section of the Bronx, more than 22 percent of students were homeless.
