CNN —Indian Prime Minister Narendra Modi and Chinese leader Xi Jinping agreed to “intensity efforts” to deescalate tensions at their contested border, in a rare face-to-face meeting since a deadly clash strained relations more than three years ago. Face-to-face meetings between the leaders of India and China, the world’s two most populous nations, are rare. They had a brief conversation weeks later on the sidelines of the Group of 20 (G20) leaders’ meeting in Bali, Indonesia. India’s decision to host this year’s SCO virtually meant that Modi and Xi did not have an opportunity for a face-to-face meeting. Xi is also expected to attend the G20 leaders’ summit in New Delhi next month.

Hong Kong CNN —China’s foreign minister Qin Gang was dramatically ousted on Tuesday after a prolonged absence from public view and replaced by his predecessor in a surprising and highly unusual shake-up of the country’s foreign policy leadership. Qin, 57, a career diplomat and trusted aide of Chinese leader Xi Jinping, had only been appointed foreign minister in December after serving as China’s ambassador to Washington. Wang, who was foreign minister from 2013 to 2022, now serves as director of the foreign affairs arm of the ruling Communist Party, a position which makes him China’s top diplomat. The appointment of a foreign minister through a vote during a China’s National People’s Congress Standing Committee meeting is a deviation from past precedents. Qin’s disappearance from China’s foreign affairs schedule has not been fully explained by the ministry, which briefly cited “health reasons” when he missed a diplomatic gathering earlier this month.

Putin used his moment to speak at the one-day summit to give his answer to that question. That event stretched over two in-person days in Samarkand, Uzbekistan and featured a number of sideline meetings between attending leaders. India announced last month that its leaders’ summit would be held virtually, without specifying why. At last year’s SCO summit, Modi told Putin in “today’s era is not an era of war.”And India has its own friction with neighboring China. In May, Pakistani Foreign Minister Bilawal Bhutto Zardari became the most senior-level official to visit India in seven years, when he joined a SCO foreign ministers meeting.

I think neither side wants to look as if they’re accepting or acquiescing to the other’s actions,” she said. But hope might not turn into reality, and relations might become worse after the visit,” he added. “We prepare for the worst and hope for the best.”Blinken would not predict whether his visit would pave the way for continued high-level engagements between the US and China. “As to what comes next, let’s see how the visit goes,” the top US diplomat said Friday, referencing comments from his Singaporean counterpart. “This is an important but, in a sense, insufficient step because there’s a lot of work to be done.”

Japan passes watered-down LGBT understanding bill
  + stars: | 2023-06-16 | by ( ) edition.cnn.com   time to read: +2 min
CNN —Japan on Friday passed a much-contested bill to promote understanding of the LGBT community amid criticism that the legislation provides no human rights guarantees and may tacitly encourage some forms of discrimination. However, wrangling over the bill and its wording meant it was only submitted to parliament for consideration the day before the summit began. “But now I’ve begun to think it might be better to have nothing at all.”Japan has come under pressure from other G7 nations, especially the United States, to allow same-sex marriage. Opinion polls show a vast majority of Japanese approve of same-sex marriage. Roughly 70% of the country now allows same-sex partnership agreements, although the partnership rights fall short of those guaranteed by marriage.

CNN —A planned summit of Quad leaders from the United States, India, Australia, and Japan in Sydney next week has been canceled after US President Joe Biden pulled out of his visit, Australia’s Prime Minister Anthony Albanese said on Wednesday, adding that talks could still proceed as leaders visit Japan. The meeting would have brought Biden together with Albanese, Indian Prime Minister Narendra Modi, and Japanese Prime Minister Kishida Fumio on May 24 for the third in-person leaders’ summit of the informal security grouping. Biden was planning to travel to Sydney as part of a weeklong Asia tour that was set to begin in Hiroshima, Japan for a gathering of the Group of Seven (G7) leaders and include a stopover in Papua New Guinea before joining the March 24 summit of Quad leaders. “The Quad leaders’ meeting will not be going ahead in Sydney next week. We, though, will be having that discussion between Quad leaders in Japan,” Albanese said, adding that all four leaders would be in Japan this weekend but no time has been confirmed.
CNN —President Joe Biden will travel to Papua New Guinea during a trip to the Indo-Pacific region this month, the White House announced Tuesday, marking the first visit of a sitting US president to the Pacific country. The visit will take place between stops in Japan and Australia, according to White House press secretary Karine Jean-Pierre, who called the partnership between the US and Pacific Island countries “critical.”Jean-Pierre touted “deep historical and people-to-people ties” between the US and Pacific Island countries. Biden will meet with Papua New Guinea Prime Minister James Marape and other Pacific Island Forum leaders, Jean-Pierre said. The Biden administration has worked to deepen its engagement with Pacific Island nations, including the announcements of new embassies in the Solomon Islands, Kiribati and Vanuatu. Biden is set to attend the G7 Leaders’ Summit in Hiroshima, Japan, May 19-21, and will later attend the Quad Leaders’ Summit in Sydney, Australia, on May 24, where he will be joined by heads of state from Australia, Japan and India.
WASHINGTON, May 2 (Reuters) - For months, the U.S. crisis over the debt limit has been a political abstraction. That's the length of time in which the House, Senate and the president are all physically in Washington, D.C. in May. There, Biden plans to "stress that Congress must take action to avoid default without conditions," a White House official said. After that ends on May 21, he will attend the May 24 meeting of the Quad Leaders’ Summit in Sydney, Australia, the White House said. Late on Monday, Schumer worked to fast-track a "clean" two-year debt limit suspension, so that it can come more quickly to the Senate floor for a vote.

OTTAWA—The U.S. and Canada said Tuesday they have reached a partial resolution over a yearslong border-security dispute that has disrupted plans for business travelers and others who frequently cross the border. Details were released on the margins of the North American Leaders’ Summit in Mexico City. In a joint statement, the U.S. and Canada said the measures to be implemented would help clear a backlog of applications—peaking last year at 330,000—related to the joint U.S.-Canada trusted traveler program called Nexus.

President Biden spends his final day in Mexico City at North American Leaders’ Summit. MEXICO CITY — When North American leaders gathered in 2021 — at the first summit for the group in five years — the mood was upbeat. Before he arrived in Mexico City on Sunday night, Biden stopped in El Paso, Texas, amid criticism from congressional Republicans that the southwest border has gotten more porous on his watch. Citing health concerns, López Obrador has called for banning imports of genetically modified corn. Ahead of the summit, the leaders sought to ease some of the strains and perhaps create a more convivial atmosphere. Rather than fly into the more conveniently located Mexico City hub airport, Air Force One landed Sunday at a new airport that was a pet project of López Obrador’s.
President Biden was greeted in El Paso on Sunday by Texas Gov. Greg Abbott, who handed him a letter outlining issues on the border. WASHINGTON—President Biden made his first visit to the U.S.-Mexico border since taking office, amid criticism from both parties of his immigration policy and as the administration begins a new push to drive down illegal crossings. Mr. Biden arrived Sunday afternoon in El Paso, Texas, which in December saw a surge of mostly Nicaraguan migrants. He is stopping there on his way to Mexico City, where he will meet Monday and Tuesday with Mexican President Andrés Manuel López Obrador and Canadian Prime Minister Justin Trudeau for the North American Leaders’ Summit.
TAPACHULA/MEXICO CITY — Thousands of migrants have flocked to government offices in southern Mexico seeking asylum since the United States said it would keep restrictions used to quickly expel hundreds of thousands of migrants who have crossed the U.S.-Mexico border. Cuban migrant German Ortiz, who is waiting to apply for asylum in the Mexican city of Tapachula near the Guatemalan border, wants to make his way quickly to the United States. Title 42 was originally put in place to curb the spread of COVID, but U.S. health authorities have since said it is no longer needed for public health reasons. Ramirez said many migrants seek asylum to obtain documents they believe are necessary to traverse Mexico so they can then go to the U.S.-Mexico border later. Ramirez believed the mass of recent arrivals could be migrants from Cuba, Nicaragua and Haiti seeking to reach the United States before rules change.

JAKARTA (Reuters) -Indonesia will ban exports of bauxite, the main ore source of aluminium, starting from June next year to encourage domestic processing of the material, President Joko Widodo announced on Wednesday. The timing of the bauxite export ban is in line with Indonesia’s current mining law. The World Trade Organization last month ruled in favour of the European Union in a dispute on nickel ore exports, which Indonesia is appealing. Jokowi on Wednesday said he is certain Indonesia’s next export ban would face lawsuit, but said it will not deter him. The president has previously said he wanted to expand the export ban to cover tin, bauxite, gold, copper and palm oil.
Once the world’s biggest exporter of nickel ore, Indonesia stopped exports in January 2020, a move that had enticed foreign investors, mostly from China, to build smelters in the resource-rich country. Today, later, we will announce (an export ban on) one more commodity,” Jokowi told an economic forum. Jokowi said his nickel export ban had helped Indonesia jumped up the value chain for nickel-based exports, which then boosted overall shipments and improved its current account position. The World Trade Organization last month ruled in favour for the European Union over dispute on nickel ore exports, which Indonesia is appealing. Jokowi on Wednesday said he is certain Indonesia’s next export ban would face lawsuit, but said it will not deter him.
The timing of Indonesia’s ban, however, is in line with its current mining law. The measure, which led to a dispute at the World Trade Organization (WTO), also helped boost the value of Indonesia’s exports. China was the biggest importer of Indonesia’s bauxite until Jakarta introduced a mineral export ban in 2014, which it lifted in 2017. Indonesia’s bauxite reserves are enough for up to 100 years production, he said. He said there was a possibility that legal action could be pursued against Indonesia for banning bauxite exports, but it would not deter him.
EU gets another reason for a gas cap U-turn

BRUSSELS, Dec 9 (Reuters Breakingviews) - The European Commission’s gas cap has taken some withering friendly fire. The European Central Bank has slammed the proposal for threatening financial stability and putting the central bank in an untenable position, in an opinion published on Thursday. The gas cap, put forward under intense political pressure, has exposed divisions among European Union member states. Instead of crafting a workable compromise, the Commission plan seems to have achieved the impressive feat of being both unusable and a danger to financial stability. Ahead of next week’s European leaders’ summit, the smart move is to scrap it.
“Today’s era must not be of war,” it said, echoing what Indian Prime Minister Narendra Modi told Russian leader Vladimir Putin during a face-to-face meeting in September. “How India united G20 on PM Modi’s idea of peace,” ran a headline in the Times of India, the country’s largest English-language paper. India's Prime Minister Narendra Modi and Indonesia's President Joko Widodo hold hands during the handover ceremony at the G20 leaders' summit, in Nusa Dua, Bali, Indonesia, November 16, 2022. British Prime Minister Rishi Sunak and India's Prime Minister Narendra Modi hold a bilateral meeting on November 16, 2022 in Nusa Dua, Indonesia. And while this year’s G20 was looked at through the lens of the war, India could bring its own agenda to the table next year.
