The election frontrunner, economist Javier Milei, opposes abortion and wants to hold a referendum on whether the 2020 legalization of abortion before the 14th week of pregnancy should be repealed. He also wants to shut the ministry of women, gender and diversity, which he has called a type of "affirmative action" that is degrading towards women. She would leave abortion laws unchanged, though also close the women's ministry. Repealing the abortion law is not on their agenda, because "Argentina already had that debate," she told Reuters.

(Reuters) - The Electric Reliability Council of Texas (ERCOT) issued a Request for Proposal (RFP) on Monday to increase operating reserves adding up to an additional 3,000 MW for the upcoming winter peak load season. The RFP seeks capacity from both dispatchable generation and demand response solutions to cover the period of Dec. 1, 2023, through Feb. 29, 2024, the Texas power grid operator added. The capacity request was informed by several factors, mainly significant peak load growth since last winter, proposed retirements of dispatchable generation resources, and extreme winter weather events, added the grid operator. ERCOT which operates the grid for more than 26 million customers hit an all-time high of 85,435 MW on Aug. 10, due to the brutal heat wave. Winter Storm Elliott brought sub-freezing temperatures and extreme weather alerts to about two-thirds of the United States knocking out power for more than 1.5 million homes and businesses.

WASHINGTON — Senate Judiciary Committee Chairman Dick Durbin called on the Supreme Court to create a code of conduct as its new term begins Monday. Durbin for about a dozen years has, without success, asked the Supreme Court to adopt an enforceable code of conduct. Supreme Court justices are the only federal judges who are exempt from the official ethics rules. The Supreme Court has been under scrutiny this year because of media reports about justices receiving luxury travel, gifts, and other benefits. Durbin earlier this year asked Chief Justice John Roberts to appear before the Judiciary Committee to discuss Supreme Court ethics after the articles were first published.

Bolivia faces water shortage as winter heat wave drives drought

Bertha Apaza, a local resident, said the extreme heat was a clear sign of shifting climates that had now forced the city to ration water use. Bolivia has experienced some of the most extreme temperatures in August and September, which are usually temperate months. Many of those living in El Alto, a city of around one million people, come from farming communities raising livestock and planting vegetables to survive. Members of the scientific community warn the situation could become critical with the El Nino weather pattern set to arrive in December, potentially altering the forecast and turning up the temperature. El Nino can prompt extreme weather events from wildfires to cyclones and droughts in some areas and more rainfall in others.

"I've had meetings with our major shareholders two weeks ago, and they are very strongly supportive of me staying," Goyder told the hearing. "While I retain the confidence of shareholders and the board, I will continue to serve. But she and Goyder, the Qantas chairman since 2018, denied having any discussions about the Qatari request with any member of the federal government. Qatar Airways' senior vice-president of global sales, Matt Raos, told the hearing the company was "surprised and shocked" its application was denied without a reason given.

The ethics concerns are not going away, according to legal experts, even as the court in its new term takes up cases that could further expand gun rights and curtail the regulatory authority of federal agencies. Some conservatives view the ethics narrative involving the court as cooked up by liberals upset at its rightward leanings. Supreme Court justices decide for themselves whether to disqualify themselves from cases due to a conflict of interest. Thomas, Alito and lawyers involved in the two cases did not respond to requests for comment. The lack of an ethics code, Fogel added, "will continue to fuel doubts, fairly or unfairly, about the court's integrity."

Three pilot groups, including pilots from aircraft charter company Network Aviation, have been negotiating with Qantas management over wage policy revisions. A spokesperson for QantasLink, an airline brand of Qantas, termed the step towards industrial action by the AFAP as "disappointing". "We have already reached in-principle agreement with the two other unions representing Network Aviation pilots, and we're continuing to negotiate in good faith to secure new agreements with our turboprop pilots." There are contingency plans in place to minimise disruptions to customers if the union proceeds with the industrial action, the spokesperson told Reuters. Adding to its woes, last month the antitrust regulator sued Qantas accusing it of selling fares on thousands of already-cancelled flights in 2022. The so-called "flying kangaroo" said it would now spend A$80 million ($52 million) on "customer improvements" on top of the A$150 million previously flagged. "The group will continue to absorb these higher costs, but will monitor fuel prices in the weeks ahead and, if current levels are sustained, will look to adjust its settings," Qantas said. "Any changes would look to balance the recovery of higher costs with the importance of affordable travel in an environment where fares are already elevated." RBC Capital Markets analyst Owen Birrell said the company would likely absorb the higher fuel costs "until its target margins come under pressure and then would seek to claw back those costs through capacity cuts and higher fares.
