Paris CNN —The French National Assembly has passed a historic bill that moves the country one step closer to enshrining the right to abortion in its constitution. Some right-wing lawmakers have expressed similar viewpoints, maintaining that abortion rights in France are in no imminent danger. A national move with a universal messageFrance’s decision to constitutionalize abortion was spurred in large part by a global context riddled with roll-backs on reproductive rights. At the same time, the overturning of Roe v. Wade in the US left many French women wondering if they would be next. Now, they hope France’s own move to enshrine abortion rights could serve as inspiration abroad.

LONDON (AP) — Italian regulators said they told OpenAI that its ChatGPT artificial intelligence chatbot has violated European Union’s stringent data privacy rules. The watchdog started investigating ChatGPT last year, when it temporarily banned within Italy the chatbot that can produce text, images and sound in response to users' questions. The growing popularity of generative AI systems like ChatGPT are also drawing increasing scrutiny from regulators on both sides of the Atlantic. Competition regulators in the 27-nation EU and Britain, meanwhile, are also examining Microsoft's OpenAI investments. AI systems also face broader oversight in the EU, which is f inalizing its groundbreaking AI Act, the world's first comprehensive rulebook for artificial intelligence.

The Red Sea crisis tests China’s global ambitions

China’s responseThe Houthi rebels in Yemen started firing missiles and drones at ships in the Red Sea in mid-November, in what they say is an act of solidarity with Palestinians. Chinese officials repeatedly stressed that the Red Sea crisis is a “spillover” from the conflict in Gaza, citing an immediate ceasefire between Israel and Hamas as the top priority. Beijing’s reluctance to wade into the Red Sea crisis reflects these geopolitical calculations. The Chinese government readout of the meeting between Wang and Sullivan did not mention the Red Sea. Egypt is losing millions of dollars per day from the reduced traffic at the Suez Canal at the northern end of the Red Sea.

The Palestinian Health Ministry said Israeli forces opened fire inside the wards of the Ibn Sina Hospital in the town of Jenin. Most were killed in confrontations with Israeli forces during arrest raids or violent protests. The Israeli military says it has arrested nearly 3,000 Palestinians in the West Bank over the past four months. The military said Tuesday that forces killed Mohammed Jalamneh, 27, who it said was planning an imminent attack. Hospital spokesperson Tawfiq al-Shobaki said there was no exchange of fire and the three were killed by Israeli forces in a targeted killing.

Qatar is presenting the proposal to the political leaders of Hamas, who would convey it to the group’s military leaders, who would then send a response. During a seven-day pause in November, many people in those categories were among more than 100 hostages released in exchange for Palestinian prisoners. Hamas and other men from Gaza took about 240 people hostage in the terrorist attacks in southern Israel on Oct. 7, which also resulted in about 1,200 deaths, Israeli officials said. Hamas has tried to steer any diplomacy toward discussion of a permanent cease-fire, but Israeli leaders have balked at that. The Israeli officials were expected to speak to leaders in Jerusalem and Tel Aviv about the framework after returning there from Paris.

By Marta NogueiraRIO DE JANEIRO (Reuters) - Miners Vale, BHP and their joint venture, Samarco, should strike a deal to compensate for a deadly dam disaster in 2015 or risk paying a lot more in court, the Minas Gerais state prosecutor general told Reuters. Last week a federal judge ruled that the firms must pay up to 47.6 billion reais ($9.67 billion) in damages, in a decision still subject to appeal. "The total will be very high," he said, adding that the firms should strike a deal when talks resume in February, to avoid more costly litigation. Amazon's announced in 2022 that it would buy iRobot, maker of the circular-shaped Roomba vacuum, for $1.7 billion in cash. Listen, I'm not saying that all the good vibes Americans are suddenly feeling about the economy boil down to stocks, gas prices, and eggs. What improved America's economic vibes was basically three things: the soaring stock market, falling gas prices, and eggs. Research shows that consumers feel more pessimistic when gas prices go up — James Surowiecki points out in The Atlantic that high gas prices also make people less happy and more likely to hate the president. If oil prices stay relatively low and, in turn, keep gas prices down, less exasperated drivers could help Joe Biden keep his job come November. There are all sorts of geopolitical threats and unknowns that could throw global trade and oil prices (and thus gas prices) into chaos.

Ukraine formally started the screening process to begin talks over its future membership of the European Union on Thursday, President Volodymyr Zelenskyy said. In a post on X, the Ukrainian leader said he welcomed the start of "substantial preparations for Ukraine's EU accession talks" in Brussels, following an agreement reached with EU Commission President Ursula von der Leyen last week at the World Economic Forum in Davos, Switzerland. "The thorough work of assessing the conformity of Ukrainian legislation with EU norms, the formation of Ukraine's delegation, and our negotiating position are all ahead of us," Zelenskyy added. "I expect full engagement of Ukrainian government team and the first intergovernmental conference to be held already this spring." ATLANTIC CITY, N.J. (AP) — Two federal environmental agencies issued plans Thursday to better protect endangered whales amid offshore wind farm development. The agencies said they are trying to find ways to better protect the whales amid a surge of offshore wind farm projects, particularly on the U.S. East Coast. They plan to look for ways to mitigate potential adverse impacts of offshore wind projects on the whales and their habitat. They and other scientific agencies say there is no evidence that offshore wind preparation work is harming or killing whales. As of September 2023, there were 30 offshore wind lease areas along the East Coast, the two agencies said.

Airline bosses on both sides of the Atlantic are lashing out at Boeing over a number of recent safety and production issues — loose bolts, a discarded wrench found under the floorboards, delayed shipments — as the crisis over the aircraft maker’s 737 Max 9 shows little sign of ending soon. Boeing’s stock has fallen nearly 15 percent since Jan. 5, when a door plug flew off a Max 9 during an Alaska Airlines flight shortly after takeoff. The Federal Aviation Administration grounded some Max 9 jets until they were inspected and said it would investigate whether Boeing failed to ensure that the plane was safe. (Here’s an explanation from The New York Times about how the door panel may have flown off that Alaska plane.) Ms. Cantwell said last week that she planned to hold hearings on the Max 9 groundings.
