When the counties are sorted by index rank, Iroquois County, Illinois is the least difficult market to buy a home, according to the NBC News Home Buyer Index. Economic Instability: Macon County, Tennessee has the most stable local economy among measured areas. And finally, economic instability considers an area's market volatility, unemployment levels and interest rates. The NBC News Home Buyer Index was developed by NBC News alongside housing experts, such as a real estate industry analyst and a bank economist from the Federal Reserve Bank of Atlanta.

Ledgers of the failed fintech middleman Synapse show that nearly all the deposits held for customers of the banking app Yotta went missing weeks ago, according to one of the lenders involved. A network of eight banks held $109 million in deposits for Yotta customers as of April 11, Evolve Bank & Trust said in a bankruptcy court letter filed late Thursday. About one month later, the ledger showed just $1.4 million in Yotta funds held at one of the banks, Evolve said. Yotta CEO and co-founder Adam Moelis said in response to this article that Synapse has said in court filings that Evolve held nearly all Yotta customers deposits. "According to the Synapse trial balance report provided on May 17, there are $112 million of customer funds held at Evolve," Moelis said.

The Supreme Court ruled in favor of Starbucks on Thursday in a challenge against a labor ruling by a federal judge, making it more difficult for a key federal agency to intervene when a company is accused of illegally suppressing labor organizing. The COVID-era transition to more remote work accelerated this process of "domestic offshoring," a recent study by the workforce-analytics company ADP found. Domestic offshoring regionally segregates middle- and working-class employees from their employers, making it far more difficult for the former group to advance professionally. Domestic offshoring threatens to lock in these effects, potentially costing the country trillions of dollars in forgone wealth creation. But if domestic offshoring persists, fewer of the city's other residents will be middle-class professionals; those people will tend to congregate in domestic-offshoring sites.

Federal law known as the Health Information Portability and Accountability Act (HIPAA) generally requires health care providers to notify people within 60 days of discovering a breach affecting their personal health data. The Department of Health and Human Services is already investigating whether UnitedHealth is compliant with HIPAA obligations to protect patient data. HHS can use HIPAA to fine companies for failing to protect patient data. The department announced a $4.75 million settlement in February with a nonprofit hospital system in New York for “data security failures” that the department said resulted in an employee stealing and selling patient data. On May 31, the HHS Office for Civil Rights clarified that health care providers can delegate that obligation to Change Healthcare.

New York CNN —Red Lobster wants to close several dozen more restaurants following its bankruptcy, and it has identified which ones are in danger of shutting down if the court approves its plan. The chain, which brought affordable shrimp and lobster to middle-class America and grew to become the largest seafood restaurant chain in the world, filed for bankruptcy last month. Red Lobster said that it had more than $1 billion in debt and less than $30 million in cash on hand. Part of its plan is to close some locations of its nearly 600 restaurants in the meantime. A few weeks prior to its bankruptcy, it abruptly closed around 50 locations across the United States.
