House Speaker Mike Johnson on Thursday said he will invite Israeli Prime Minister Benjamin Netanyahu to address a joint session of Congress. We'll certainly extend that invitation" to Netanyahu, Johnson said on CNBC's "Squawk Box." "I will always welcome the opportunity for the Prime Minister of Israel to speak to Congress in a bipartisan way," he said. One week earlier, Schumer denounced Netanyahu and called for Israel to hold an election to oust him. Schumer accused the prime minister of "allowing his political survival to take precedence over the best interests of Israel."

The other five funding bills were effectively settled by the end of last week, with only the Homeland Security bill presenting deep divisions Republicans and Democrats were unable to settle. The deal is being negotiated by Johnson, Senate Majority Leader Chuck Schumer, D-N.Y., the White House and top appropriators in both chambers. Republicans rejected additional funding for ICE in a bipartisan border deal agreed to by senators and the White House, demanding additional policy changes. But they, too, have demands in the funding bill. The White House has also sought increased flexibility to aid border operations, sources with knowledge of the discussion said.

Republican House Speaker Mike Johnson and Democratic Senate Majority Leader Chuck Schumer revealed the agreement in a pair of statements on Tuesday morning. The actual legislative text of the agreement, which must be finalized before lawmakers can vote on it, is still being completed. The package was expected to cover about three-quarters of discretionary government spending, due to come in at about $1.66 trillion for the fiscal year ending Sept. 30. Biden and House Republicans earlier this month laid out proposed budgets for the next fiscal year, which begins in October, that offered sharply contrasting priorities. Democrats and Republicans in Congress have been fighting since early last year on funding levels amid a push by hardline House Republicans to cut more spending than had been agreed to in a bipartisan deal enacted into law last June.

Congress is back at the budget negotiation table this week and border security disputes again are threatening to torpedo talks as a weekend government shutdown inches closer. Congress successfully struck a deal on the first six appropriations bills in February, but the remaining half relate to thornier agencies like labor, homeland security, education and more. "This second batch, they're tougher because they're more partisan," said Bobby Kogan, a former budget advisor under President Joe Biden. The border is a top voting issue in the 2024 election and amid the heat of the border controversy, House Republicans impeached Homeland Security Secretary Alejandro Mayorkas in February after several failed attempts. In early February, Republicans killed a foreign aid package that would have provided $20 billion in funding for the U.S. southern border.

But the gulf in trust and goals between Israel and Hamas has thwarted hopes for a breakthrough for weeks. He’s opposing the people of Israel,” Netanyahu said. Latest developments also raise the question of whether Schumer’s stinging criticism augurs a shift to more pressure on Netanyahu from Biden. We support Israel.

Chuck Schumer’s speech was an act of courage, an act of love for Israel,” Pelosi told CNN’s Dana Bash on “State of the Union” immediately after Prime Minister Benjamin Netanyahu criticized the comments. Pelosi said Netanyahu must “be unaware or ill-informed” of the humanitarian situation in Gaza after the prime minister claimed Israel was letting in enough aid. “When we give assistance to a country, we insist they do not interfere with our giving humanitarian aid,” Pelosi said. Democratic Rep. Adam Schiff of California also discussed Schumer’s recent comments on “State of the Union” Sunday. “I agree with Leader Schumer’s comments regarding the necessity of reducing civilian casualties in Gaza,” Schiff said.

So, is Schumer’s speech likely to have a major impact in Israel or on Biden administration policy? One way to read the impact of Schumer’s speech is that it will give the administration the political space to toughen up its policies toward the Netanyahu government. How Schumer’s speech will impact Israel and the US-Israeli relationship is hard to predict. Just look at the Republican reaction to Schumer’s speech. In an interview with CNN, Senate Minority leader Mitch McConnell said Schumer’s speech was a contradiction of US policy.

It’s Biden’s campaign aides who have been surprised how much that’s true. A running mate litmus testBiden aides say January 6 and the footage from it will be a central feature of their advertising campaigns, the convention and beyond. Trump, for his part, keeps talking about it and his aides aren’t really trying to stop him. Look no further than the close and historically complicated relationship that American presidents and congressional leaders have negotiated with Israel leaders over the last 75 years. Obama declined to invite Netanyahu to the White House during the visit, with White House officials saying that holding such a visit so close to Israel's election would be inappropriate. The standard Obama set for a White House visit wasn't one Bill Clinton subscribed to years earlier. The bigger the ally's economy, the less likely American leaders are to meddle openly in its elections. “There are moments when American leaders want to and need to speak out and have their say.

Read previewYou may have heard that some lawmakers think the $174,000 annual salary for rank-and-file House and Senate members is too low. Since 2009, rank-and-file lawmakers' salaries have remained flat at $174,000 because government funding bills have included a provision explicitly blocking a modest pay increase that would otherwise happen. Rep. Rick Crawford of Arkansas is among the current and former lawmakers suing the United States over their salaries. "People who don't like it should take it up with James Madison," Cuccinelli added, referring to the fourth US president and the original proponent of the 27th Amendment. That suit also alleged a violation of the 27th Amendment, though a judge later dismissed the case.

The White House will provide $300 million in additional weapons to Ukraine, officials announced Tuesday, as more funding remains held up in Congress by Republican leaders. The announcement comes as the Ukrainian military is facing dire weapons shortages in its two-year war with Russia. The last supplemental funding package was in December 2022. The U.S. sent $200 million in aid to Ukraine this past December, but it was funded with money from the previous year. It was not immediately clear if the latest weapons package included long-range ballistic missiles.

The Senate passed an emergency aid bill including $60.1 billion for Ukraine. But the measure faces an uncertain fate in the House of Representatives, where Republican leaders have refused to put the measure to a vote. The American political paralysis has led, Pentagon officials said, to critical shortages on the battlefields of Ukraine. Since Russia’s February 2022 invasion of Ukraine, the Biden administration has sent more than $75 billion in cash and equipment to the country for its defense. Most of the aid has gone to Ukraine’s military operations, keeping its government running and addressing its humanitarian needs.

"Will never fund any Republican candidates or leadership PACs (or the NRSC) run by Republicans who vote against the TikTok legislation," venture capitalist Keith Rabois wrote on X. "Support for the TikTok bill is an IQ test" for members of Congress, Rabois wrote in an email to CNBC. In February, Rabois gave $500,000 to the Congressional Leadership Fund, a political action committee that backs House Republican candidates, according to a Federal Election Commission filing. A managing director at Khosla Ventures, Rabois gave just over $41,000 combined last year to the National Republican Senatorial Committee. In late November, the panel temporarily blocked the new structures for the State Board of Elections and boards in all 100 counties from taking effect while Cooper’s lawsuit was heard. The state elections board has five members appointed by the governor — a format going back over 100 years — from candidate lists provided by the major parties. Currently, county boards are five members, with state board members naming four positions and Cooper one. Should the board changes be upheld by courts in the coming months, new appointments could happen as general election campaigning heats up and voting approaches. The elections board lawsuit is one of many that Cooper has filed over the past seven years challenging General Assembly laws that he argues unlawfully weakens his position.

Like all presidential budgets, Biden's 2025 plan is more of a wish list than it is a policy document. "Do you really think the wealthy and big corporations need another $2 trillion in tax breaks? Biden's populist, progressive, tax-the-rich funding plan is not a novel proposal from his White House. House Republicans tried to preempt Biden's budget proposal last week, by passing their own 2025 budget resolution in a party-line committee vote. Back-and-forth disagreements in Congress have meant that six months into the fiscal year, lawmakers have still not settled on a permanent budget.
