Investors nearing retirement are looking for ways to earn stable income while still growing their assets long term. Sohn suggested that investor appetite for stable income products has grown in part because of this year's narrow market leadership. That's leading some experts to recommend actively managed strategies, which represent 23.3% of all flows into equity and income products this year, according to data from Strategas. Brendan McCarthy, Goldman Sachs Asset Management's managing director of exchange-traded funds, contends that active ETFs with an options overlay strategy can help investors achieve those stable returns. McCarthy manages Goldman Sachs' new active funds, Goldman Sachs S&P 500 Core Premium Income ETF (GPIX) and Goldman Sachs Nasdaq-100 Core Premium Income ETF (GPIQ).

House Republican leaders expect to vote next week to formalize their impeachment inquiry into President Joe Biden, they said Tuesday. Even if the House were ultimately to vote to impeach Biden after an inquiry, the Democratic-controlled Senate would not vote to remove him from office. The real risk of a House impeachment is that it could distract the White House and put the president on defense ahead of an election year. The subpoenas are "illegitimate," the White House argues, since the House has not voted to formally authorize an impeachment inquiry. "The Republican House Majority has so far refused to take" that step, wrote White House counsel Richard Sauber in a letter Friday to House Oversight Chairman James Comer, R-Ky., and Judiciary Chairman Jim Jordan, R-Ohio.

One, believe it or not, is small cap core," Brendan McCarthy, the firm's managing director of exchange traded funds, told CNBC's "ETF Edge" on Monday. "This is our first active small cap ETF, and that's very much on the back of investor demand." It's called the Goldman Sachs Small Cap Core Equity ETF and it's up almost 8% since its early October launch date. Meanwhile, the Russell 2000, which tracks small cap stocks, is up more than 7% in that same time frame as of Tuesday's market close.

Hong Kong CNN —Press freedom groups are voicing concern for veteran Hong Kong journalist Minnie Chan following a news report that she went missing after traveling to Beijing to cover a security forum in late October. Chan is a highly regarded journalist in Hong Kong and among international audiences who closely follow China news. China ranks 179 out of 180 in the 2023 RSF World Press Freedom Index. Hong Kong CNN —Fifty years after Henry Kissinger drove American foreign policy in Southeast Asia, the region continues to live with the fallout from the bombing and military campaigns backed by the former secretary of state, who died last week. That’s more than the Allies dropped during World War II, according to an account by Yale University historian Ben Kiernan. Experts say the devastation – which is especially acute for people in rural areas – will go on for years to come. That’s Kissinger’s legacy,” said Bill Morse, president of the nonprofit Landmine Relief Fund, which supports organizations including Cambodia Self-Help Demining. US Representative Patrick McHenry (R-NC) speaks to members of the media outside the office of US House Speaker Kevin McCarthy (R-CA), at the US Capitol in Washington, DC, on October 3, 2023. WASHINGTON — Rep. Patrick McHenry, R-N.C., announced Tuesday that he won't seek re-election in 2024, a shocking move to many of his colleagues that will further thin the ranks of Republican institutionalists in Congress. He gained national attention during his three-week stint in October as House Speaker pro tempore after Republicans ousted Rep. Kevin McCarthy, R-Calif., from the position. Despite his solidly conservative positions and voting record, McHenry is seen on Capitol Hill as a pragmatist and widely respected in both parties. During the speaker battle, McHenry was cited by Democratic leaders as the sort of GOP lawmaker who they trust enough to work with.

CNN —House Speaker Mike Johnson said Saturday he believes Republicans have the votes to launch a formal impeachment inquiry into President Joe Biden. “I believe we will,” Johnson told Fox News of a GOP-led impeachment inquiry. Johnson, appearing alongside House GOP conference chair Elise Stefanik, claimed the inquiry wouldn’t be used as a partisan political tool. “Now we’re being stalled by the White House because they’re preventing at least two to three DOJ witnesses from coming forward” and withholding evidence from the National Archives, he continued. “A formal impeachment inquiry vote on the floor will allow us to take it to the next necessary step, and I think it’s something we have to do at this juncture.”To this point, House Republicans have been pushing to formalize their impeachment inquiry into Biden but have not had the votes to do so.

WASHINGTON (AP) — The House is making history this year in ways that Republicans could hardly have envisioned when the party took control. First, the Republicans voted to oust their speaker, Kevin McCarthy, and on Friday they voted to get rid of one of their own, indicted GOP Rep. George Santos of New York. The result has been a dizzying 11 months in a House majority riven by infighting, chiseling away at the powers of Congress and taking its toll on the actual business of governing. As the year comes to a close, the arc of power for House Republicans is at an inflection point, a new era of performance politics and chaotic governing that shows no signs of easing. A scathing House Ethics report found “overwhelming evidence” of lawbreaking by Santos, including questionable campaign expenditures on items like Botox.

After months of congressional hand-wringing, Mr. Santos finally met his demise on Friday, after Republicans and Democrats each offered separate expulsion resolutions. The resulting debate on the House floor on Thursday captured the absurdity and unseemliness of Mr. Santos’s scandals. Mr. Santos is only the sixth member of the House to be expelled in the body’s history. Mr. Santos must still contend with the federal indictment in which prosecutors have accused him of multiple criminal schemes. (That company, Harbor City Capital, has been accused of operating a Ponzi scheme by the Securities and Exchange Commission, though Mr. Santos has not been implicated.)
