The IRA includes a clause that automatically qualifies EV battery materials recycled in the U.S. as American-made for subsidies, regardless of their origin. That is important because it qualifies automakers using U.S.-recycled battery materials for EV production incentives. China handles virtually all EV battery recycling in a global market projected to grow from $11 billion in 2022 to $18 billion by 2028, according to research firm EMR. The volume of EV batteries available for recycling should grow over tenfold by 2030, said consultant Circular Energy Storage. In Europe, EV batteries are currently shredded into "black mass" that is shipped to China for recycling.

July 21 (Reuters) - U.S. Vice President Kamala Harris criticized Florida "extremists" on Friday for backing educational guidelines that taught "revisionist history" about slavery in the United States. Harris, the first Black and Asian-American woman to serve as vice president, flew to Florida, a political swing state whose governor, Ron DeSantis, is running for the Republican presidential nomination, to deliver a blistering speech condemning the new guidelines. The board of education approved the new teaching guidelines for kindergarten through high school on Wednesday. Florida's education commissioner, Manny Diaz Jr., said during the board meeting in Orlando that the guidelines go in to the "tougher subjects" of slavery and racist violence, as appropriate by age. President Joe Biden, with Harris as his vice president, is running for re-election in 2024.

July 13 (Reuters) - Domino's Pizza Group (DOM.L) said on Thursday Andrew Rennie, who has served as the Europe chief for a major franchise operator of the pizza chain, will join the UK firm in August as its chief executive. Rennie will take over from Elias Diaz Sese, who has been serving as Domino's Pizza Group's (DPG) interim CEO since October 2022. The group owns, operates and franchises Domino's stores in the UK and Ireland. Rennie has held several roles at Domino's Pizza Enterprises in over two decades, including being CEO of its European business from 2014 to 2020. HAVANA, July 12 (Reuters) - Cuba's National Assembly said on Wednesday it "strongly condemns" a resolution by the European Parliament, which criticized the country's human rights record and called for EU sanctions against Cuban President Miguel Diaz-Canel and other top officials. "The European Parliament lacks the moral, political and legal authority to judge Cuba," Cuba's parliament said in a statement. The European Parliament resolution proposes "autocratic regimes should not participate in such summits" and strongly condemns Cuba's human rights record, saying this could jeopardize a 2016 cooperation deal between Cuba and the EU, its top trade partner. A recently discovered letter written by President Abraham Lincoln that offers a glimpse into his thinking during the early part of the Civil War sold this week in Pennsylvania for $85,000, according to an autograph dealer. “Discovering unpublished, unknown letters of Abraham Lincoln is increasingly rare,” Mr. Raab said in a statement about the document on the Pennsylvania collection’s website. The letter, which measures 5 by 8 inches, was sold to a private collector in the southeastern United States on Wednesday, Mr. Raab said. Dated Aug. 19, 1861, the short letter is addressed to Charles Ellet Jr., an American civil engineer and Union Army colonel, who had met the president and lobbied him for the creation of a civil engineering corps. Colonel Ellet had insisted that immediate action be taken to understand the South’s infrastructure because he felt that Washington was vulnerable.

MEXICO CITY, June 30 (Reuters) - Sixteen Mexican state security ministry employees were freed on Friday after being kidnapped earlier this week in the southern state of Chiapas, authorities said, following a three-day search. The employees, all men, were kidnapped Tuesday by an armed group on a highway near the state capital of Tuxtla Gutierrez after leaving work, authorities said. More than 1,000 federal and state agents joined the search, and two people were detained earlier this week. On Tuesday, a spokesperson for Chiapas' security ministry told Reuters that the employees were not police officers but administration workers, adding, "Nothing like this has ever happened." MEXICO CITY, June 29 (Reuters) - The prominent leader of a vigilante group in the western Mexican state of Michoacan was slain on Thursday, the local government said, in a brutal attack that left his body so badly burned that it was almost unrecognizable. Flight delays and cancellations continued to mar thousands of Fourth of July travelers on Friday, with United Airlines passengers bearing the brunt of the problems.
