A federal judge issued an injunction Tuesday partially blocking the enforcement of a New Hampshire law that bars some transgender students from competing on school sports teams that align with their gender identity. Last month, two transgender teenage girls and their families sued New Hampshire education officials, arguing that the measure violates Title IX civil rights rules, which prevent sex discrimination in federally funded education programs and activities. The Biden administration expanded Title IX rules in April to include protections for students on the basis of sexual orientation and gender identity. Moreover, the expansion of the Title IX rules is temporarily blocked in at least 10 states and faces ongoing court challenges in roughly 10 others. Chris Sununu, a Republican, took action on two separate bills affecting the state’s trans community in July, in addition to the sports measure.

The group released the survey last week with two nonprofit organizations, Asian Americans and Pacific Islanders for Civic Empowerment Education Fund and Asian American Futures. The survey authors interviewed 1,253 Asian Americans across six of the largest Asian ethnic groups in California. Ramakrishnan said the results are relatively consistent with Asian American voters in the past. Still, there continues to be a misconception that appealing to Asian Americans, which often requires multilingual outreach, is too expensive, Ramakrishnan said. But hiring more Asian Americans on campaigns could help solve that issue.

The White House warned Tuesday that debunked claims about Haitian immigrants harming household pets could spill over into anti-immigrant violence, as Republican vice presidential nominee JD Vance vowed to keep spreading the rumor. National Security Council spokesman John Kirby said in a briefing with reporters that the false claims about immigrants were a “dangerous” variety of conspiracy theory. So, it needs to stop.”The rumor that Haitian immigrants are abducting and eating pets has spread widely on social media and has focused on Springfield, Ohio, a city with a large population of recent immigrants. The baseless claims have been described as racist because of the implication that Haitian immigrants, most of whom are Black, have barbaric practices or are incapable of living peacefully among white neighbors. Vance posted Tuesday on X that “a child was murdered by a Haitian migrant” and he said other local resources including health care and housing were becoming overwhelmed by demand from new arrivals.

But broadband companies have been focused on transitioning their customers to other affordable options to help them make up the expired discount, according to the companies’ earnings calls. In the wake of the ACP’s expiration, broadband companies have reported losing some customers. While broadband providers were generally supportive of the ACP, many in the industry believed the subsidy benefitted too wide a swath of U.S. households. During the second quarter, Charter reported a loss of 149,000 internet customers, while Comcast reported a decline of 120,000 broadband customers. Charter has tried to retain its low-income consumer base by rolling out new savings deals like offering ACP customers a free unlimited mobile line for one year.

PHILADELPHIA — Former President Donald Trump said Tuesday that his biggest challenge in debating Vice President Kamala Harris is that she has shifted her positions on so many issues. She's changed all of her policies over the years," Trump told NBC News in a phone interview Tuesday morning hours before the debate here. He added, however, that he believes that makes it "easier" to define her in the minds of voters. Three sources who speak to Trump regularly, including one directly involved in the debate prep process, described Trump as either nervous or disengaged with debate preparation in the past few weeks. Trump, too, has frequently shifted his positions over the years, including on issues like abortion, TikTok and even birtherism.

SYDNEY, Australia — Australia plans to set a minimum age limit for children to use social media citing concerns about mental and physical health, drawing a backlash from digital rights advocates who warn the measure could drive dangerous online activity underground. Prime Minister Anthony Albanese said his center-left government would run an age verification trial before introducing age minimum laws for social media this year. The law would put Australia among the first countries in the world to impose an age restriction on social media. Representatives of Meta, the owner of Facebook and Instagram, which has a self-imposed minimum age of 13, YouTube owner Alphabet and TikTok were not immediately available for comment. Australia has one of the world’s most online populations with more than four-fifths of its 26 million people on social media, according to government and tech industry figures.

CLEVELAND — Deshaun Watson has been accused of sexual assault in a new civil lawsuit brought by a woman who alleges the Cleveland Browns quarterback forced himself on her four years ago when he played with Houston. According to the lawsuit filed Monday in Harris County, the woman is suing Watson for $1 million in damages. The woman, identified only as Jane Doe in the court documents, said the incident took place after she invited Watson to her apartment. The 28-year-old Watson served an 11-game NFL suspension in 2022 for violating the league’s personal conduct policy, stemming from those accusations. Former President Donald Trump said he plans to vote yes on a ballot measure in Florida to legalize marijuana, his clearest stance so far on the issue. He wrote that arrests for marijuana possession of "personal amounts" waste taxpayers' dollars and suggested that the ballot measure would help prevent deaths from fentanyl-laced marijuana. If passed, the ballot measure would permit residents over 21 to possess, buy or consume marijuana recreationally. Ron DeSantis opposes the marijuana ballot measure and most congressional Republicans have in recent years voted against bills to reform U.S. policy on marijuana. Trump last month seemed to signal some support for another ballot measure in Florida: one that would expand abortion access.
