Nov 15 (Reuters) - The European Union reached a deal early Wednesday on a law to place methane emissions limits on Europe's oil and gas imports from 2030, pressuring international suppliers to clamp down on leaks of the potent greenhouse gas. After all-night talks, negotiators from EU member states and the European Parliament agreed to a law which from 2030 will require importers of crude oil, gas and coal into Europe to prove those fuels meet a methane intensity limit. The law will now be put to the European Parliament and EU countries for final approval. "Equivalent monitoring, reporting and verification measures should be applied by exporters to the EU by 1 January 2027, and maximum methane intensity values by 2030," the EU Council said in a statement. The regulation also introduces new requirements for the oil, gas and coal sectors to measure, report and verify methane emissions, the EU council said in a statement.

The two sides decided to “operationalize” a suspended bilateral working group to “engage in dialogue and cooperation to accept concrete climate actions” in this decade, according to the statement. That working group was first proposed by Kerry and Xie in 2021 at the United Nations climate summit in Glasgow, but has been on hold since August last year. Both countries agreed to economy-wide reductions of all greenhouse gases in their international climate commitments for 2035, including carbon dioxide, methane, and hydrofluorocarbons. Li Shuo, the director of China Climate Hub at the Asia Society Policy Institute, said China’s pledge to set release targets for all greenhouse gas emissions was arguably the most notable point in the statement. The Energy Department is making a push to strengthen the U.S. battery supply chain, announcing up to $3.5 billion for companies that produce batteries and the critical minerals that go into them. Some officials, industry experts and others concerned about climate change uneasy supply of battery materials will not keep pace with demand. The Bipartisan Infrastructure Law assigned $6 billion in total funding for battery material processing and manufacturing. An initial round went to 15 projects including companies that mine critical minerals like graphite and nickel, used in lithium batteries. Tom Moerenhout, a professor at Columbia University's Center on Global Energy Policy, said it will be a big challenge to ramp up the global supply of critical minerals for the projected battery demand in 2030.

The deal would value the business at close to $10 billion and could be announced as soon as this week, assuming the talks don’t fall apart, according to people familiar with the matter.
