The Department of Veterans Affairs has clawed back billions of dollars that countless veterans were given as incentives to leave the military, including when it needed to downsize, according to new data obtained by NBC News. Disabled veterans have been told in the last 12 fiscal years to return nearly $3 billion in special separation pay — lump-sum incentives that were offered when the U.S. had to reduce its active-duty force or release slightly injured service members, the data shows. The justification of the recoupment rule carried over in the 1990s when other forms of special separation payments — unrelated to disabilities — were authorized. Those payments, including the Special Separation Benefit (SSB), were designed instead to help the Defense Department manage its force size. He was told to pay back the money in 2017 after he filed for VA disability for PTSD and other conditions.

The state of Assam, in northeastern India, has launched a mobile app that warns people of incoming herds of wild elephants in an effort to reduce violent encounters between humans and the land giants. Clashes between humans and elephants are not uncommon in India, and have continued to rise in recent years. Human-elephant conflicts in the state caused more than 200 elephant deaths and 400 human deaths from 2017 to 2022, the organization reported. "The application will act as an early warning system about presence of wild elephants in the proximity of human settlements so as to help villagers avoid negative interface with wild elephants," Aaranyak said in a Facebook post following the app's launch this month. Along with the launch of the app, Aaranyak also released a handbook with information on using solar-powered fences to keep elephants away from humans and property.

An Arkansas police officer who was caught on video beating a handcuffed inmate in the back of a patrol car has been fired and his case has been referred to prosecutors, the police chief said. Jonesboro Police Chief Rick Elliott fired Joseph Harris on Friday, a day after he was caught on his patrol car video elbowing and punching the handcuffed man and then slamming the car door on his head after the man choked himself with a seatbelt. He was apprehended by Harris and was being returned to the county jail when the assault occurred, Elliott said. MANILA, Philippines — The Philippine government said Tuesday that it had filed a diplomatic protest against Beijing after Chinese jets flew dangerously close and fired a volley of flares in the path of a Philippine air force patrol plane over a disputed shoal in the South China Sea. The Southern Theater Command of the Chinese People’s Liberation Army said Saturday that a Philippine air force aircraft “illegally” entered the airspace above the shoal, which China claims, disrupting its combat training activities. The command sent jets and ships to identify, track and drive away the Philippine aircraft, it added. In 2013, China announced a new Air Defense Identification Zone over the East China Sea that covers a chain of disputed islands also claimed by Japan. Washington has repeatedly warned that it is obligated to defend the Philippines, its oldest treaty ally in Asia, if Filipino forces, ships and aircraft come under an armed attack, including in the South China Sea.

A man has been arrested after an 11-year-old girl and a 34-year-old woman were stabbed in central London, London’s Metropolitan Police said Monday. DENVER — Four men were fatally shot and a woman was hospitalized with gunshot wounds during a spate of weekend violence in the Denver suburb of Commerce City. A person of interest in one of the cases was later found dead of a self-inflicted gunshot, police said Sunday. In Denver itself one person was killed and six people injured in a string of weekend shootings and stabbings, police said. A man and a woman were shot, and the man later died. It has been a decades-long dream of corporate America: making it harder for aggrieved customers, workers and others to file lawsuits against companies seeking compensation for alleged injuries, mistreatment and other harms. Now Uber, the giant ride-hailing company that has been a magnet for such litigation, is pitching a plan that could fulfill that fantasy, at least in one state. The company is seeking to place a measure on Nevada’s ballot that would drastically limit the amount of money that lawyers could collect when they brought successful lawsuits.
