LONDON — Two alleged art thieves will appear in court in London next month accused of stealing “Girl With Balloon,” a famous painting by the mysterious British street artist Banksy. Larry Fraser, 47, from east London, and James Love, 53, from Essex, were both charged with non-residential burglary and placed in police custody on Thursday. The artwork — which shows a little girl letting go of, or perhaps reaching out for, a heart-shaped balloon — was stolen from a gallery in central London on Sept. 8 at 11:00 p.m, police said. The painting was the only item stolen and police said it had been recovered and would be returned to the gallery. The latest artworks from Banksy were a series of animal paintings dotted around London last month.

HONG KONG — China said Friday it would raise its retirement age for the first time in decades, as the world’s second-largest economy struggles with falling birth rates and an aging workforce. The country’s top legislative body approved a draft proposal to gradually implement the changes, state media reported Friday. China's retirement ages are among the lowest in the world and had remained unchanged since they were set in the 1950s. For those born in 1965, retirement would be delayed by one month, according to a chart published by Xinhua, China’s state-run news agency. The changes have been the subject of heated discussion among the Chinese public since they were proposed earlier this year.

An investigator has backed the World Anti-Doping Agency’s handling of a case involving 23 Chinese swimmers who failed drug tests weeks before the Tokyo Games and said WADA had not been complacent nor shown bias toward China. Swiss prosecutor Eric Cottier, who was handpicked by the global anti-doping agency, said in a preliminary report in July that WADA did not mishandle the case involving the swimmers, who tested positive for trimetazidine (TMZ) but were cleared by a Chinese investigation. Cottier reiterated those findings in his final report on Thursday but also criticized WADA for failing to challenge Chinese anti-doping authorities (CHINADA) for not following all of the procedures laid down in its anti-doping standard. In the first college admissions process since the Supreme Court struck down affirmative action last year, Asian American enrollment at the most prestigious U.S. schools paints a mixed, uneven picture. Columbia University — which, unlike the other Ivies, groups Pacific Islanders with Asian Americans — saw an increase of nine percentage points in its enrollment of Asian American applicants, while Brown saw an increase of four percentage points. It doesn’t mean that race is entirely ruled out of the admissions process, however. Poon, who is the author of “Asian American is Not a Color: Conversations about Race, Affirmative Action, and Family,” said that with race masked in the admissions process, concerns around biases are actually more prevalent. And it’s going to be difficult to determine, for example, why there were drops in Asian American enrollment at some schools as well.
