China, the world's biggest fossil fuel consumer, is among those signalling that it intends to keep using them for decades. By inserting "unabated" before fossil fuels, the pledge targeted only fuels burned without emissions-capturing technology. "We cannot use it to green-light fossil fuel expansion," the countries said in a joint statement. We can't say we want to avoid 1.5 C ... and not say anything about phasing out fossil fuels," Cox said. The Alliance of Small Island States, whose members face climate-fuelled storms and land loss to rising seas, wants a fossil fuel phase-out and an end to the $7 trillion governments spend annually on subsidising fossil fuels.

Pacific islands leaders gathered Monday for the start of a two-day Washington summit. As part of the summit, the U.S. is formally establishing diplomatic relations with two South Pacific nations, the Cook Islands and Niue. Biden announced Monday that later this year he would deploy a U.S. Coast Guard vessel to the region to collaborate and train with Pacific islands nations. The administration pledged the U.S. would add $810 million in new aid for Pacific islands nations over the next decade, including $130 million on efforts to stymie the impacts of climate change. The leaders will also meet on Monday with Biden's special envoy on climate, John Kerry, for talks focused on climate change.

Since the beginning of the pandemic, corporate bosses have used Labor Day as a benchmark to call workers back to offices. New data shows that office attendance rates have, indeed, picked up since 2020, though even the latest annual autumn push shows the limits to how many more people may return. It begs the question as another Labor Day return has come and gone: Is anyone taking new RTO announcements seriously? 1 reason people don't want to use their office, according to an October 2022 Gartner survey, followed closely by the cost of going into the office. The announcement about the new diplomatic missions in the South Pacific comes as Biden prepares to welcome leaders to Washington for the two-day U.S.-Pacific Island Forum Summit. Talks are expected to heavily focus on the impact of climate change in the region. They also will meet on Monday with Biden's special envoy on climate, John Kerry, for talks focused on climate change. ABUJA, Nigeria (AP) — The military government that seized power in Niger has accused United Nations Secretary-General Antonio Guterres of “obstructing” the West African nation's full participation at the U.N.'s annual meeting of world leaders in order to appease France, Niger's former colonizer, and its allies. The junta had wanted Niger’s former ambassador to the United Nations, Bakary Yaou Sangare, who was made foreign minister after the coup, to speak on its behalf at the General Assembly. The deposed president appealed to a regional court this week to order his release and reinstatement as president. Bazoum took office in 2021 in the country's first transfer of power between elected leaders since the country's independence from France in 1960. ECOWAS has said it considers a military intervention an option for restoring Bazoum as president.

ABUJA, Nigeria (AP) — If you listen to the African leaders addressing the U.N. General Assembly this year, the message is emphatic and unanimous: The continent is done being a victim of a post-World War II order. It is a global power in itself and must be partnered with — not sidelined. There’s also a new boldness that comes with the African Union’s G20 seat. With the largest bloc of countries at the United Nations, it is understandable that African leaders increasingly demand a bigger voice in multilateral institutions, said Murithi Mutiga, program director for Africa at the Crisis Group. As African leaders spoke glowingly about the continent as a force on the global stage, some at home said the leaders must begin by delivering the dividends of democracy to their people.

SINGAPORE, Sept 22 (Reuters) - The complete phasing-out of fossil fuels is not realistic, China's top climate official said, adding that these climate-warming fuels must continue to play a vital role in maintaining global energy security. China is the world's biggest consumer of fossil fuels including coal and oil, and its special climate envoy Xie Zhenhua was responding to comments by ambassadors at a forum in Beijing on Thursday ahead of the COP28 climate meeting in Dubai in November. The stocktake will be at the centre of discussions at the COP28 climate meeting, with campaigners hoping it will create the political will to set clear targets to end coal and oil use. "It is unrealistic to completely phase out fossil fuel energy," said Xie, who will represent China at COP28 this year. At climate talks in Glasgow in 2021, China led efforts to change the language of the final agreement from "phasing out" to "phasing down" fossil fuels.

Senior State Department officials spoke to CNN about what happened on the condition of anonymity to discuss the sensitive details. The Iranians even threatened not to include all five of the Americans in the release unless the US did more, the officials told CNN. “We held our line and the Iranians backed down and we made it work,” a senior State Department official said. But the Qatari officials, in a smooth diplomatic maneuver, countered that they would be offended if everyone did not eat while on board the Qatari plane and an agonizing final delay was avoided. [1/2] Former mayor of New York Michael Bloomberg speaks during a meeting with Earthshot prize winners and finalists at the Glasgow Science Center during the UN Climate Change Conference (COP26) in Glasgow, Scotland, Britain, November 2, 2021. The $500 million infusion into his decade-long Beyond Carbon initiative aims to "finish the job on coal" by working with state and local organizations to force the closure of the roughly 150 coal plants that have not yet retired, slash current gas generation in half and block the construction of new gas-fired plants. Bloomberg already has spent over $500 million to support the Sierra Club's Beyond Coal campaign, which originally aimed to retire 30% of the U.S. coal fleet by 2020. The money would support litigation brought against utilities and power companies by grassroots groups, state and local policy advocacy and financing to assist local communities with coal plant closures, Bloomberg Philanthropies said. "The move from fossil fuels to renewables is happening – but we are decades behind," Guterres said at the start of the one-day summit. "We must make up time lost to foot-dragging, arm-twisting and the naked greed of entrenched interests raking in billions from fossil fuels." General Assembly, referring to the Joint Comprehensive Plan of Action between Tehran and six world powers. But months of nuclear talks have stalled since last September, with both sides accusing each other of demanding excessive concessions. U.S. and European officials have been searching for ways to curb Tehran’s nuclear activities since the breakdown of indirect American-Iranian talks a year ago.
