The opposition considers the bans unlawful, and Washington has rejected any roadblocks to opposition candidates' race to the presidency. The agreement to be signed on Tuesday would lift all public office bans, one opposition source told Reuters, but its wording is too vague to inspire confidence that Maduro will honor the deal. Four other opposition sources agreed, with one saying the deal was largely negotiated by the United States. "We all have our doubts, but we're exhausting our options," said another opposition source. The U.S., which is expected to loosen some sanctions in recognition of the government-opposition deal, will act only once the deal has been signed, sources told Reuters on Monday.

Voter turnout was “historic” at 82.33% despite initial security concerns, Ecuador’s National Electoral Council president Diana Atamaint said after polls closed Sunday. “We will inform the country of the first results as the votes are processed,” she said. Ecuador’s Interior Minister Juan Zapata also assured the country in a news conference that there had been no security incidents to report. “Governing Ecuador right now is hell – this presidency is designed to eliminate you from political life,” Freeman said. The new president will have relatively little time to work on a solution to the country’s woes.

"The expectation is for another cut in December," Bonilla told Reuters on the sidelines of the World Bank and International Monetary Fund meetings in Marrakech. "The message of reducing the key rate is for all the banks, because today the rate is an obstacle for economic recovery," he added. The central bank held the key rate steady at 13.25% in September for the third time in a row, citing stubborn inflation. That was down from highs in 2022, but still more than double the central bank's long-term target of 3%. The central bank's technical team expects Colombia's economy to grow 0.9% this year, compared with an expansion of 7.3% in 2022.

CNN —Eduard Bello’s audacious bicycle kick earned Venezuela a shock draw against Brazil in World Cup qualifying, ending the Seleção’s remarkable home winning streak. Brazil hadn’t failed to win a home World Cup qualifier since drawing 2-2 against Uruguay in March 2016, but Bello’s stunning strike with just five minutes remaining earned Venezuela a famous point. Argentina and Peru have only managed a draw each, while Ecuador and Chile have lost every World Cup qualifier they have played in Brazil. The Seleção has still never lost a home World Cup qualifier, in what must be one of the most impressive records in all of sport. However, the draw drops Brazil into second place behind Argentina after the Albiceleste maintained its 100% record so far with a 1-0 win over Paraguay.

Colombia to Spend $4.25 Billion to Buy Land for Poor Farmers
  + stars: | 2023-10-13 | by ( Oct. | At A.M. | ) www.usnews.com   time to read: +2 min
By Luis Jaime AcostaBOGOTA (Reuters) - Colombia's leftist government will spend $4.25 billion to buy some 1.5 million hectares (3.7 million acres) of land for poor farmers or displaced people, as part of a bid to increase agricultural output and boost peace efforts, an official said. The conflict, which has involved rebels groups, the government, paramilitary organizations and crime gangs, originally began as a fight for land rights. Petro had originally said his government would buy 3 million hectares, but the official goal is now half that. Colombia's government also redistributes land confiscated from criminals and rebel groups and is making a push to formalize ownership for farmers who have worked land for generations without formal deeds. Some 1.3 million hectares have already been formalized, Vega said, and all the redistribution efforts should total about 7 million hectares by the end of Petro's term.

UNITED NATIONS (AP) — Colombian President Gustavo Petro’s commitment to transform long-marginalized rural and conflict areas and new peace efforts were the highlights of his first year in office, the U.N. special envoy for the South American country said. More than 14,000 FARC fighters gave up their weapons under that agreement, but violence between some rebel groups has grown in parts of Colombia. Leyva said the council resolution states that the justice component should apply to all who participated directly or indirectly in the conflict. MEXICO CITY (AP) — Mexico’s president said Tuesday that he rejected a U.S. request to set up migrant transit centers in Mexico. Neighboring Guatemala has set up one such center, where migrants can apply for U.S. work and refugee visas. “We have been looking at setting up sites in Mexico, because they (the United States) have asked for it,” López Obrador said. The message is one more indication of the political and security challenges the U.S.-Mexico border has presented for President Joe Biden. The Biden administration this week took two actions seen by many as moving to the right on immigration. The White House counters that migration has surged across the Western Hemisphere due to regional challenges out of the administration's control. So they are on the streets.”Despite his 2020 promises on the border, Biden has long been more moderate on the issue than some in his party. It hasn’t worked for them before and it won’t work for them this cycle either,” said Pili Tobar, a former senior Biden White House official and Democratic strategist.
