Madrid CNN —Spanish voters are heading to the ballot boxes in Sunday’s snap general election that could see a far-right party enter government for the first time in decades. Podemos also suffered in the May elections and has signed a deal to run under the new leftist Sumar alliance. Prime Minister Pedro Sanchez and PP leader Alberto Nunez Feijóo shake hands before a TV debate. Feijóo under fireSanchez was widely seen to have lost the only televised debate with Feijóo early in the election campaign. The winner on Sunday needs 176 seats in the 350-seat Legislature for an absolute majority, but polls say that’s unlikely.

The IRA includes a clause that automatically qualifies EV battery materials recycled in the U.S. as American-made for subsidies, regardless of their origin. That is important because it qualifies automakers using U.S.-recycled battery materials for EV production incentives. China handles virtually all EV battery recycling in a global market projected to grow from $11 billion in 2022 to $18 billion by 2028, according to research firm EMR. The volume of EV batteries available for recycling should grow over tenfold by 2030, said consultant Circular Energy Storage. In Europe, EV batteries are currently shredded into "black mass" that is shipped to China for recycling.

July 21 (Reuters) - U.S. Vice President Kamala Harris criticized Florida "extremists" on Friday for backing educational guidelines that taught "revisionist history" about slavery in the United States. Harris, the first Black and Asian-American woman to serve as vice president, flew to Florida, a political swing state whose governor, Ron DeSantis, is running for the Republican presidential nomination, to deliver a blistering speech condemning the new guidelines. The board of education approved the new teaching guidelines for kindergarten through high school on Wednesday. Florida's education commissioner, Manny Diaz Jr., said during the board meeting in Orlando that the guidelines go in to the "tougher subjects" of slavery and racist violence, as appropriate by age. President Joe Biden, with Harris as his vice president, is running for re-election in 2024.

CNN —After decades of somewhat distant relations, Russia and Cuba are working closely together again — this time, as part of Vladimir Putin’s war in Ukraine. Cuba's Minister of Foreign Affairs, Bruno Rodriguez, and Russian Foreign Minister, Sergey Lavrov, meet in Havana on April 20, in a show of deepening ties between the countries. In addition to deepened connections with Russia, Cuba has allowed China to build a secret espionage facility on the island. Washington will respond to Russian military escalation in Cuba with its own escalating force, as it already has done with the recent deployment of a nuclear submarine. With polls indicating a PP/Vox coalition government as the most likely outcome of next Sunday's national election, the reversal signals what could be a broader shift in Spain's climate change policy. "We are going to continue building bike lanes," he told Reuters. Vox has also pledged to repeal Spain's climate law, which establishes an obligation to create LEZs in cities. "Bike lanes have to be useful and not generate social alarm, so each municipality has to analyse the most appropriate location," a PP official told Reuters. Valladolid has been awarded 10.6 million euros to create an LEZ and about 4 million for bike lanes.

Havana, Cuba CNN —As a series of welcoming cannon blasts rang out from a nearby colonial fort, the Russian navy’s training class ship Perekop sailed into Havana on Tuesday. “We are condemning, we are rejecting, the expansion of NATO towards Russia’s borders,” Cuban President Miguel Diaz-Canel told Russian-controlled network, RT, in a rare interview in May. He also blasted US economic sanctions on Russia, while heralding Russian “projects of cooperation and collaboration” under development in Cuba. But following the collapse of the Soviet Union, Cuba lost its main trading partner and entered a deep economic depression. Despite the high cost of the war in Ukraine and economic sanctions, Russian officials say they are committed to Cuba.

HAVANA, July 12 (Reuters) - Cuba's National Assembly said on Wednesday it "strongly condemns" a resolution by the European Parliament, which criticized the country's human rights record and called for EU sanctions against Cuban President Miguel Diaz-Canel and other top officials. "The European Parliament lacks the moral, political and legal authority to judge Cuba," Cuba's parliament said in a statement. The European Parliament resolution proposes "autocratic regimes should not participate in such summits" and strongly condemns Cuba's human rights record, saying this could jeopardize a 2016 cooperation deal between Cuba and the EU, its top trade partner. The European Parliament resolution said it "deeply deplores" this comment. Nicaraguan President Daniel Ortega's five-year campaign against the Catholic church has intensified since February, according to interviews with five priests inside and outside the country. His latest restrictions seem aimed at silencing priests, Erick Diaz, 33, a Nicaraguan priest in exile in Chicago, said. A recently discovered letter written by President Abraham Lincoln that offers a glimpse into his thinking during the early part of the Civil War sold this week in Pennsylvania for $85,000, according to an autograph dealer. “Discovering unpublished, unknown letters of Abraham Lincoln is increasingly rare,” Mr. Raab said in a statement about the document on the Pennsylvania collection’s website. The letter, which measures 5 by 8 inches, was sold to a private collector in the southeastern United States on Wednesday, Mr. Raab said. Dated Aug. 19, 1861, the short letter is addressed to Charles Ellet Jr., an American civil engineer and Union Army colonel, who had met the president and lobbied him for the creation of a civil engineering corps. Colonel Ellet had insisted that immediate action be taken to understand the South’s infrastructure because he felt that Washington was vulnerable.

According to those involved in the report's production, warmer working environments can create some very challenging scenarios indeed. Issues relating to productivity also apply to equipment, facilities and buildings, Fox said. "The economic losses due to heat stress at work were estimated at US$280 billion in 1995," the U.N. agency said. "This clothing can be quite cumbersome … and quite hot to wear, even under cold conditions," Fox said. Fox noted that buildings of this type haven't particularly been designed with heat ingress — especially extreme heat ingress — in mind.

The duo also met at the last year's championships when the Czech ninth seed came on top in another three-setter. Paolini found some momentum and made Kvitova work in the second set but the experienced Czech comfortably took the third, firing eight aces and 36 winners throughout the match. "I was trying hard in the second set to break her but this didn't happen. In the third I got an opportunity and I made it, and I think that since then I just kept going," Kvitova said. The 33-year-old will face the winner of unseeded pair Aliaksandra Sasnovich v Nuria Parrizas Diaz in the second round.
