After a freight train carrying hazardous chemicals derailed a year ago in East Palestine, Ohio, forcing the evacuation of hundreds of residents and upending life in the town for months, the rail industry pledged to work to become safer, and members of Congress vowed to pass legislation to prevent similar disasters. And accidents went up. Derailments rose at the top five freight railroads in 2023, according to regulatory reports for the first 10 months of the year, the most recent period for which data exists for all five companies. And there was a steep increase in the mechanical problem — an overheated wheel bearing — that regulators think caused the derailment of the 1.75-mile-long train in East Palestine. Norfolk Southern, the operator of the train and the owner of the track that runs through the town, was the only railroad among the five to report a decline in accidents in the period.

Unlike in most European countries, the president of Finland holds executive power in formulating foreign and security policy, particularly when dealing with countries outside the European Union like the United States, Russia and China. “Clearly, the main task of the president is to steer foreign policy,” said Teivo Teivainen, professor of world politics at the University of Helsinki. Finland became the Western military alliance’s 31st member in April last year, much to the annoyance of Russia and President Vladimir Putin. Under the Finnish Constitution, the president decides on foreign and security policy issues together with the government. Late last year, Finland closed its border with Russia after some 1,300 migrants without proper documentation or visas arrived across the frontier just months after Finland joined NATO.

Secretary of State Antony J. Blinken wrapped up a four-nation tour through Africa on Thursday with a visit to Angola, an oil-rich former Cold War battleground that has become the site of a struggle for 21st-century economic influence. During his visit to the coastal capital, Luanda, Mr. Blinken spotlighted major American investments in Angola, including more than $900 million for solar energy projects and $250 million to upgrade a rail corridor that carries critical minerals, including cobalt and copper, from central Africa to Angola’s Atlantic port of Lobito. Those solar investments help to advance President Biden’s climate agenda while the transportation improvements further his goal of diversifying American supply chains — in part to reduce U.S. dependence on Chinese control of the vital ingredients for a modern economy. Just over 20 years since the end of Angola’s civil war, which left perhaps as many as one million people dead, the country has rebuilt, modernized and developed friendly relations with Washington, which once funded rebels against a government backed by the Soviet Union and Cuba.

Sections of the deposition, where Trump denied raping Carroll and said she was "not my type," were played for the jury earlier on Thursday. Three times — twice before his testimony, and once afterward — Trump griped loudly about getting a raw deal from Carroll and the court system. Then, minutes before his testimony, and with the jury still not in the courtroom, Trump piped up again. Judge Kaplan concluded that Trump was liable for defaming Carroll when he called her a liar in 2019 and that the second trial would be only on damages. As Carroll and Kaplan then left the courtroom, Business Insider asked them if they had any response to Trump's parting remark.

Alaska Airlines plans to resume flights with its Max 9s on Friday, and United aims to follow suit on Sunday. United Airlines made similar similar findings. Travelers returned to the Boeing 737 Max 8 after two of them crashed in 2018 and 2019, killing 346 people. In that case, Boeing had to redesign an automated flight-control system before the FAA would let Max 8s and Max 9s resume flying after a 20-month grounding. In addition, the FAA says it won't let Boeing expand production of Max jets until it's satisfied that quality-control concerns about the company have been resolved.

CNN —Ukraine says it has intelligence suggesting only five bodies were delivered from the crash site of a Russian military transport plane to a nearby morgue, a Ukraine military intelligence official told CNN, casting doubt on Moscow’s claim that dozens of Ukrainian prisoners of war were killed in the explosion. Moscow says the plane was transporting Ukrainian prisoners of war, while Kyiv says it was carrying Russian missiles to be used in further strikes on Ukraine. Ukraine’s military command said it regarded Russian military aircraft approaching Belgorod as legitimate target, but did not confirm it had fired at the plane. The strike by the GDL union will affect passenger services and freight trains operated by state-owned Deutsche Bahn until 6 p.m. (1700 GMT) on Monday. The union held a three-day strike earlier this month and two walkouts last year which lasted up to 24 hours. On Wednesday, train travel across the country and in many cities ground to a halt again with commuters and other travelers struggling to find alternatives involving long-distance bus or car travel or flights. “European freight traffic across the Alps, Poland or to Scandinavia as well as the seaports in Holland or Belgium will also be affected,” said Deutsche Bahn. With negotiations stalled, Germany's transportation minister said the government was not ruling out arbitration proceedings between GDL and Deutsche Bahn.

London CNN —Germany is bracing for widespread disruption to rail services after train drivers embarked on a record six-day strike Wednesday, which will further strain crucial supply chains and deal a new blow to the sputtering economy. The state-owned rail operator said the action would cause “massive disruptions” to long-distance, regional and city commuter services until Monday. That was a major drag on the economy overall, with gross domestic product falling 0.3% in 2023, likely the weakest performance among Europe’s big countries. The strike represents “a major logistical challenge” for the chemical and pharmaceutical sector, the German Chemicals Industry Association told CNN. Germany’s supply chains are already struggling because of attacks on ships in the Red Sea.

BERLIN (Reuters) - German train drivers walked off the job again on Wednesday in what is set to be Germany's longest-ever rail strike, spelling more headaches for commuters with scant signs of a return to the negotiating table on the horizon. A spokesperson for the national rail operator spoke of renewed "massive restrictions" across the country. That is the only way," the spokesperson told reporters, pointing to the six-day strike's "massive impact on the economy". Drivers in rail freight are holding a simultaneous strike. "We have to strike longer and harder because the railway management is resistant to advice," he said.

We're transitioning from a sleepy capital city into a midsize-to-major city," Jonathan Melton, a member of Raleigh's City Council, told me. The first wants to solve the problem of too little housing by, well, building more housing. But Melton and the YIMBYs' vision rankled some Raleigh residents who eventually started to push back on what they considered extreme pro-development policies. The new buses seem like a great idea, but as with all these changes, residents are worried that the route will have unintended consequences. It's worth noting, too, that most Raleigh residents, even those who oppose the current pace of development, point to some positives.

But most of it came from a must-pass spending bill that he and other Republicans voted against. AdvertisementIt was late December 2022, and Republicans were furious about the 2023 omnibus spending bill, a sprawling piece of legislation designed to avert a government shutdown and keep federal spending flowing for the next 9 months. In the end, just 9 Republicans voted for it, only 2 of whom remain in Congress. Rep. Mike Garcia of California, a member of the House Appropriations Committee that oversees government spending, was among those Republicans. Passenger train drivers in Germany walked off the job on Wednesday and vowed not to return for six days in a strike over working conditions and pay that is expected to halt most long-distance and commuter rail travel across the country. The strike, one of the most significant on the national rail service in years, was announced on Monday by Claus Weselsky, the chairman of the G.D.L., a union that represents German train drivers. The rail strike, the fourth in two months, comes amid a risk of reduced funding for the rail system after a court decision that stopped the government from repurposing money from a coronavirus pandemic fund for green projects. It also comes amid a trend of worsening performance of German trains. Drivers of cargo trains started the strike on Tuesday evening.

LAS VEGAS (AP) — A proposed high-speed passenger train between Las Vegas and Southern California got another boost on Tuesday with Biden administration approval to issue $2.5 billion in tax-exempt bonds for the $12 billion project. The announcement benefiting the Brightline West project followed a $3 billion U.S. Department of Transportation grant in December and government authorization in 2020 for the company to sell $1 billion in similar bonds. "We appreciate the confidence placed in us by DOT and are ready to get to work,” Brightline founder and Chairman Wes Edens said in a statement. The 218-mile (351-kilometer) Brightline West project aims to whisk passengers at 186 mph (300 kph) or more in electric trains on new tracks along the Interstate 15 corridor — cutting in half a four-hour freeway trip between Las Vegas and suburban San Bernardino County near Los Angeles. No date has been announced for work to start, but officials have said it might be operational by the Summer Olympics in Los Angeles in 2028.

Since China reopened its borders in 2023 after three years of Covid isolation, domestic travel has thrived and high-speed rail has grown increasingly popular. Before the pandemic, Chinese travelers were the world’s biggest spenders, accounting for 20 percent of global tourism spending, according to the United Nations World Tourism Organization. Among the changes: China has waived travel visas or agreed to extend the length of visa-free travel for visitors from eight countries, including Germany and France. The main factor holding back international travel by Chinese will continue to be China’s economy. As they think twice about their business in China, travel suffers.
