Ukraine war brings surge in global use of cluster bombs
  + stars: | 2023-09-05 | by ( Emma Farge | ) www.reuters.com   time to read: +3 min
Cluster munitions, fired from the ground or by aircraft, explode mid-air, spraying smaller 'bomblets' over a wide area. Neither Russia nor Ukraine is a party to the ban, nor is the United States, which began supplying cluster munitions to Ukraine this year. In Ukraine, the report said Russia had used cluster munitions "repeatedly", while Ukraine had also used them, but to "a lesser extent". The report covered last year, and therefore excludes this year's use by Ukraine of U.S. cluster munitions, which Kyiv began receiving in July. It also said its cluster munitions leave behind far fewer unexploded bomblets than those used by Russia.

How Kia pulled off a massive turnaround in the U.S.

When the automaker arrived in the U.S. in 1994, its cars were poorly reviewed, and it was seen mostly as a low-cost value brand. Now, Kia is winning awards and commanding higher markups than its peers. U.S. sales have gone from about 12,000 units in 1994 to almost 700,000 units in 2022. "We had a record in 2022," said Steve Center, chief operating officer of Kia America, adding that the first half of 2023 brought another sales record. But Kia believes it can take on electric as well as it took on internal combustion.

Even before the inferno that engulfed the Maui resort of Lahaina is fully contained, local officials and Hawaii’s leading utility are at odds over a fundamental question: Did a single fire break out in the hills overlooking the town on the fateful day, or were there two? The answer may be crucial to establishing the cause of the disaster and the liability for it. The utility, Hawaiian Electric, acknowledged for the first time late Sunday that its power lines, buffeted by uncommonly high winds, fell and ignited a fire early on the morning of Aug. 8. But the company said that by 6:40 a.m. — minutes after the first reports of a fire — the windstorm had caused its lines in the area to shut off automatically. The cause of that fire, the utility said, “has not been determined.”

Maddison opens Tottenham account in win at Bournemouth

BOURNEMOUTH, England, Aug 26 (Reuters) - James Maddison opened his account for Tottenham Hotspur with the first goal in his side's impressive 2-0 victory at Bournemouth in the Premier League as the visitors maintained their unbeaten start to the season on Saturday. Bournemouth threatened to get back in the game in the second half, but Dejan Kulusevski doubled Tottenham's lead just past the hour with a neat finish following a slick build-up. Against Bournemouth his range of passing and quick thinking gave Postecoglou's side an attacking impetus that the hosts found hard to contain. "I'll keep doing what I do and bringing the quality I can, repaying the club and why they bought me," Maddison said. Bournemouth started the second half on the front foot and Antoine Semenyo curled a shot agonisingly wide.

Analysts say online content platforms pulled the plug on features such as virtual lucky draws after the government in June started cracking down on live streaming, as part of a wider clampdown on online gambling. While the platforms say they ban gambling, analysts say the extremely popular lucky draws are often manipulated by live streamers colluding with viewers to share the prize. None of these companies mentioned the gambling crackdown when they reported their earnings, and they did not respond to request for further comment. However, the co-founder of a popular live streaming platform in Guangzhou, who declined to be named citing the sensitivity of the topic, told Reuters that several popular live streaming and live chat apps had to suspend services after police probes. Online gambling remains a concern, with the authorities saying in 2020 that the cross-border flow of funds for gambling posed a national security risk.

Hawaiian Electric has known for years that extreme weather was becoming a bigger danger, but the company did little to strengthen its equipment and failed to adopt emergency plans used elsewhere, like being prepared to cut off power to prevent fires. Before the wildfire on Maui erupted on Aug. 8, killing more than 100 people, many parts of Hawaiian Electric’s operations were showing signs of stress — and state lawmakers, consumer groups and county officials were saying that the company needed to make big changes. In 2019, Hawaiian Electric itself started citing the risk of fires. The company said that year that it was studying how utilities in California were dealing with similar threats. Two years later, in a report about Hurricane Lane in 2018, the Maui County government warned of the potential that “aboveground power lines that fail, short or are low-hanging can cause fire ignition (sparks) that could start a wildfire, particularly in windy or stormy conditions.”
