Trump so unpalatable that voters uneasy with the incumbent would vote for him anyway. But now Mr. Biden is stuck in a political tailspin, with an abysmal debate performance highlighting his inability to make a case against Mr. Trump and prompting a collective national hand-wringing about his ability to do his job while an increasing number of House Democrats say he should leave the race. To get voters to focus on the threats posed by a second Trump administration, Mr. Biden’s own allies say he first must escape his current doom loop and convince voters — even and especially fellow Democrats — that he is up to the job himself. “The focus has to shift back to Trump and what rights we lose if he’s president,” said Representative Eric Swalwell of California, who ran against Mr. Biden for the 2020 Democratic presidential nomination. “The last three elections have shown us if you’re the focus, you lose.”Indeed, the Biden campaign has long sought to make Mr. Trump its focus.

Almost one year after the authorities raided The Marion County Record, a Kansas weekly newspaper, a former reporter has reached a $235,000 settlement as part of a lawsuit she filed over the search, which set off a national discussion about press freedoms. The settlement, dated June 25, brought an end to a lawsuit filed by the former reporter, Deb Gruver, against Gideon Cody, who resigned as the Marion city police chief in October in the face of mounting pressure. Ms. Gruver’s lawsuit claimed that Mr. Cody had caused injury to her hand while forcibly obtaining her personal cellphone during the raid. Body-camera footage corroborated Ms. Gruver’s account, according to Eric Meyer, the newspaper’s publisher. Mr. Meyer said on Saturday that body-camera audio recorded Mr. Cody “saying that it just made his day.”

It is all part of a nasty fight over who will be the next leader of the International Seabed Authority, which controls mining in international waters worldwide. The accusations of trickery underscore the controversial nature of the agency’s coming agenda and the billions of dollars at stake. Some countries are fiercely opposed to the idea of mining the world’s deepest waters while others see it as a badly needed economic opportunity. Whoever helms the agency’s top post over the next few years will have considerable influence over these decisions.

Two people were killed and at least nine others were injured after an apparently impaired driver plowed a pickup truck into a crowd of people celebrating July 4 in a park on Manhattan’s Lower East Side, the authorities said. Several of the injured were transported to hospitals, two of them in critical condition, the authorities said at a news conference on Thursday night. A police spokesman confirmed by phone that one person had been taken into custody. Speaking at the news conference, Mayor Eric Adams of New York said that though investigations were preliminary, the incident did not appear to be “terrorist related.” Officers responding to the scene smelled alcohol on the driver, and the police were conducting tests to confirm, officials said. Police said that just before 9 p.m., a Ford F-150 driving eastbound at high speed down Water Street sped through a stop sign, up onto the sidewalk and into Corlears Hook Park, where a crowd of people were celebrating the holiday.

Taipei, Taiwan CNN —China’s coast guard detained a Taiwanese fishing vessel and its five-member crew near the mainland’s southeast coast on Tuesday night, according to Taiwan authorities, in the latest flare-up of tensions in waters around a group of frontline islands controlled by Taipei. In a statement, Taiwan’s coast guard said the fishing boat, Tachinman 88, was intercepted by two Chinese coast guard vessels near the Kinmen islands, which lie just miles from the Chinese city of Xiamen. China coast guard officers boarded the fishing boat and then escorted it to a nearby Chinese port, the statement said, adding that three Taiwan coast guard vessels answered a call for help but retreated to avoid conflict when they were outnumbered by their Chinese counterparts. The Taiwan coast guard demanded the immediate release of the boat and crew members. In late February, Chinese coast guard officers intercepted and boarded a Taiwanese tourist boat for inspection, an unprecedented move that startled Taiwanese passengers.

Kathy Hochul has called New York’s legalization rollout “a disaster.” Mayor Eric Adams has spent months demanding that Albany fix the current system. There are around 140 recreational dispensaries operating statewide — about one for every 148,000 New Yorkers. Instead of shopping legally, New Yorkers tend to get their weed from the illegal shops that now blanket the state. Estimates suggest that there are anywhere from 2,000 to 8,000 in New York City alone, with uncounted more from Ithaca to Oneonta. Recent crackdowns have temporarily sealed more than 400 stores — only a small fraction of the total in the city.
