CNN —Leading European soccer player Quincy Promes, who was convicted in absentia for drug smuggling last month in the Netherlands, has been arrested in Dubai at the request of Dutch prosecutors who are seeking his extradition, according to his lawyers. “The extradition procedure will now have to be completed in the United Arab Emirates,” said Promes’ Dutch lawyers in a statement on the company’s website. “We would like to point out that an independent judge in Dubai will now decide on the Dutch extradition request. “The arrested man was reportedly staying in luxury in Dubai according to various media reports. “At this time, it is not possible to provide additional information to avoid disruption of the ongoing investigation,” added Dutch prosecutors.

The Dutch offer home mortgages with evolving interest rates that can automatically decrease over time. However, other countries are taking notice: The Dutch mortgage lender DMFCO recently began offering Dutch-style mortgages in the UK. In a museum storage depot in Amersfoort, the Netherlands, a 17th-century painting by a Dutch old master is packed away, unseen and unappreciated. Once the property of an elderly British-Jewish couple living in France, it was seized by Nazi collaborators during World War II and sold to Hermann Göring, Hitler’s second in command. Because of an administrative error in the war’s aftermath, it ended up in the Netherlands, where it was displayed in a museum for decades. The collectors heirs sought its return in 2006, and the country investigated the case and recommended restitution the following year. But the family still doesn’t have the painting back, and they don’t know when that will ever happen.

Geert Wilders, the hard-right politician who won a shocking victory in the last Dutch elections, said on Wednesday that he was willing to forgo becoming the prime minister of the Netherlands — for now — in an effort to increase the chances of forming a right-wing coalition. Long an anathema to mainstream politicians, Mr. Wilders has been at the center of coalition negotiations in the months since his decisive election victory in November. While it is now highly unlikely that he will be the next prime minister, other parties have broken a taboo that was in place since 2012: They will have to find a way to govern with Mr. Wilders’s Party for Freedom in some form. “I can only become prime minister if ALL parties in the coalition support it. He added that he wanted a right-wing cabinet and less immigration.

As Democrats puzzle over how President Biden can be so unpopular, it’s worth looking at the global context — because he’s actually doing better than most Western leaders. In the Morning Consult approval ratings for global leaders, Biden polls better than leaders in Canada, Britain, Germany, Spain, Belgium, Ireland, Sweden, Austria, the Netherlands, Norway, France and Japan. Here in America, we often attribute Biden’s unpopularity to his age, and that’s certainly part of it. But youthful leaders abroad are even less popular: In Britain, people fault the 43-year-old prime minister, Rishi Sunak, for being “too inexperienced for these grim times,” as The New Statesman put it. So while there’s a far-right tide that may also swamp the United States, it’s not hopeless for Biden.

Johannes Vermeer's painting "Girl with a Pearl Earring" was targeted by climate activists in October 2022. Given the length of time that the demonstrators spent in pre-trial detention, the court said, a prison sentence would have been excessive. To punish these activists severely might have a “chilling effect” on others, the court said in a media statement. But there might be a simple, potentially inexpensive way to put a chill on urban heat: retroreflectors. Tall buildings, dark roofs, asphalt and concrete absorb the sun’s rays and reflect its energy back into the environment as heat – the so-called urban heat island effect. Urban designers have started to implement simple solutions to counteract the urban heat phenomenon, including painting roads white, planting more trees and building green roofs. Joe Sohm/Visions of America/Universal Images Group/Getty ImagesBou-Zeid said retroreflective material could be developed as sheets or coatings to install on city surfaces. Instead, “a multi-technology cooling portfolio with cooling techniques tailored to localized conditions is required to combat the exacerbating urban heat stress globally.”

CNN —An alleged bribery scheme in the Philippines has thrown a potential lifeline to Fox News and other right-wing media outlets that are battling massive defamation lawsuits from the voting technology company Smartmatic for their promotion of 2020 election lies. The overseas scandal washed ashore last year when the Justice Department charged the Philippines’ former election commissioner with money laundering. Since then, Fox News, Newsmax and OAN have seized on the allegations, attempting to obtain new documents about potential wrongdoing by Smartmatic that could boost their defense. None of the allegations levied by US prosecutors in court filings pertain to vote-flipping or alleged rigging of election results. Last year, Fox paid a historic $787 million settlement with another election technology company, Dominion Voting Systems, for its promotion of similar election lies.

In comparison to other POW camps under German control, captives at Stalag Luft III received “excellent” treatment for the majority of the war, according to a 1944 US Military Intelligence Service (MIS) report. The rubber from such items would wrap around the core and then be cased within leather stripped from shoes — a process eerily reminiscent of “featheries,” some of the earliest post-wooden golf balls ever made. Immortalized in a book and then a film of the same name, what became known as the “The Great Escape” wasn’t even the first breakout at Stalag Luft III. When three prisoners made a successful escape, suspicious German eyes homed in on the golf course and its sprawling mounds and greens. In 1979, he donated two balls he made while in Stalag Luft III to the USGA Golf Museum, artifacts that headline its exhibit on golf during the Second World War.

“This would be a bold acquisition to make,” said Frederick Ilchman, the chair of European paintings at the Museum of Fine Arts, Boston. This extraordinary, long-lost portrait by Lavinia Fontana was an outstanding example of the many works by women artists on show Thursday at the bustling preview of the TEFAF Maastricht fair in the Netherlands. The Fontana portrait was priced at 4.5 million euros, about $5 million, on the booth of the Geneva-based dealership Rob Smeets. Ilchman has regularly traveled from Boston to TEFAF since 2007; in that time, the focus of his acquisitions has evolved. It seems like a useful task to amend this discrepancy,” he added, acknowledging that museums with large holdings of pre-20th art can seem disconnected from the 21st century’s cultural concerns.

CNN —It’s about to get easier for some foreign travelers to visit China, with the government announcing plans to extend its visa exemption policy to six additional European countries. The exemption will take effect on March 14, Chinese Foreign Minister Wang Yi announced on Thursday during a press conference on the sidelines of the National People’s Congress meeting in Beijing. “I wish to share with you that starting from March 14, China will further extend, on a pilot basis, visa exemption to six countries, including Switzerland, Ireland, Hungary, Austria, Belgium and Luxembourg,” Wang said. In January, China signed a reciprocal agreement with Thailand and Singapore to permanently waive tourist visa requirements for each other’s citizens from March. In November last year, China announced a trial program to allow visitors from France, Germany, Italy, the Netherlands, Spain and Malaysia to enter visa-free for 15 days.

The 2024 Nomad Passport Index states: "Citizens of different countries deal with very different requirements to pay tax, live freely, comply with regulations, and avoid scrutiny when traveling. In that regard, the number of countries a passport holder may visit does not tell the whole story." A slight corporate tax adjustment in Ireland was more than offset by its top scores for travel and global perception, according to Nomad Capitalist's research team. The drop was caused by a change in UAE tax policy that affected domestic and overseas company owners, including residents with foreign company ownership, it said. Many people are curious to know how their passports compare to their global peers, but that's not why Nomad Capitalist produces the annual ranking, it said.

CNN —Scientists have voted against a proposal to declare a new geological epoch called the Anthropocene to reflect how profoundly human activity has altered the planet. The vote followed a 15-year process to select a geological site that best captures humanity’s impact on the planet. CNN —A deadly outbreak of psittacosis, a bacterial infection also known as parrot fever, has affected people living in several European countries, the World Health Organization said Tuesday. Parrot fever is caused by bacteria in the Chlamydia family that is found in a variety of wild and pet birds and poultry. Humans commonly catch parrot fever by breathing in the dust from an infected bird’s secretions, according to the US Centers for Disease Control and Prevention. At least one person in Denmark got parrot fever from a pet bird. Sweden has been seeing an increase in the number of parrot fever cases since 2017.
