Envoy Abdoulaye Bathily is seeking to break Libya's long internal stalemate with an election this year to replace transitional political bodies that have long outlived their mandates. He announced a new initiative last month to speed up the political process, prompting the two legislative bodies, the House of Representatives (HoR) and the High State Council (HSC), to set up a committee to look at electoral laws. "They have to deliver on this in a timely manner," he told Reuters in an interview on Friday from Tripoli. Bathily earlier this month said the legislative bodies' committee would have to approve clear electoral laws in June in order for a national vote to go ahead this year. Many Libyans are also doubtful about any election in a country where most territory is controlled by armed factions that may back or oppose particular candidates even if the political bodies can agree to rules.
The path forward for First Republic after this month's banking crisis remains unclear, but Citigroup identified some possible scenarios for the embattled San Francisco-based bank. TAIPEI, March 9 (Reuters) - Taiwan's government said on Thursday it would allow the resumption of more direct flights to China that had been stopped due to the COVID-19 pandemic, in a show of political goodwill to Beijing despite festering military tensions. Taiwan, which China views as its own territory, currently allows direct flights to only four Chinese cities - Beijing, Shanghai, Chengdu and Xiamen - but before the pandemic multiple Chinese cities were connected to the island. China has been pressing Taiwan to resume the flights, urging against using the pandemic as an excuse for further delay. "We also hope to build on the foundation of these resumed flights to gradually increase the exchange of goodwill gestures and cooperative interactions by both sides." Taiwan and China began regular direct flights to each other in 2009, after beginning charter flights in 2003.

Reuters reported that Brazil had declined to admit them in January, in a goodwill gesture from Lula as he flew to Washington to meet U.S. President Joe Biden.
