Self-pardoning wasn't on the table at Thursday's Supreme Court hearing. The Supreme Court has never ruled on whether such a move would be permissible. The purpose of the hearing was for the Supreme Court to hear arguments over whether Trump should be immune from criminal prosecution for his conduct as president. CNN —Searching for some evidence that the Founding Fathers would have supported “absolute immunity” from criminal prosecution for former President Donald Trump, his lawyers have turned to George Washington. Washington’s thought does not end where Trump’s lawyers put the period. In his farewell address, the first president advised his fellow citizens that “Religion and morality” were the “great Pillars of human happiness, these firmest props of the duties of Men and citizens." Another Washington historian, Alexis Coe, who wrote a recent biography, described the Trump lawyers’ view of Washington’s farewell address as “bonkers.” She thinks that rather than trying to seek exemption from laws, Washington would find ways around them. Anything that delays Trump’s prosecution is a clear win for the former president, who is playing for time until the November election.

CNN —When he was president, Donald Trump tried to make the Supreme Court his own. In a video earlier this month, Trump announced his campaign position on abortion, including his personal thanks – one-by-one – to the Supreme Court justices who had voted against the 1973 Roe v. Wade milestone. Lower court judges ruled against Trump, saying whatever immunity he might have enjoyed as president ended when he left office. Beyond the substance of cases, Roberts and Trump clashed memorably when Trump in 2018 disparaged a US trial judge in partisan terms. At the Supreme Court, lawyer John Sauer will represent Trump, as he did before the DC Circuit.

CNN —For the fourth time since she became the federal government’s top Supreme Court advocate, Solicitor General Elizabeth Prelogar is arguing an abortion-related case. When Prelogar argues before the Supreme Court, she is arguing in front of several alumni of the US Office of the Solicitor General. She also clerked for her current boss, Attorney General Merrick Garland, when he was a DC Circuit judge, before her Supreme Court clerkships. She went on to litigate Supreme Court cases for private firms and worked on special counsel Robert Mueller’s investigation. FTC bans employers from using noncompete clauses

New York CNN —The Federal Trade Commission on Tuesday voted to ban for-profit US employers from making employees sign agreements with noncompete clauses. And – with one exception – it makes currently existing noncompete agreements unenforceable after the rule’s effective date, which is set at 120 days from the rule’s publication in the Federal Register. The rule, however, does allow currently existing noncompete agreements for senior executives to remain in force. The ban would apply nationwide, overriding state laws regarding noncompete agreements. In December of last year, New York State Governor Kathleen Hochul vetoed a bill passed by the state legislature to completely ban noncompete agreements in that state.

A deputy minister of defense in Russia has been detained on charges of taking a “large scale” bribe, the country’s top law enforcement investigators announced on Tuesday. The brief announcement from the Investigative Committee divulged few details about what had led to Timur Ivanov, the deputy minister, being taken into custody. But the legal statute that he is accused of violating is for taking a bribe “on a particularly large scale,” more than one million rubles, or more than $10,000. The Ministry of Defense did not comment on the investigation. Mr. Ivanov, a deputy defense minister since 2016, had long been in charge of military construction projects, including most recently the huge contracts awarded to rebuild the Russian-occupied eastern Ukrainian city of Mariupol, which was devastated by Russian attacks soon after the February 2022 invasion.

The company said hours for remaining stores won't change and it will continue to accept orders and returns as usual. Last spring, Express acquired Bonobos' operating assets and related liabilities for $25 million from Walmart in a joint deal with WHP. The deal came as Express' "core business was weak, and cash was tight," GlobalData managing director Neil Saunders said in a Monday note.

New York CNN —Trendy fashion retailer Express Inc. has filed for bankruptcy after consistently struggling with continued missteps over its merchandise mix that failed to get shoppers excited. The retailer filed with the bankruptcy court in Delaware and said it also plans to shutter several stores as part of the process. The company operates Express, Express factory outlets, Bonobos and UpWest stores under its corporate umbrella and said in a release Monday that it plans to close 95 Express locations (it operates more than 500 in the US) and all UpWest locations with closing sales at those stores set to begin on April 23. “With the company struggling to gain traction with consumers, it has been obvious for quite some time that bankruptcy was the inevitable destination for Express,” Neil Saunders, managing director of GlobalData, said in a note Monday. “We are taking an important step that will strengthen our financial position and enable Express to continue advancing our business initiatives.

Former President Donald J. Trump’s presidential campaign committee ended March with $45 million on hand, federal filings showed Saturday, as he tries to close the fund-raising gap with President Biden. But Mr. Trump’s campaign is spending much less than it was at the start of the year, which has helped it inch closer. In March, it spent just $3.7 million, the new filings show, compared with $11.4 million in January — and much less than the $29.2 million spent by Mr. Biden’s campaign in March. In other words, Mr. Trump’s campaign is guarding resources as it seeks to build a campaign war chest for the general election.
