The General Assembly has undergone tremendous changes as its influence has waned. What does the General Assembly do? Unlike the U.N. Security Council, which can impose sanctions or authorize the use of force, the General Assembly is purely deliberative. The General Assembly also appoints the U.N. secretary general, currently António Guterres, for five-year terms and the Security Council’s 10 nonpermanent members. Last year, President Volodymyr Zelensky of Ukraine delivered a searing rebuke of the Russian invasion of his country in a recorded address to the General Assembly.

The entire world has a vested interest in helping defeat the Russian invasion of Ukraine, President Volodymyr Zelensky of Ukraine told the U.N. General Assembly on Tuesday, casting his appeal for more allies and aid as a matter of security — even survival — for many other nations. Delivering one of the most anticipated speeches of the annual gathering of world leaders, Mr. Zelensky painted Russia as a habitual aggressor, citing Moscow’s military interventions in Moldova, Georgia and Syria, its increased control over Belarus and its threats against the Baltic States. “The goal of the present war against Ukraine is to turn our land, our people, our lives, our resources, into a weapon against you, against the international rules-based order,” he said. Almost 19 months into a war with no end in sight, U.N. leaders had signaled that they wanted this year’s General Assembly, which began on Tuesday, to center on global warming and the sustainable development of poorer countries. They were hoping for less of a focus on Ukraine than last year, when Mr. Zelensky addressed the gathering by video.

CNN —It has been a while since Red Bull failed to win a Formula One race so the Singapore Grand Prix gave fans some unexpected variety when Ferrari’s Carlos Sainz secured victory in Sunday’s night race. Such has been Red Bull’s dominance, the last time one of their drivers failed to win a race was in November 2022, when Mercedes’ George Russell won the Brazilian Grand Prix. Red Bull’s qualifying struggles opened the door for others on Sunday and it was Sainz who capitalized, claiming victory from pole position to end Red Bull’s hopes of winning every race this year. McLaren’s Lando Norris was second, while Mercedes’ Lewis Hamilton was third, finishing over a second behind the Spaniard who celebrated his second win for Ferrari. “We nailed the race,” Sainz told reporters.

"We nailed the race," said Sainz after his second career win for the Italian team and first since Silverstone last year. The Spaniard eked out his hard tyres for 42 laps, winning at the slowest possible speed, for Ferrari's first victory since Charles Leclerc triumphed in Austria in July last year. No team has ever won every race in a season of more than 10 rounds but Red Bull had looked capable of doing so until Singapore struck. Mercedes trimmed Red Bull's lead in the constructors' standings to 308 points, keeping them waiting at least another weekend for the title. Verstappen, who started on the hard tyres, moved up to second with Perez fourth but they were soon overhauled and plunged down the field after stopping under normal conditions.

Team mate Carlos Sainz was 0.078 slower in a session with yellow flags to warn drivers of monitor lizards crossing the track. Verstappen has yet to win in Singapore, or start on pole there, and Red Bull had identified Ferrari as the main threat coming into the weekend after their strong performance in the Italian Grand Prix at Monza. "I think this track is going to be one of the toughest of the season for us," Red Bull team boss Christian Horner told Sky Sports television. Marko, 80, apologised last week after referring to Perez as a "South American" who was less focused than dominant Red Bull team mate Max Verstappen or the team's now-retired champion Sebastian Vettel. "We can confirm that Helmut Marko has received a written warning and been reminded of his responsibilities as a public figure in motor sport in line with the FIA Code of Ethics," said an FIA spokesman at the Singapore Grand Prix. Perez said on Thursday he had accepted a personal apology from Marko, whose comments continued to provoke a strong reaction in the paddock. It was not the first time Marko had referred to Perez as a South American, although the Mexican comes from Guadalajara which is geographically in North America. "I'm Italian so I know that sometimes we have been facing the same comments," said Alfa Romeo's Alessandro Alunni Bravi.

The 80-year-old Austrian later apologized for his remarks, and Pérez, speaking ahead of this weekend’s Singapore Grand Prix, said that he had also received a personal apology. “It’s completely unacceptable what he said,” Mercedes driver Hamilton, who has long spoken out against racial discrimination in Formula One, told Sky Sports when asked about Marko’s comments. “I think it just highlights firstly the work that still needs to be done. When you have a personal relationship with someone, I think it’s a feeling you’re going to have.”CNN has contacted Red Bull for comment. The Dominican Republic said it would seal its border with Haiti on Friday morning amid a conflict over access to a river shared between the two historically contentious neighbors. The move would further isolate Haiti, a nation that has descended into gang violence and growing hunger. Tensions have grown in recent days over construction in the Massacre River, which straddles both nations. President Luis Abinader of the Dominican Republic, who claimed that the excavation of a canal on the river in Haiti would harm Dominican farmers, froze Haitian visas this week and threatened to close the more than 220 miles of border if the two sides did not reach a resolution. A Haitian delegation met with the Dominicans in Santo Domingo, the capital, on Wednesday for 11th-hour negotiations, but there was no apparent resolution, and on Thursday, Mr. Abinader announced his decision to shut the boundary between the two Caribbean island nations starting at 6 a.m. local time Friday.

Perez told reporters separately at the Singapore Grand Prix that he had accepted a personal apology from the 80-year-old Austrian, an influential member of his dominant Formula One team's leadership. "I got an apology from him, a direct apology, which to me was the most important one," Perez told reporters. That to me is what matters," added the 33-year-old, who joined Red Bull in 2021 and has won two races so far this season. Currently, TikTok spokesperson Laura Perez said more than 200,000 sellers have registered for TikTok Shop. ByteDance, the Beijing company that owns TikTok, already runs a thriving social media marketplace on Douyin, its twin video app for the Chinese market. “No social app has really been able to master e-commerce in the U.S.,” said Jasmine Enberg, a social media analyst at Insider Intelligence. Critics have levied accusations that the social media giant could be a tool for China’s government to surveil Americans. The company said TikTok shop will offer a secure checkout process and that all of its U.S. user data is stored and managed by servers maintained by the software giant Oracle.
