REUTERS/Andrew Kelly/File Photo Acquire Licensing RightsNov 3 (Reuters) - Citigroup (C.N) Chief Executive Officer Jane Fraser is weighing whether to shutter the bank's municipal-bond trading and origination business, Bloomberg News reported on Friday. Citi's municipal offering business has been under scrutiny from Texas attorney general, who in January halted the bank's ability to underwrite most municipal bond offerings in Texas saying that Citi has discriminated against the firearms sector. A Citi spokesperson at that time had said the company did not discriminate against the sector and that it believed it was complying with Texas' law. UNITED NATIONS (AP) — The average Gazan is living on two pieces of Arabic bread made from flour the U.N. had stockpiled in the region, yet the main refrain now being heard in the street is “Water, water,” the Gaza director for the U.N. agency for Palestinian refugees said Friday. Political Cartoons View All 1234 Images“Many people are relying on brackish or saline ground water, if at all,” she said. Fuel, he said, is essential for the functioning of institutions, hospitals and the distribution of water and electricity. An average of 4,000 displaced Gazans are living in the schools without the resources to maintain proper sanitation, he said. Chinese Vice Premier He Lifeng attends a joint press conference following the 10th China-EU High-Level Economic and Trade Dialogue at the Diaoyutai State Guesthouse in Beijing, China September 25, 2023. He, 68, replaced internationally respected Liu He as one of China's four vice premiers during its annual parliament session in March. The full scope of his portfolio had been largely unclear until Sunday when state media referred to him as the director of a powerful Communist Party economic body. "He Lifeng mainly implements policies from the top leader," said a policy adviser who spoke on condition of anonymity, referring to Xi. "Now under the leadership of the Party ... there will be closer cooperation among the top economic planner, central bank and the finance ministry."

But in recent quarters, we have witnessed a dramatic shift higher in interest rates, a move that investors should not fear but embrace. In addition to the rise in nominal interest rates, we have also experienced a similar increase in real interest rates (rates adjusted for inflation). Granted, the journey to higher yields has been painful to bond investors. When calculating fixed-income returns for most bonds, there are two components: price return and income return. As an example, the Bloomberg Aggregate Bond Index posted a price return of -15.3% and an income return of +2.3%.

In Denver, the number of migrants arriving has increased tenfold and available space to shelter them has withered. With fewer available work authorizations, these migrants cannot find work that would allow them to get into proper housing. Denver Mayor Mike Johnston, who is leading the coalition, said nearly every conversation he has had with arriving migrants is the same: Can he help them find a job, they ask. He is increasingly under fire from members of his own party who are managing the growing number of migrants in their cities. “Our cities need additional resources that far exceed the amount proposed in order to properly care for the asylum seekers entering our communities," the mayors' letter says.

Amid the economic turmoil of the pandemic, his government racked up Canada's highest ever deficit. Failing to curb spending now risks "the market dictating to you what you have to do with fiscal policy," said Doug Porter, chief economist at BMO Capital Markets. "I do think they have to trim the sails a bit," he added. "It's going to be easier to get inflation down if monetary and fiscal policy are rowing in the same direction," Macklem said. Fitch Ratings stripped Canada of its triple-A credit rating in June 2020, citing pandemic spending.

Blocking users is a function often employed on social media to stifle critics. The justices, hearing about three hours of arguments, focused on spelling out the circumstances for deciding whether public officials were acting in their personal capacity when blocking critics or engaged in a "state action." Conservative Justice Samuel Alito cited a hypothetical town manager who puts a municipal seal on his own social media page and tells citizens to express their views. Under this test, Mooppan argued, the social media activity of his clients was not governmental. Some justices asked whether requiring public officials to include disclaimers on their personal pages making clear their social media activity is not governmental would help disentangle their private and public capacities.

That's why more than 50 local officials signed onto a letter Tuesday calling on the Environmental Protection Agency to help municipal governments cut food waste in their communities. Tackling food waste is a daunting challenge that the U.S. has taken on before. In 2015, the U.S. Department of Agriculture and the EPA set a goal of cutting food waste in half by 2030, but the country has made little progress, said Claudia Fabiano, who works on food waste management for the EPA. Researchers say households are responsible for at least 40% of food waste in the U.S. Chicago, for instance, just launched a city-wide composting pilot program two weeks ago that set up free food waste drop-off points around the city.

ST. LOUIS (AP) — St. Louis County Prosecuting Attorney Wesley Bell announced Monday he will drop his bid to unseat Republican U.S. Sen. Because spillover risk is concentrated in lower income countries in the tropical south, the cost of preventing another pandemic falls squarely on nations that can least afford it. To that end, federal and state officials say they are talking about ways to protect bat habitats in areas where spillover risk is high. Investigators still don’t know precisely how the virus jumped from bats to people in each of the four Kerala outbreaks dating back to 2018. Authorities were still searching Friday for the suspect in a mass shooting that killed at least 18 people at a bowling alley and a bar in Lewiston, Maine, as the massive, multi-agency effort entered its second day. A warrant has been issued for the arrest of Robert Card, 40, of Bowdoin, Maine on multiple counts of murder. Card is considered armed and dangerous and should not be approached under any circumstances, police said. Residents in Androscoggin County and northern Sagadahoc County were under shelter in police orders and had been told to lock their doors as federal, state, county and municipal law enforcement searched for Card, police said. As recently as this summer, Card suffered from mental health issues, law enforcement and Defense Department officials told NBC News.

Entering 2023, many investment experts and economists predicted the U.S. was heading toward a recession, but so far growth has been surprisingly strong. Vanguard is perhaps best known as a leader in low-cost passive index investing in both mutual funds and exchange-traded funds. The firm does have active products, however, such as the Vanguard Core Bond Fund (VCORX) . On Friday, Vanguard announced it was launching two new municipal bond index ETFs — Vanguard Intermediate-Term Tax-Exempt Bond ETF (VTEI) and Vanguard California Tax-Exempt Bond ETF (VTEC). Even as the economy starts to slow, Devereux said Vanguard expects a "hawkish hold" from the Fed on interest rates.

Abandoned golf courses are being reclaimed by nature
  + stars: | 2023-10-27 | by ( Nell Lewis | ) edition.cnn.com   time to read: +9 min
CNN —Golf courses, despite occupying large green spaces, are not necessarily good for the environment. Santa Barbara's Ocean Meadows golf course has been returned to its wetland state, which doubles as a flood defense for the city. Rivers and streams are often diverted or altered to make way for a golf course, but conservationists want them to flow freely. In other areas of the country, local councils are repurposing unprofitable municipal golf courses to create more natural spaces. A golf course turned nature reserve, Yalukit Willam can now be enjoyed by the Melbourne residents.

Recall that in Danaher's earnings report, third-quarter results for the Environmental & Applied Solutions outpaced expectations for both sales and operating income. On Thursday's call, CFO Sameer Ralhan said Veralto implemented some cost optimizations in the third quarter that will start delivering benefits in the ongoing fourth quarter. Other notable dynamics in Veralto's third quarter include free cash flow generation coming in at 113% of GAAP earnings (which was higher than adjusted earnings at 83 cents per share). Investors in high-tax locales can protect some of their portfolio income from steep levies by adding state-specific municipal bond funds to their fixed-income roster. "In the muni bond fund market, we're seeing yields higher than they have been in more than a decade," said Amy Arnott, portfolio strategist for Morningstar Research Services. That's because while muni bond income is generally free of federal taxes, it can also avoid state levies if the investor resides in the state where the bond was issued. (Reuters) - A Philadelphia appeals court judge reinstated charges of murder and other crimes against former police officer Mark Dial on Wednesday for fatally shooting a man as he sat in his car in August. Last month, Philadelphia's district attorney had charged Dial with murder and a host of other offenses for shooting Eddie Irizarry, 27, several times after Dial and another officer had slowly followed him through city streets. A few weeks later, Judge Wendy Pew of the Philadelphia Municipal Court dismissed the charges, citing a lack of evidence and agreeing with Dial's self-defense argument. Police had falsely said Irizarry had left his car and lunged at officers before the department admitted that was not the case. He has been charged with murder, voluntary manslaughter, aggravated assault, simple assault, recklessly endangering another person, and official oppression.
