DUBLIN, June 26 (Reuters) - The European Commission is due to finalise a new data transfer pact with the United States by mid-July, a lawyer for Ireland's Data Protection Commissioner (DPC), the bloc's lead regulator for many big tech firms, said on Monday. The European Union and United States agreed in March 2022 on the new mechanism to safely transfer EU citizens' personal data to the U.S. after Europe's top court threw out the two previous data transfer frameworks because of concerns about U.S. intelligence agencies accessing Europeans' private data. The two sides have since been working through the detail and Catherine Donnelly, a lawyer for the DPC, said the Irish regulator understood the pact will be presented to the College of Commissioners, the Commission's collective decision-making body, by mid-July. The social media giant said it expects the new pact to be fully implemented before it has to suspend transfers. There have been unconfirmed reports that Vladimir Putin has fled from the capital to St. Petersberg. Flights from Moscow to Tbilisi, Georgia, Astana, Kazakhstan, and Istanbul, Turkey, are now no longer available, a Der Spiegel reporter confirmed. Several other private flights from Russia were also tracked on the Flightradar24 platform, Der Spiegel said. The suspect, a Syrian refugee born in 1991, is under formal investigation for attempted murder and resisting arrest with a weapon, the prosecutor said. The injured are no longer in critical condition, Annecy Prosecutor Line Bonnet-Mathis told a news conference, adding that the four children were still in hospital. The suspect has chosen not to speak while in police custody and when presented before judges, the prosecutor said. Witnesses told investigators that they heard the suspect call out for "his wife, his daughter" and shouted "Jesus Christ", the prosecutor added.

The loss protection agreement (LPA) will become effective with the completion of Credit Suisse takeover, expected as early as June 12, UBS said in a separate statement. The guarantees will kick in if UBS incurs losses from the sale of Credit Suisse assets beyond 5 billion francs that the lender is due to cover itself. The money was made available by the government to ease the emergency takeover of Credit Suisse, whose collapse risked triggering a global financial crisis.
