A cottage industry of specialist firms has sprung up to help business owners claim the Employee Retention Credit (ERC), a governmental tax incentive intended for companies stressed by the pandemic. To be sure, the IRS warned business owners last October to be on the lookout for third parties promoting improper ERC claims. The IRS went so far as to add fraudulent claims involving the ERC to its annual "Dirty Dozen" list of tax scams. After rampant fraud in Massachusetts briefly boosted claims to a 1-1/2-year high in May before being revised away, economists cautioned against reading too much into the latest rise. Economists polled by Reuters had forecast 235,000 claims for the latest week. Unadjusted claims increased only 10,535 to 219,391 last week, with applications in Ohio surging 6,345 and filings in California shooting up 5,173. The Federal Reserve is expected to keep its policy rate unchanged next Wednesday for the first time since March 2022 when it embarked on its fastest interest rate hiking campaign since the 1980s. The U.S. central bank has raised its policy rate by 500 basis points since then.

Evacuees, who fled after the Kakhovka dam was destroyed, exiting a train in Mykolaiv on Tuesday. In Mykolaiv, the southern port city, an emergency train pulled out of the station to collect people fleeing the rising waters in Kherson, about 40 miles to the east. The city of Kherson straddles the Dnipro River, which has become a front line in the war, dividing the warring armies. It mostly sits on elevated land but there are some neighborhoods close to the river bank where flooding has already been reported.
