New York CNN —US financial regulators on Tuesday signed off on new rules to prepare large and regional banks in the case of failure. But the FDIC backed deposits that exceeded that limit when Silicon Valley Bank and Signature Bank failed earlier this year, to reduce the risk of more bank failures. In total, the three bank failures depleted $31.5 billion from the DIF, according to FDIC estimates. Had the proposed rule been in place prior to the three bank failures, it could have prevented many uninsured depositors from causing a bank run, the agencies said. That could make it easier for the FDIC to seize and sell a failed bank, something the agency struggled to do in a timely manner with SVB and Signature Bank.

New York CNN —Azher Abbasi, head of supervision at the Federal Reserve Bank of San Francisco — and a key official with direct oversight over failed Silicon Valley Bank — will retire at the end of October, the regional reserve bank announced this week. Abbasi and Mary Daly, president of the San Francisco Fed, came under scrutiny after a post-mortem report undertaken by the Federal Reserve found problems with how SVB was supervised. The San Francisco Fed declined to share additional details with CNN about Abbasi’s departure. Outside of the report, there have been concerns about potential conflicts of interest regarding Greg Becker, the former CEO of SVB, serving as a director on the San Francisco Fed board, potentially having a say over how SVB was supervised. Willardson previously worked at the Minneapolis Fed in a variety of positions from 1990 to 2022, including as senior vice president for supervision, regulation and credit for eight years.

REUTERS/Kevin Lamarque/File Photo Acquire Licensing RightsWASHINGTON, Aug 29 (Reuters) - A top U.S. banking regulator is set on Tuesday to propose heightened rules to ensure regional banks can be safely dissolved in times of stress. Now, regulators are looking to toughen their rules, particularly for regional banks like PNC Financial Services Group Inc and Citizens Financial Group Inc."The failure of three large regional banks this spring...demonstrated clearly the risk to financial stability that large regional banks can pose," said FDIC Chairman Martin Gruenberg in a speech earlier this month previewing the proposals. The regulator is also set to propose an overhaul to "living will" rules for banks, which require firms to detail how they could be safely taken apart after failing. As banks failed last spring, the FDIC was unable to find immediate buyers for some firms, such as Silicon Valley Bank. The banking industry is already pushing back against the upcoming proposal and similar efforts, calling them unjustified and economically harmful.

Aug 25 (Reuters) - Strategists at BofA Global Research see second-half "trouble" for technology stocks even as the sector took in its largest inflow in 10 weeks, the firm said in a note on Friday. BofA pointed to the correlation between a surge in central bank liquidity and the Nasdaq over the past 15 years. "We say tech = H2 trouble rather than era of new AI rules," BofA said in the note. In the latest weekly data, the tech sector saw a $2.3 billion inflow, its largest inflow in 10 weeks, BofA said. Emerging markets debt meanwhile lost out, BofA said, seeing the largest weekly outflow since the collapse of Silicon Valley Bank in March.

Any hints about the Fed's rate outlook are sure to reverberate across asset classes. Stock markets around the globe slid as nerves grew, with Wall Street taking a tumble overnight and Japan's Nikkei (.N225) dropping 2% in the Asian morning. The pristine U.S. resiliency story took a hit earlier this week after surveys showing dismal business activity shook confidence. De Graaf, a 30-year veteran of the European Commission, was tasked with resurrecting the EU office in the Bay Area. The generative AI boomGenerative AI was a virtually foreign concept when de Graaf arrived in San Francisco last September. In June, the European Parliament cleared a major step in passing the EU AI Act, which would represent the EU's package of AI regulations. Tech companies that have for years criticized the EU for overly aggressive regulations are now asking, "Why is it taking you so long?" The rapidly changing landscape of generative AI makes it tricky for the EU to quickly formulate regulations.

A 40% plunge in Apple's bonds highlights the risks facing banks' debt portfolios, according to Larry McDonald. The markets guru highlighted risks tied to mortgage-backed securities, which are on track for a third annual decline. McDonald seemed to suggest that if the bonds of top-rated companies such as Apple could take such a knock from rising interest rates, declines in the broader debt market could be sizable. MBS securities are closely related to mortgage rates. The US average 30-year mortgage rate surged to a 23-year high of almost 7.5% this month, indicating the scale of price displacement in the mortgage debt market.

Reuters GraphicsBack in the world of bonds, the 10-year Treasury yield continued its retreat from yesterday's peak of 4.366% in Asia time, slipping below 4.3%. S&P downgraded the ratings of Associated Banc-Corp (ASB.N) and Valley National Bancorp (VLY.O) on funding risks and a higher reliance on brokered deposits. It also downgraded UMB Financial Corp (UMBF.O), Comerica Bank (CMA.N) and Keycorp (KEY.N), citing large deposit outflows and prevailing higher interest rates. A sharp rise in interest rates is weighing on many U.S. banks' funding and liquidity, S&P said in a summarized note, adding that deposits held by Federal Deposit Insurance Corp (FDIC)-insured banks will continue to decline as long as the Federal Reserve is "quantitatively tightening." The rating agency also downgraded the outlook of S&T Bank and River City Bank to negative from stable on high commercial real estate (CRE) exposure among other factors. In theory, these higher interest rates push down demand and slow inflation by forcing companies to cut prices to attract stretched-thin customers. And Americans have been spending right through the higher interest rates: Personal consumption expenditures and retail sales numbers have continued to forge upward. But eventually, this attitude will wane as people realize that the higher rates aren't a flash in the pan. New York CNN —The Chinese economy has hit a rough patch. Aug 21 (Reuters) - More than half of U.S. small business owners believe the economy is already in a recession, marking a slight decrease between July and April, despite most firms reporting their own financial condition was strong, a survey released on Monday showed. On the economy, 52% of small business owners said they believe the economy is already in a recession, down from 55% in April, the survey found. Recent indicators have shown strong retail sales and rising spending on services, the two largest small business industries. Moreover, businesses see their own financial condition as strong and their local economies relatively healthy. There was heightened concern among small businesses at the outset of the collapse since 80% of all small businesses use a small, mid-sized or regional bank for financial needs.

Investors should expect a stock market rally this week amid two big catalysts, according to Fundstrat's Tom Lee. Lee expects solid earnings from Nvidia and dovish comments from Fed Chair Jerome Powell at Jackson Hole. "I think the Fed might be worried something's going to break" amid a renewed surge in interest rates, Lee said. The key will be the direction of interest rates but we see positive catalysts emerging at the end of this week," Lee said. The second catalyst investors should watch this week is Fed Chair Jerome Powell's speech at Jackson Hole on Friday, which comes amid a renewed surge in interest rates.

It's no secret that market leadership has become more concentrated over the years, but this is ridiculous. That one company is Microsoft , the behemoth with the $2.35 trillion market cap and, it seems, a position in the driver's seat on where the market goes next. Corporate bankruptcy filings have surged so far this year, already eclipsing the number of bankruptcies in 2022. But there are three reasons why bankruptcy filings aren't as scary as they sound, according to Carson Group. But according to Varghese, there are three reasons why investors shouldn't panic about the recent uptick in bankruptcy filings.
