National Security Council coordinator for strategic communications John Kirby declined to comment specifically on the possibility of the US sending F-16 fighter jets to Ukraine, but said broadly that the US has been forward-looking about “future capabilities” and needs. US lawmakers and congressional staffers have joined in the F-16 lobbying campaign, urging the administration to provide the jets so that Ukraine can establish control over its skies. US allies with F-16s could conduct training for Ukrainian fighter pilots, or the aircraft’s manufacturer, Lockheed Martin, could carry out training as a private contractor. Without the jets, Ukraine is having to improvise, officials say. The Russian jets have largely been staying behind Russian defensive lines, making them difficult for Ukraine to target with shorter-range systems like NASAMs.
How do you solve a problem like AI? Tax it

The chances of “generative AI” being put back in its box are very small. Goldman Sachs economists estimate that 18% of work could be automated globally, and that 7% of the U.S. workforce might be substituted by AI. Moreover, while AI will create profit windfalls, many countries don’t tax those as effectively as they ought to. But a dollar of saved costs for a company creates only 21 cents in corporate income tax revenue. Capital gains are still taxed below the level of income in most countries.
It said a further rally needs continued profitability at tech companies and rate cuts by the Federal Reserve. The Nasdaq Composite on Wednesday closed at a year-to-date high, at 12,500.57, and it's up more than 19% since the start of the year. While Federal Reserve anticipates a "mild recession" starting later this year, policymakers have indicated they won't begin cutting interest rates until 2024. High interest rates can hurt the potential value of future profit at growth companies. DataTrek said the Fed battling hot inflation "was not a factor during the winning years," it had outlined for the Nasdaq Composite.
A former Apple software engineer was charged with allegedly stealing Apple's autonomous technology for a Chinese self-driving car company, the Department of Justice announced Tuesday. Weibao Wang worked as a software engineer at Apple from 2016 to 2018, a DOJ indictment said. Wang worked on Apple's Annotation Team, and was granted "broad access" to databases which the Justice Department said could only be accessed by 2,700 of Apple's 135,000 employees. An even smaller segment, around 2%, had access to "one or more" of the databases Wang accessed, the indictment continues. The charges were announced as part of a sweeping enforcement action led by the Disruptive Technology Strike Force.

The man, Xiangjiang Qiao, is at large in China, according to the Justice Department. “These charges demonstrate the Justice Department’s commitment to preventing sensitive technology from falling into the hands of foreign adversaries, including Russia, China, and Iran,” said Matthew Olsen of the Justice Department’s national security division. In New York, a Greek national is charged with allegedly acquiring more than 10 different types of sensitive technologies on behalf of the Russian government. The man, Dr. Nikolaos “Nikos” Bogonikolos, was arrested in Paris last week and the US will move for his extradition, the Justice Department said.

This is an important moment not to cede leadership in any emerging technologies," Panchanathan said. The NSF is a federal agency that funds a big portion of science and engineering, including research at universities. TIP is the agency's first new directorate in more than 30 years and would help identify research, a lot of it already funded by the NSF, that can become technology products, he said. The directorate would help build up an ecosystem of academics, corporates, venture capitalists, and others to help researchers and startups get off the ground. Panchanathan and Khanna met nearly two dozen venture capitalists, startup CEOs, and some big tech firm executives in Santa Clara, California to discuss the CHIPS and Science Act.

About 40% of the survivors of stroke have mild cognitive impairment that does not meet the diagnostic criteria for dementia. Cognitive impairment is most common within the first two weeks after a stroke, the statement said. The American Stroke Association’s statement did offer some good news: About 20% of people who experience mild cognitive impairment after a stroke fully recover their cognitive function, typically within the first six months. Stroke risk factors, such as hypertension, high cholesterol and type 2 diabetes, should be treated, as should atrial fibrillation. “Perhaps the most pressing need, however, is the development of effective and culturally relevant treatments for post-stroke cognitive impairment,” she said.

The RESTRICT Act, a bill that could ban TikTok nationwide, was introduced in the Senate last month. GOP Senator JD Vance of Ohio called the bill proposal "a PATRIOT Act for the digital age." But the RESTRICT Act — touted as a way ban TikTok nationwide — would do far more than prevent users from accessing an app known for its viral dance routines and conspiracy theory videos. "This will directly improve our national security as well as safeguard Americans' personal information and our nation's vital intellectual property." Even those who support a TikTok ban, such as Senator JD Vance of Ohio, don't see the RESTRICT Act as an appropriate solution.
