The raft of measures could amount to the biggest shift in U.S. policy toward shipping technology to China since the 1990s. If effective, they could hobble China's chip manufacturing industry by forcing American and foreign companies that use U.S. technology to cut off support for some of China's leading factories and chip designers. The rules published on Friday also block shipments of a broad array of chips for use in Chinese supercomputing systems. "The U.S. should stop the wrongdoings immediately and give fair treatment to companies from all over the world, including Chinese companies." On Saturday, China's foreign ministry spokesperson Mao Ning called the move an abuse of trade measures designed to reinforce the United States' "technological hegemony".

Sept 27 (Reuters) - Intel Corp (INTC.O) plans to expand the Intel Developer Cloud to allow customers to try a range of new chips before they hit the market, a move it hopes will lure more application developers to use its processors, the company said on Tuesday. Chip companies are increasingly enabling software and hardware developers to test out chips virtually in the cloud before they are shipped to save time. A strong software developer ecosystem is increasingly becoming a competitive edge for semiconductor hardware manufacturers. He said Intel is trying to make the developer cloud easier to use and also trying to hook the next generation of developers to make applications for Intel chips. Cheruvu said young developers face a lot of pain points in understanding the technology and experimenting with them, and that the developer cloud was helping to address some of the issues.

A top complaint coming out of this week's Nvidia GTC conference is sticker shock over the company's newly unveiled 40 series graphics processing units for video gamers and creators. For reference, the 4080 and 4090 series chips start at $899 and $1,599, respectively. Put another way, if we were to adjust for inflation, a comparable 40 series price tag (think 2020 dollars) would be about $770 for the 4080 and $1,650 for the 4090. In the end, if you want the most cutting-edge chips, one thing nobody can deny is the incredible performance boost of the 40 series versus prior generations. Computing what each pixel on the screen should look like is hard, so Nvidia chips use AI to predict how some pixels should look without doing the entire set of computations. The Lovelace chips have extended that technique to generate entire frames of a game using AI.

Fresh off the unveiling of Nvidia 's (NVDA) newest computer graphics card, CEO Jensen Huang on Tuesday tried to assuage investor concerns about the video gaming market, which has lately dogged the Club holding's stock. Still, Nvidia has accumulated too many computer graphics cards, Huang acknowledged, and said the semiconductor firm needed to address the issue. While those steps have led to short-term financial pain, the CEO suggested they were appropriate given the newest gaming chips are set to hit the market imminently . These latest computer graphics cards are hitting the market during a financially precarious moment for Nvidia's gaming business. "Of course, that resulted in Q2 and Q3 being a lot lower than we originally anticipated, but the overall gaming market remains solid," he added.
