Going into Alex Garland’s astonishing new film, “Civil War,” I expected to be irritated by the implausibility of its premise. In one 2022 poll, 43 percent of Americans said they thought a civil war within the next decade was at least somewhat likely. “Civil War” has received plenty of adulatory reviews, but Garland has also been widely criticized for eliding the ideological forces driving America’s fracturing. But now that I’ve seen “Civil War,” which is neither glib nor cynical, Garland’s decision to keep the film’s politics a little ambiguous seems like a source of its power. Still, it’s not a stretch to interpret the film as a premonition of how a seething, entropic country could collapse under the weight of Donald Trump’s return.

In federal and state elections, where voting by non-citizens is illegal, it occurs on a microscopic level. This system, as shown from decades of data, is very effective at stopping non-citizens from registering and voting in federal elections. Further, from a common-sense perspective, there’s little to gain for an undocumented immigrant who theoretically wants to vote in a presidential election.

The Vatican on Monday issued a new document approved by Pope Francis stating that the church believes that gender fluidity and transition surgery, as well as surrogacy, amount to affronts to human dignity. The sex a person is assigned at birth, the document argued, was an “irrevocable gift” from God and “any sex-change intervention, as a rule, risks threatening the unique dignity the person has received from the moment of conception.” People who desire “a personal self-determination, as gender theory prescribes,” risk succumbing “to the age-old temptation to make oneself God.”Regarding surrogacy, the document unequivocally stated the Roman Catholic Church’s opposition, whether the woman carrying a baby “is coerced into it or chooses to subject herself to it freely.” Surrogacy makes the child “a mere means subservient to the arbitrary gain or desire of others,” the Vatican said in the document, which also opposed in vitro fertilization. The document was intended as a broad statement of the church’s view on human dignity, including the exploitation of the poor, migrants, women and vulnerable people. The Vatican acknowledged that it was touching on difficult issues, but said that in a time of great tumult, it was essential, and it hoped beneficial, for the church to restate its teachings on the centrality of human dignity.

CNN —New Zealand announced it has tightened its visa rules, introducing language and skill criteria and shortening work permit lengths in response to “unsustainable net migration.”The changes to the Accredited Employer Worker Visa (AEWV) scheme have gone into immediate effect, and will mean that New Zealand is “better testing the local labor market and reducing the risks of putting New Zealanders out of work,” the country’s Minister of Immigration, Erica Stanford, announced on Sunday. In 2023, 173,000 non-New Zealand citizens migrated to the country, the statement said. Employers will need to make sure that migrants meet these requirements before hiring them, and will be required to declare that no “suitable and available New Zealander” applied for a job before it is offered to a migrant. They must also advertise job postings for at least 21 days and declare “why any New Zealanders who applied were not hired,” according to New Zealand’s Ministry of Business, Innovation and Employment. In Vilnius, exiled Russian journalists have set up studios to broadcast news to millions of compatriots back home on YouTube. A silver sport utility vehicle, driving at speeds of more than 100 miles per hour, led the police on a 15-mile chase over the weekend near the U.S. border with Mexico in an area that has long been popular with migrant smugglers. The scene ended on Sunday afternoon as many such pursuits do, with a migrant fleeing on foot and a driver captured, forced to stop by spikes that the police had stretched across the highway. But while the circumstances were familiar, the identity of the driver was much more unusual: He was a member of the Texas Army National Guard. The arrest marked at least the second time in less than a year that soldiers had been caught trying to transport migrants from the border in Texas. Last June, two soldiers, including one from the Louisiana National Guard, were arrested and charged with trying to smuggle migrants through the same area of rural ranch land in Kinney County.

CNN —An attorney defending Texas’ controversial immigration law told a federal appeals court on Wednesday that state legislators may have gone “too far” when they passed the law last year. The law, known as SB4, makes entering Texas illegally a state crime and allows state judges to order immigrants to be deported. Nielson sought to downplay how sweeping the law was and argued it did not interfere with federal authority on immigration. An attorney for the Justice Department, which brought one of the lawsuits challenging the Texas statute, urged the appeals court not to depart from its previous ruling blocking the law. “Of course, we know that presidents come and go, and different administrations might very well enforce federal law differently,” he said, arguing that the law may not be necessary under a different presidential administration.

CNN —Eight Chinese migrants have been found dead on the coast of southern Mexico, authorities said, after their boat capsized along a popular but perilous route for illegally entering the United States. One Chinese man survived the trip, the statement said. The prosecutor’s office said it was working with federal agencies to investigate the incident and the Chinese embassy in Mexico to identify the bodies. The number of Chinese migrants illegally entering the US from Mexico has skyrocketed in recent years. The influx of Chinese migrants spotlights the urgency many now feel to leave their homeland, even amid what Chinese leader Xi Jinping has claimed is a “national rejuvenation.”Many Chinese who left the country point to a struggle to survive.
