Kazakhstan, a former Soviet republic bordering Russia, is home to over 3 million ethnic Russians and has traditionally been one of Russia's closest allies. The ads lead to a website that offers potential recruits a chance to join the Russian army in the Sakhalin region in Russia's Far East. Joining military conflicts abroad for pay is illegal under Kazakh law. REUTERS/Tyrone Siu/File PhotoWASHINGTON, Aug 3 (Reuters) - Two U.S. Navy sailors have been arrested on charges of handing over sensitive national security material to China, U.S. officials said Thursday. "There is no bigger, multigenerational threat to the United States" than China, said FBI Special Agent Stacey Moy. Beijing "will stop at nothing to attack the United States in its strategic plan to become the world's sole superpower." U.S.-China relations have been tense for years over a range of national security and trade issues. A top Russian general admitted his elite paratroopers suffered thousands of casualties in Ukraine. It's unclear exactly how many casualties Russian forces have suffered during the Ukraine war. Favorited by Russian ultranationalists, Teplinsky oversaw successful combat operations last year but was eventually dismissed from his leadership role. This prompted some insubordination from the Russian airborne commander, who even expressed his frustration with Moscow's military brass directly to Putin. The elite paratroopers suffered heavy losses early on and continued to struggle in the months that followed.

An important Western allyThe coup in Niger has deprived Western nations, particularly France and the United States, of a key ally in a troubled region. WARSAW, Aug 3 (Reuters) - Fighters from Russia's private Wagner mercenary force are being moved close to NATO's eastern flank to destabilise the military alliance, Poland's prime minister said on Thursday. Wagner soldiers have begun training with the Belarus national army, prompting Poland to start moving more than 1,000 troops closer to the border. "We need to be aware that the number of provocations will rise," Mateusz Morawiecki said after meeting Lithuanian President Gitanas Nauseda in eastern Poland. "The Wagner group is extremely dangerous and they are being moved to the eastern flank to destabilize it." Nauseda said the number of Wagner fighters in Belarus could be higher than 4,000.

Wagner Group mercenaries cast into exile in Belarus have been training the country's soldiers. The increased military training suggests that Putin's influential grip on Belarus may be waning. "The Wagner Group's new role in Belarusian company-level training is notable," the ISW analysis said. Shortly after that, Wagner troops began training internal troops, the Belarusian Deputy Commander of the Internal Troops confirmed on July 25. Lukashenko, meanwhile, has praised the Wagner fighters and welcomed the military training with open arms.

CNN —General Salifou Mody, one of the Niger officers who seized power in a military coup last week, visited Mali on Wednesday, according to the Mali presidency, amid speculation of a possible interest in the Wagner mercenary group, which has a presence in the country. Mali’s transitional president, Assimi Goïta, hosted Mody and a large Nigerien military delegation on Wednesday, according to pictures and a statement posted on Facebook by the Mali presidency. Hundreds of Wagner contractors are stationed in Mali at the invitation of the country’s military junta, to quell an Islamist insurgency brewing in an area where the borders of Mali, Burkina Faso and Niger meet. Wagner chief Yevgeny Prigozhin last week celebrated the coup in the landlocked West African country, saying his private military company could also help with situations like the one unfolding in Niger. US officials have warned that the Russian mercenary group could now seek new opportunities in Niger.

The phrase "whatever it takes" has become a mantra often repeated at public gatherings of allies assessing the war and the military needs of Ukraine. Most recently, tensions have emerged over Ukraine's military strategy and demands on NATO. And by threatening to boycott the summit, Zelenskyy had played a risky strategy, Shea noted, potentially setting the meeting up for failure. The key thing is to manage that [discrepancy] and prevent it doing lasting damage, and I think the Vilnius summit at least managed to prevent it doing lasting damage." Ukraine's military strategy — and the symbolic value it has put on fighting for every piece of Ukrainian territory — has sometimes collided with its allies' military perspective and pragmatism.

Belarusian soldiers and Wagner troops attend joint training exercises near the border city of Brest, in Belarus on July 20, 2023 amid increased border tensions between Warsaw and Minsk. Belarus' Defense Ministry/Handout/AP/FileMinsk had informed Warsaw about the exercise, but a border crossing took place in the eastern Bialowieza region at a “very low altitude, making detection by radar systems difficult,” the Polish defense ministry said in a statement. Polish Defense Minister Mariusz Blaszczak subsequently ordered that more troops and combat helicopters be deployed along the border, the ministry added. “By deploying troops from both the west (Kaliningrad) and the east (Belarus), Russia would be able to effectively cut off the Baltic States from its NATO allies in central and western Europe. PARIS, Aug 1 (Reuters) - France will evacuate French and European citizens from Niger, starting on Tuesday, its foreign ministry said, days after a junta seized power in the west African country. On Sunday, supporters of the junta burned French flags and attacked the French embassy in Niger's capital, Niamey, prompting police to fire volleys of tear gas in response. According to the French foreign ministry website, there were just under 1,200 French nationals in Niger in 2022. Niger is the world's seventh-biggest producer of uranium, the radioactive metal widely used for nuclear energy and treating cancer. But the juntas of neighbouring Burkina Faso, Mali and Guinea all voiced their support for the coup's leaders on Monday.

Aug 1 (Reuters) - An obscure cloud service company has been providing state-sponsored hackers with internet services to spy on and extort their victims, a cybersecurity firm said in a report to be published on Tuesday. Researchers at Texas-based Halcyon said a company called Cloudzy had been leasing server space and reselling it to no fewer than 17 different state-sponsored hacking groups from China, Russia, Iran, North Korea, India, Pakistan and Vietnam. Halcyon estimated that roughly half of Cloudzy’s business was malicious, including renting services to two ransomware groups. The cybersecurity firm CrowdStrike, which wasn’t involved in the research, said that it hadn’t seen state-sponsored hackers using Cloudzy. He said the company needed U.S. domicile to be able to register internet protocol addresses in America.

It has yet to disburse a $131.5 million loan to Niger that was approved on July 5, it added. The interior minister, transport minister, and a deputy had already been detained, it added. The arrests confirm the "repressive and dictatorial" nature of the coup leaders, the party said in a statement, calling on citizens to come together to protect democracy. The arrests were announced a day after Chadian President Mahamat Idriss Deby arrived in Niger to try to mediate between the coup leaders and the ousted government. July 31 (Reuters) - Russian mercenary chief Yevgeny Prigozhin said in a voice message published on Monday that his Wagner group was not currently recruiting fighters but was likely to do so in future. After the June mutiny, the Kremlin said Wagner fighters who had not taken part would transfer to the regular army, signing contracts with the Defence Ministry. Apparently alluding to this, Prigozhin said in the voice message that "unfortunately" some of his fighters had moved to other "power structures", but he said they were looking to return. Since the mutiny, some Wagner fighters have moved to Belarus and started training its army. In comments published last week, Prigozhin also said Wagner was ready to further increase its presence in Africa.

NIAMEY, Niger - July 30, 2023: Coup supporters take to the streets carrying Nigerien and Russian flags after the army seized power in Niger. LONDON — West African leaders on Sunday threatened military action against the junta that seized power last week in a coup in Niger, as protesters carrying Russian flags stormed the French embassy in capital city Niamey. The U.S. and France, which have troops stationed in Niger, called for calm, but strongly condemned the coup, along with much of the international community. Thousands of Nigeriens took to the streets on Sunday in support of the coup, with many carrying Russian flags and chanting pro-Putin messages. Images purporting to be from the scene, which CNBC could not independently verify, showed fires outside the French embassy in Niamey, along with French flags being burned and projectiles thrown at the former colonial power's mission.

Russian President Vladimir Putin is forming private militias across Russia. The plans for the private military companies, or "special enterprises," were noted in a new bill that raises the draft age for the Russian military. It comes weeks after the mutiny by Russia's Wagner mercenary group, which exposed gaps in Putin's defenses. According to the report, Putin's militias would be under the command of regional governors, operate at Putin's behest, and would be armed by the Russian Ministry of Defense. "They are a tool to enhance security [important given very active clandestine actions by Ukrainian military intelligence], and can, as necessary, help against any new mutiny," said Sokov.

Thousands of Wagner troops are reportedly in Belarus following a failed military uprising in Russia. What exactly Wagner troops are doing in Grodno is unclear, as Wagner has not commented on the reports. It is not clear exacttly how many Wagner troops are in Belarus. They were invited to the country as part of a deal negotiated by the Belarus president to end the mercenary group’s armed insurrection against the Kremlin last month. CNN —While the international community, including many African states, have condemned the coup in Niger, Russian mercenary leader Yevgeny Prigozhin has his own take. Niger was once a French colony and, before this week’s putsch, it had been one of the few democracies in the region. He said that his private military company, Wagner, was capable of dealing with situations like that playing out in Niamey, the Nigerien capital. And this is the (the reason for) love for PMC (private military company) Wagner, this is the high efficiency of PMC Wagner. And it can only end on the basis of justice and reason," African Union Commission Chairman Moussa Faki Mahamat told Putin and African leaders in St Petersburg. Putin gave it a polite but cool reception when African leaders presented it to him last month.
