A state judge in Ulster County froze the interim program in August after four service-disabled veterans sued, claiming that they were illegally excluded from applying. They borrowed the argument from a lawsuit filed in March by a coalition of opponents that included four of the state’s medical cannabis companies. The settlement would end both lawsuits. Going forward, 436 retail license holders caught up in the litigation would be able to open shops and begin making deliveries, including 23 dispensaries that were ready to open before the stoppage. CNN —Idaho asked the Supreme Court on Monday to allow its state abortion ban that imposes penalties on doctors who perform abortions to take full effect despite federal requirements for emergency room doctors. But a district court blocked the law in hospital emergency rooms that receive Medicare funding, holding that the state law interferes with a federal Medicare statute. The United States sued, claiming that a provision of a federal Medicare statue – the Emergency Medical Treatment and Labor Act (EMTALA) preempts Idaho’s law in emergency rooms. The federal law requires hospitals to provide stabilizing care to emergency room patients regardless of their ability to pay. Now the state, represented by a conservative legal group that opposes abortion, is asking the Supreme Court to step in on an emergency basis to put the district court ruling on hold while appeals play out.

The new rules apply as of Jan. 1 in provinces and municipalities that bar short-term rentals, and affect deductions such as interest expenses, the federal government said in its fall economic statement. In Montréal, Toronto and Vancouver alone, an estimated 18,900 homes were being used as short-term rental properties in 2020, the report added, noting that the number "has almost surely increased in recent years." Starting in 2024, the government will spend C$50 million ($36 million) over three years to enable municipal enforcement of restrictions on short-term rentals. Gabriel Giguère, public policy analyst at Montreal Economic Institute, criticized the government's decision to modify the tax treatment of the expenses of owners of short-term rental apartments.

The Commerce Department's 90-day pause has some exemptions including export licenses for Ukraine and Israel, as well as some other close allies. Earlier this month, Republican Representative Mark Green, who chairs the Homeland Security Committee, led a separate letter from more than 80 lawmakers seeking answers on the pause. The Republican party has consistently defended gun ownership rights under the U.S. Constitution, while many Democrats have called for new restrictions after a series of mass shootings. Exporters can continue to submit license requests during the pause, but they will be "held without action" until the pause is lifted.

Microsoft said Thursday it will soon start testing the Copilot chatbot in an update to the widely used Windows 10 operating system. Microsoft on Oct. 31 started rolling out an update that features Copilot to Windows 11, its latest operating system. But among Windows PCs, Windows 11 has about 27% share, and Windows 10 leads with about 68%, according to StatCounter estimates. In Windows, Copilot can serve as "the everyday AI companion," Microsoft CEO Satya Nadella said on an October conference call with analysts. It will be similar to the Copilot in Bing and won't be able to perform as many PC-related functions as the Copilot in Windows 11, because some elements of Windows 11 aren't present in Windows 10, Woodman said.

Microsoft on Wednesday announced a slew of new capabilities coming to the Copilot artificial intelligence add-on for its Microsoft 365 productivity applications. There are concerns about whether Copilot for Microsoft 365 is worth $30 per person per month. Copilot will be able to create Teams chat messages and come up with tone changes. During Teams meetings, the Whiteboard tool can automatically create visualizations of ideas that people discuss. In PowerPoint, Copilot will be able to create slides that include AI-generated images based on brand assets, with the help of the Microsoft Designer app.

CNN —Federal regulators have granted SpaceX permission to launch a long-awaited second test flight of its Starship system — the most powerful rocket ever built — following an explosive first attempt in April. The agency then completed a safety review on October 31 for SpaceX’s planned second test flight. That process concluded on November 14, according to a statement from the agency, allowing FAA to issue the launch permit. Environmental concernsSpaceX may also face additional pushback from environmentalists ahead of — or in the wake of — the second launch attempt.
