London CNN —Russian assets frozen in European accounts are generating billions of dollars in interest payments that could be diverted to help repair Ukraine’s war-torn economy — and the European Union just took a step closer to doing that. After Russia’s full-scale invasion of Ukraine in February 2022, Western countries froze nearly half of Moscow’s foreign reserves — some €300 billion ($327 billion). Around €200 billion ($218 billion) sits in the European Union — mostly at Euroclear, a financial institution that keeps assets safe for banks, exchanges and investors. The EU has been at pains to contrast the illegality of Russia’s invasion with its own strict adherence to the rule of law. Security Council resolution to demand an immediate humanitarian ceasefire between Israel and Hamas, a move that the United States - a council veto power - opposes because it says it would only benefit the Palestinian militants. It was not immediately known when or if Algeria's draft resolution could be put to a vote. A resolution needs at least nine votes in favor and no vetoes by the United States, Britain, France, China or Russia to be adopted. The U.S. and Israel oppose a ceasefire, believing it would only benefit Hamas. Earlier in December the 193-member U.N. General Assembly demanded a humanitarian ceasefire, with 153 states voting in favor of the move that had been vetoed by the United States in the Security Council days earlier.

Ukraine’s representative Anton Korynevych stressed the judgment was important for Kyiv because it did establish Russia violated international law. Ukraine had filed the lawsuit at the ICJ, also known as the World Court, in 2017, accusing Russia of violating an anti-terrorism treaty by funding pro-Russian separatists in Ukraine. CNN —A group of 19 predominantly Democratic lawmakers is calling on Secretary of State Antony Blinken to provide answers about why he bypassed Congress last month to approve arms sales to Israel. The top US diplomat made two emergency determinations in December to immediately approve the transfer hundreds of millions of dollars in military equipment to Israel. In their letter, the lawmakers noted the rarity of administrations using emergency declarations to immediately approve arms sales without congressional approval. “Use of a national emergency waiver does not exempt the U.S. government from assessing whether arms sales are consistent with” those standards, they wrote. I would say that the process that the secretary followed and the process that we follow here at the State Department is the process that the law actually prescribed,” Miller said at a State Department briefing.

CNN —The UN’s top court ordered Israel to “take all measures” to prevent genocide in Gaza, but stopped short of calling for Israel to suspend its military campaign in the war-torn enclave. South Africa had accused Israel of violating international laws on genocide in its war in Gaza, and wanted the court to order a halt in fighting. Friday’s decision related only to South Africa’s request for emergency measures, which act like a restraining order while the Court considers the full merits of the full genocide case, which could take years. The Court also ordered Israel to “prevent and punish the direct and public incitement to commit genocide,” as well as to “ensure the provision of urgently needed basic services and humanitarian assistance” in Gaza. The International Court of Justice in The Hague, the Netherlands, ordered Israel to “take all measures” to prevent genocide in Gaza after South Africa accused Israel of violating international laws on genocide in its war in the territory. It rejected Israel’s request for the case to be thrown out, but it also stopped short of ordering Israel to halt the war as South Africa has asked. “I would have wanted a ceasefire,” said South African foreign minister Naledi Pandor after the ruling in The Hague. Mohammed el-Kurd, a Palestinian activist from Jerusalem, said the ICJ failed on South Africa’s “most important request” to suspend the military operations.

It comes as Israeli forces continue a military campaign in the Gaza Strip that has claimed tens of thousands of Palestinian lives. PARIS (Reuters) - A second French warship has arrived in the Red Sea region as part of efforts to ensure freedom of navigation, the French army said on Thursday. Many commercial shippers have diverted vessels to other routes following attacks in the Red Sea by Yemen's Iran-backed Houthi militants, who say they are acting in solidarity with Palestinians as Israel and Hamas wage war in Gaza. The Languedoc warship has already been patrolling in the Bab al-Mandab straits since Dec. 8 alongside a U.S.-led international mission to protect ships from attacks. In a weekly briefing to reporters, the army said the Alsacewarship had crossed the Suez Canal and would continue its mission in the Red Sea and Indian Ocean. "In close cooperation with the allies the French warships contribute to the respect of international law and freedom of navigation," the army said.
