The IMF and World Bank were established in 1944 at a meeting in Bretton Woods, New Hampshire. DEBT VULNERABILITIESThe two institutions also said they will incorporate climate considerations into their work on debt sustainability for low-income countries. The IMF and World Bank have worked closely on debt sustainability issues, both pushing for improved restructuring frameworks. On the digital transition, the two institutions said they would collaborate to help countries to connect their citizens to online services and reduce barriers to digital inclusion.

CNN —Party City exited bankruptcy on Wednesday after a US judge signed off on the retailer’s reorganization plans. The plan cancels nearly $1 billion of Party City’s debt, and while some of Party City’s nearly 800 US stores will close due to the bankruptcy agreement, the majority will stay open, according to the company. In a statement, Party City said it had renegotiated many of its leases and exited “less productive locations.” That means many of Party City’s workers will stay employed. However, those who held Party City’s stock did not fare as well in the bankruptcy agreement. An August filing by Party City’s financial adviser, Moelis & Co., estimated that the retailer is currently worth between $450 million and $775 million.

CNN —Some leaves in tropical forests from South America to South East Asia are getting so hot they may no longer be able to photosynthesize, with big potential consequences for the world’s forests, according to a new study. They found that average forest canopy temperatures peaked at 34 degrees Celsius (93 Fahrenheit) but some exceeded 40 degrees Celsius (104 Fahrenheit). This level of warming is not expected under current climate policies, which are estimated to bring 2.7 degrees Celsius of warming above pre-industrial levels. While these figures may seem small, the risk is significant given how critical tropical trees are for life, the climate system and the planet. North Korea tested its new Hwasong-18 intercontinental ballistic missile last month. The new IBCM uses "solid-fueled" technology, elevating the threat posed by North Korea. The North Korean Hwasong-18 ICBM was among them. It is a nuclear-capable missile that the country developed in defiance of the UN's attempt to regulate North Korea's nuclear weapons program. The report says the Hwasong-18 is a solid-fueled ICBM, different from the liquid-fueled ICBMs that North Korea has tested over the past few years.
