At the foot of a towering fern, Pete Kirkman pushed his hand through a curtain of dead branches into a burrow. Baffled by the daylight, the chocolate-colored nocturnal bird shook its pencil-like beak from side to side. “You’re OK,” Mr. Kirkman, a conservationist, said soothingly, as he made the discovery last week. By Steve GormanLOS ANGELES (Reuters) - A suspected serial killer was charged on Monday with murder in the fatal shootings of three homeless men in Los Angeles and a county employee who was robbed and slain after being followed to his residence, all of them over a four-day span, officials said. Powell was charged with four counts of murder, one count of residential robbery and one count of being a felon in possession of a firearm. Los Angeles County Sheriff Robert Luna said there was no known connection among the four men who were slain and suggested that additional victims might end up linked to the case. At that point, Powell was under arrest but had yet to be charged with shooting homeless people. (Reporting by Steve Gorman in Los Angeles; Editing by Christopher Cushing)

That sort of approach resonated in conservative strongholds like Alabama long before Trump. Alabama Democrats, especially, cite deep historical roots involving racism, class and urban-rural divides when explaining Wallace, Trump and the decades between them. Moderate to progressive “national Democrats” were concentrated in north Alabama, Baxley explained, while reactionary “states-rights Dixiecrats” cohered in south Alabama. Wallace won four Deep South states as an independent in 1968. Wallace won his fourth term as governor in 1982 after disavowing segregation and winning over enough Black voters.

[1/4] People take part in a march lead by New Zealand political party Te Pati Maori to demonstrate against the incoming government and its policies, in Wellington, New Zealand, December 5, 2023. The protest action was called for by political party Te Pati Maori and coincides with the opening of New Zealand's 54th parliament. "This is not a protest, this is an activation," Te Pati Maori co-leader Rawiri Waititi told Wellington protesters who marched through the city to the country's distinctive Beehive parliament building. New Zealand police said there had been traffic disruptions but the protests were peaceful and there were no arrests. David Seymour, leader of libertarian party ACT New Zealand, said in a statement the protest was just theatrics when New Zealanders just want their government to get on with fixing the many issues the country is dealing with.

The Biden administration on Saturday unveiled final rules aimed at cracking down on U.S. oil and gas industry releases of methane, part of a global plan to rein in emissions that contribute to climate change. The rules, two years in the making, were announced by U.S. officials at the United Nations COP28 climate change conference in Dubai. Methane tends to leak into the atmosphere undetected from drill sites, gas pipelines and other oil and gas equipment. It has more warming potential than carbon dioxide and breaks down in the atmosphere faster, so reining in methane emissions can have a more immediate impact on limiting climate change. The American Petroleum Institute, an oil and gas industry trade group, said it was reviewing the rule.

Granville T. Woods was one of the most prolific Black inventors in the 19th century. Woods' inventions revolutionized transportation, but he faced many challenges as a Black inventor. One such inventor was Granville T. Woods, the most prolific Black inventor in the late 19th century. Woods, ironically, was dubbed "Black Edison" by newspapers at the time for his contributions to science. Historians ascribe Woods' decision to sell his hard-won patents to an acknowledgment that it was difficult to market Black American inventions to a largely white audience.

It is responsible for about one-third of planet-warming greenhouse gas emissions. The new methane rule will help ensure that the United States meets a goal set by more than 100 nations to cut methane emissions by 30% by 2030 from 2020 levels, Regan said. The EPA rule is just one of more than 100 actions the Biden administration has taken to reduce methane emissions, Zaidi added. The plan marks the first time the U.S. government has directly imposed a fee, or tax, on greenhouse gas emissions. The oil industry has generally welcomed direct federal regulation of methane emissions, preferring a single national standard to a hodgepodge of state rules.

New York CNN —The Dow reached a new high for the year Thursday as easing inflation data and strong third quarter earnings from Salesforce shot the benchmark index 520 points, or 1.5% higher. The S&P 500 rose more than 8% this month and the Nasdaq was up about 10%, marking their best month since July 2022. The Dow, meanwhile, managed to shake off a three-month losing streak, also rising by about 8.8% and notching its best month since October 2022. October’s Personal Consumption Expenditures Index, the Fed’s favored inflation gauge, fell to its lowest level since the spring of 2021. Jeff Zucker’s re-entry into the global news business has hit a snag. The announcement capped a week of growing outcry in Westminster over Mr. Zucker’s use of roughly $1 billion in Emirati money to acquire the news organizations, which are hugely influential in British conservative politics. Tories lined up to denounce the proposed deal, warning that the Emiratis’ involvement could lead to undue foreign influence over The Telegraph’s coverage. The review, announced by Britain’s culture secretary, does not necessarily end Mr. Zucker’s chance of success. Since then, Conservative Party eminences have lined up to denounce his bid — often in essays published by newspapers controlled by Mr. Zucker’s rivals — and Tory members of Parliament urged regulators to consider the constraints on press freedoms in the Middle East.

NEW YORK (AP) — Most drivers would pay $15 to enter Manhattan’s central business district under a plan released by New York officials Thursday. Officials say that in addition to funding needed transit improvements, congestion pricing will result in improved air quality and reduced traffic. Opponents include taxi drivers, who had pushed for a full exemption. Phil Murphy criticized the traffic mobility board's proposal after some news organizations reported on it Wednesday ahead of its official release. Former U.S. President Donald Trump looks on, as the trial of himself, his adult sons, the Trump Organization and others in a civil fraud case brought by state Attorney General Letitia James continues, in New York City, U.S., October 3, 2023. A New York appeals court Thursday reinstated a gag order on Donald Trump in his $250 million civil business fraud trial. The order bars Trump from making public statements about the staff of Manhattan Supreme Court Judge Arthur Engoron, who is presiding over the ongoing trial. Engoron had imposed that order on Trump, and later his attorneys, after they repeatedly targeted the judge's principal law clerk, Allison Greenfield. In its order Thursday, a four-judge appellate panel lifted a temporary suspension of the gag order, which was put in place while Trump appealed the speech restrictions.
