For Brazilian oil and natural gas giant Petrobras , Jefferies says to "let the assets do the talking." It believes its pre-salt oil portfolio offshore Brazil gives it one of the strongest asset bases among global energy names — but shares are currently trading at a 30% discount to its peers. The market underappreciates PBR's high margin pre-salt assets & cash returns ability in an US$80/bbl oil world," analyst Alejandro Anibal Demichelis wrote in a Thursday note. Jefferies' set a $21.20 price target on shares, which implies nearly 38% upside potential from Wednesday's close. In comparison, other international oil companies have an average of 11% shareholder distribution yields and 5% dividend yields, according to Demichelis.

REUTERS/Jose Luis Gonzalez/File Photo Acquire Licensing RightsMEXICO CITY, Sept 21 (Reuters) - A U.S. trade official stressed Mexico's need to address "serious concerns" from the United States of its energy measures, which were raised during consultations under a regional trade pact, the U.S. Trade Representative's (USTR) office said on Thursday. Deputy Trade Representative Jayme White, who met with his Mexican counterpart Alejandro Encinas in Mexico on Wednesday, urged Mexico to address its energy measures which the U.S. says unfairly discriminate against its companies, the USTR said in a statement. The U.S. and Canada demanded dispute settlement talks with Mexico under the United States-Mexico-Canada (USMCA) trade agreement over Mexico's energy policy in July 2022. White also expressed concerns over the "recent surge" in U.S. imports of certain steel and aluminum products from Mexico, the USTR said, and the "lack of transparency" regarding their country of origin. White and Encinas additionally discussed ongoing USMCA consultations regarding Mexico's enforcement of fisheries-related environmental laws, the USTR said.

But expediting work permits isn’t so easy, either legally or bureaucratically, experts in the process say. It would take an act of Congress to shorten a mandatory, six-month waiting period before asylum-seekers can apply for work permits. Maura Healey, who declared a state of emergency over the migrant influx, wrote Mayorkas that work permits represent “an opportunity to meet employer needs, support our economy, and reduce dependency among new arrivals.” And 19 Democratic state attorneys general wrote Mayorkas that work permits would reduce the strain on government to provide social services. "In Guatemala, there is a risk of a coup, which would impede the inauguration of the winner of democratic elections," Lula told the U.N. General Assembly. Historically, academics have flagged the dangers of AI regarding racial profiling and because it can still make errors while identifying relationships in complex data. The guidelines will also require that facial recognition matches discovered using AI technology be manually reviewed by human analysts to ensure their accuracy, according to a new directive that the agency plans to release alongside the AI memo later on Thursday. CNN —Guatemalan President-elect Bernardo Arévalo de León has announced he is temporarily suspending the presidential transition process after Public Ministry agents raided electoral facilities and opened voting boxes. The president-elect denounced the raids, during which Public Ministry agents opened ballot boxes and photographed their contents, according to the Supreme Electoral Tribunal. The Public Ministry is investigating allegations that Movimiento Semilla – Arévalo’s Party – used forged signatures when it was seeking authorization as a political party. Giammattei said the presidency is willing to resume the transition process and described Arévalo’s decision to suspend it as “unilateral.”The Supreme Electoral Tribunal of Guatemala (TSE) held its own press conference to denounce the latest actions of the Public Ministry. Irma Palencia, the TSE’s president, said those actions had put the Guatemalan electoral system and democracy “at risk” and had violated the “civic rights of citizens expressed at the polls.”

WASHINGTON (AP) — The government is worried about the safety of chemical facilities across the country after its power to keep dangerous substances out of the hands of extremists lapsed a month ago. Homeland Security officials say this left gaping holes in the country's national security, and they are calling on Congress to act quickly when it returns this week. The Cybersecurity & Infrastructure Security Agency, which falls under DHS, then determines whether the facility is considered high risk and therefore must develop a security plan. Congress gave the department the authority to begin the chemical security program in 2006, and it went into effect the following year. Homeland Security officials say the program's lapse has left them without a vital security tool.

In a Friday night decision, U.S. District Judge Pamela Chen in Brooklyn said the March 9 convictions of Hernan Lopez and Full Play Group could not stand because the federal law governing honest services wire fraud did not cover foreign commercial bribery. The judge also voided Lopez's and Full Play's money laundering convictions, because they were predicated on the fraud convictions. David Sarratt, a lawyer for Lopez, said: "We are obviously pleased with Judge Chen's thorough and correct decision.
