Following a debate over whether to make the transfer as Israel battles Hamas militants in Gaza, the Israeli cabinet said it would also withhold money to offset stipends the PA pays to Palestinian militants and their families. There was no immediate comment from the PA, which in the past has refused to accept trimmed tax transfers. The PA is estimated to spend some 30% of its budget in Gaza, where it also pays for medicine and social assistance programs. Together with aid from foreign donors, the tax funds make up the bulk of the cash-strapped PA's public revenues and also help pay for civil servant salaries and other services in the West Bank. In 2019, the Palestinians rejected the tax money several times after Israel cut the sum over the PA's support to the families of jailed or slain Palestinian militants.

CNN witnessed the skies of Northern Gaza illuminated by flares and explosions as the bombardment intensified late Thursday night. Israel Defense Forces spokesman Lt. Col. Jonathan Conricus claimed the strike was targeting a Hamas commander hiding in an underground bunker and that when the complex imploded it possibly collapsed nearby buildings. The Israel military says there are fuel supplies in Gaza being held by Hamas, which are not being distributed for humanitarian purposes, CNN has reported. Pentagon officials believe Israel has been striking legitimate Hamas targets, including some senior commanders. Blinken plans to raise the issue in his talks with Israeli officials Friday, according to a person familiar with the matter.

JERUSALEM, Nov 1 (Reuters) - Israel's defence and finance ministers clashed on Wednesday over whether some West Bank tax revenues should be transferred to the Palestinian Authority, underlining the tensions straining the government as Israeli forces push on with the war in Gaza. Defence Minister Yoav Gallant called for tax revenues collected by Israel on behalf of the Palestinians in parts of the West Bank under direct Israeli control, to be disbursed without delay. "I think it is only appropriate to uphold the decision of the cabinet as decided several days ago," he said. Finance Minister Bezalel Smotrich, whose hardline religious nationalist party has strong support among Jewish settlers in the West Bank responded that Gallant was making a "serious mistake" in demanding the release of the funds. "I do not intend to let the State of Israel finance our enemies in Judea and Samaria who support the terrorism of Hamas and finance the 7/10 terrorists who murdered and massacred us," he said in a statement.

Hamas’ military wing said its militants clashed with Israeli troops who entered the northwest Gaza Strip with small arms and anti-tank missiles. Meanwhile, crowded hospitals in northern Gaza came under growing threat. I’ve watched U.S. warplanes attack Afghanistan; barely escaped a direct strike from a Russian MiG in Georgia, and lived for weeks under relentless Israeli bombardment in Lebanon. Israel has so far killed more than 8,000 people, the Gaza Health Ministry said, more than 40 percent of them children. But having spent time under bombardment, and having reported in Gaza, I have no time for these explanations. If we are to believe the Israeli political and military leadership’s own words — and I think we should — the assault on Gaza was driven, first, by straightforward vengeance. We could find out with a cease-fire, but they say we can’t ask for a cease-fire.

I am watching the Israel-Hamas war in Gaza today and thinking about one of the world leaders I’ve most admired: Manmohan Singh. The cost of occupying Gaza could overstretch the Israeli military and economy for years to come. Israel should keep the door open for a humanitarian cease-fire and prisoner exchange that will also allow Israel to pause and reflect on exactly where it is going with its rushed Gaza military operation — and the price it could pay over the long haul. Israel built an impressive society and economy, even if flawed, and Hamas took nearly all of its resources and built attack tunnels.
