Why you should be traveling to Europe in fall, not summer
  + stars: | 2023-09-25 | by ( Terry Ward | ) edition.cnn.com   time to read: +9 min
And now it’s fall, when the continent really comes into its own as the leaves – and visitor numbers – start to drop. A recent report from luxury travel network Virtuoso named Paris, London and Florence as the most booked cities for fall travel. “Fall is one of the best times to visit Europe because of the vast variety of interests [the season] can cater to,” says Mina Agnos, president of luxury travel company Travelive. If you’re ready for a different take on Europe this fall, we’ve got ideas. Fall also means it’s harvest time in Rebland – an area southwest of Baden-Baden famous for its Riesling.

In June 1977, visitors to the Gallery of Modern Art in Bologna, Italy, were met with a shocking sight: Marina Abramovic, the Serbian performance artist, and her partner, Ulay, standing in the museum’s doorway, completely naked. The only way inside was to squeeze between the couple. Abramovic and Ulay remained in place for three hours, staring intently into each other’s eyes, as a stream of visitors pushed through and sometimes stepped on their toes. This fall, Abramovic, now 76, is restaging that work, “Imponderabilia,” at the Royal Academy of Arts, in London, as part of a major retrospective of her work that runs through Jan. 1, 2024. Since Abramovic no longer performs the work herself, and Ulay died in 2020, she has recruited younger performers to take part — and there is another major difference from the 1977 piece.

And it's becoming clearer just how important "third places" — spaces for socializing outside of work and home — are. Wood, who thinks libraries are "one of the last true third places," explained that there are a range of spaces in her library. What could happen if the government shuts down

Congressional leaders on both sides of the aisle are hoping to pass a short-term funding extension to keep the lights on and avert a shutdown. What could happen during a shutdownIn the event of a shutdown, many government operations would come to a halt, but some services deemed “essential” would continue. Once a shutdown is over, federal employees who were required to work and those who were furloughed will receive backpay. Employees deemed “essential” and required to work were already guaranteed backpay after a shutdown prior to the passage of that legislation. And federal employees aren’t the only ones who can feel the effects of a shutdown.

Netanyahu has been a frequent visitor to the White House over the years, and Israeli leaders are typically invited within weeks of taking office. Israel’s government also opposes a two-state solution between Israel and the Palestinians — a cornerstone of White House policy in the region. Tom Nides, who stepped down as U.S. ambassador to Israel in July, said the timing and location of Wednesday’s meeting were issues and acknowledged some policy differences. Netanyahu is expected to eventually get a White House invitation, though timing of such a visit could depend on how Wednesday's meeting goes. The White House has acknowledged that it is seeking such a deal, but obstacles lie in the way.

The ministry released a draft proposal to form a working group for the metaverse, shared virtual worlds accessible via the internet, on Monday. The proposal said that the metaverse is one of the nine emerging tech sectors which China should strive to establish standards for. "[The metaverse industry] faces many challenges," the MIIT said, "It is urgent to promote healthy and orderly development of the metaverse industry through standardization and guidance." It added that the metaverse industry suffers from a lack of clear definitions, which had allowed some capitalists and companies to drum up speculation in the market. BEIJING (AP) — China and Zambia upgraded their relationship to a comprehensive strategic cooperative partnership on Friday, the latest move by America's chief global rival to forge deeper ties with the Global South. Chinese President Xi Jinping and his Zambian counterpart announced the agreement shortly after Xi had exchanged cordial words with another visitor, the new prime minister of Cambodia. China has in turn won access to natural resources and diplomatic support from many Global South countries on contentious votes at the U.N. and from Cambodia in China’s territorial disputes with other Southeast Asian nations in the South China Sea. Cambodian Prime Minister Hun Manet made China his first official foreign visit after succeeding his father, Hun Sen, who ruled Cambodia for 40 years and cultivated his country's close relationship with China. Xi told Hun Manet that his father had made historic contributions to bilateral ties.

RTX said on Monday it would have to pull 600 to 700 of its Pratt & Whitney Geared Turbofan (GTF) engines from Airbus A320neo jets for quality inspections over the next three years. The engine issue was first disclosed in July, but RTX made the extent of the problem clearer on Monday. The announcement caused waves up and down the industry, from component manufacturers like Japan's Kawasaki Heavy Industries to airline carriers like Germany's Lufthansa that rely on the popular Airbus jets. In July, RTX said microscopic contaminants were found in a powdered metal used in high-pressure turbine discs that are part of the GTF engine's core. RTX is one of two manufacturers of engines for the popular narrowbody Airbus A320neo, the other being CFM International, a joint venture between GE (GE.N) and Safran (SAF.PA).

Visitor passes the Raytheon Technologies Corporation (RTX) logo at the 54th International Paris Air Show at Le Bourget Airport near Paris, France, June 22, 2023. In July, RTX said a rare powder metal defect could lead to the cracking of some engine components and called for accelerated inspections affecting 200 engines by mid-September. Repair work that CEO Greg Hayes had initially expected would take 60 days is now projected to last up to 300 days per engine. An average of 350 jets could be grounded per year through 2026, with as many as 650 jets sitting idle in the first half of 2024. Disclosing higher-than-expected gross costs of $6-7 billion for dealing with the problem, RTX said it expected an up to $3.5 billion pre-tax hit to profits over the next several years.

The issue also forced RTX to decrease its $9 billion free cash flow goal for 2025 to approximately $7.5 billion. The quality issue relates to a "rare condition" in powder metal used to manufacture engine parts, such as high pressure turbine disks and high-pressure compressor disks, that could result in micro-cracks and fatigue. Pratt & Whitney is also analyzing the impact of the quality issue on other engine models in its fleet, but that impact is expected to be far less, RTX said. The company expects to release a service bulletin in the next 60 days laying out an inspection protocol for high pressure turbine disks and compressor disks. It also plans to add maintenance capacity and increase part output to help mitigate the impact to GTF customers, RTX, said.

The figures suggest that China's latest steps to revive a crisis-hit property market, including lower mortgage rates and down payments, could unlock some pockets of housing demand in the most sought-after areas, but may struggle to halt the broader property market downturn. "These measures may generate a short-term rebound in property transactions, but are insufficient to stabilize the property market," Goldman Sachs analysts said in a note. But Yu Fei, a property sales agent at HomeLink, said the initial spike in interest he noticed in the first few days is already petering out. "Many homebuyers remain in a wait-and-see approach, some hoping for more radical policies to stimulate the property market," Yu said. Goldman analysts said if property sales kept sliding policymakers could release more liquidity into the market by cutting banks' reserve requirement ratios, lowering rates, easing home purchasing rules further.

Before Danelo Cavalcante crab-walked his way up and out of the Chester County Prison, launching a sprawling manhunt in the wooded suburbs outside Philadelphia, a man named Igor Bolte escaped from the same jail. The first time was in July 2019, when Mr. Bolte, who was serving a sentence for aggravated assault, walked out of a work-release center at the jail, “scaled a security fence and fled, on foot,” according to an affidavit. He was found early the next morning about a mile and a half from the jail. With Mr. Cavalcante eluding authorities for more than a week now, scrutiny has turned to the jailbreaks at Chester County Prison. The key failing in last week’s escape was that an officer in the tower, charged with watching over the inmates in the exercise yard, did not appear to notice Mr. Cavalcante, said Howard Holland, the acting warden overseeing the jail, in a news conference on Wednesday.
