"We are seeing that now with the provision of (drones) to Russia." Ukraine says Russia has used Iranian-made Shahed-136 attack drones that cruise toward their target and explode on impact. Tehran denies supplying the drones to Moscow - an assertion Washington says is untrue - and Russia has denied its forces used Iranian drones to attack Ukraine. If such a resolution is not adopted by the deadline, all U.N. sanctions in place before the nuclear deal would be automatically reimposed. "Snapback" would also likely kill off efforts to revive the 2015 deal, which then-U.S. President Donald Trump abandoned and which his successor Joe Biden has sought to resurrect.
Russian officials previously traveled to Iran to learn how to use suicide drones, the US said this week. This was before Iranian military personnel came to Crimea to train Russian troops, an official said. Russian forces have used Iranian-made suicide drones to terrorize Ukrainian cities in recent weeks. "We assess that Iranian personnel, Iranian military personnel, were on the ground in Crimea and assisted Russia in these operations." Both Moscow and Tehran have denied the use of Iranian-made suicide drones in Ukraine, despite mounting evidence and accusations from Western governments and intelligence agencies.
Russia has stepped up attacks on Ukrainian energy facilities and cities since Oct. 10, using missiles and what Kyiv says are Iranian-made Shahed-136 attack drones. Tehran denies supplying Shahed-136 drones to Moscow and the Kremlin denies its forces have used Iranian drones to attack Ukraine. "Ukraine currently doesn’t have effective air defence systems against ballistic missiles. Iran will likely supply those (to Russia), unless the world finds a way to stop it," Ihnat said. Ukraine has been aided by the delivery of sophisticated air defence systems from allies including the first of four IRIS-T air defence systems from Germany.

LONDON, Oct 20 (Reuters) - Britain on Thursday slapped sanctions on three Iranian military figures and a defence manufacturer for supplying Russia with drones to attack civilian and infrastructure targets in Ukraine. The three individuals were "personally responsible" for providing the drones used in strikes in Ukraine, it added. Russia has launched dozens of "kamikaze" drones on Ukraine on hitting energy infrastructure and killing five people in the capital of Kyiv. Tehran denies supplying the drones to Moscow and the Kremlin on Tuesday denied its forces had used Iranian drones to attack Ukraine. Britain will subject Shahed Aviation Industries, the Iranian manufacturer of the Shahed drones, to an asset freeze, the foreign office said.
The EU has agreed to sanction Iran over the drones it has supplied to Russia. Three people and an entity connected to the drones will be sanctioned, the Czech EU presidency said. "After three days of talks, EU ambassadors agreed on measures against entities supplying Iranian drones that hit Ukraine," the Czech Presidency of the EU Council wrote in a tweet. Another four Iranian entities could also receive EU sanctions, it also said. Iran is already under a wide swathe of UN and EU sanctions imposed over the last decades, relating to human rights and the development of nuclear military capabilities.
A Russian defense advisor recently revealed that Russia uses Iranian-made drones in Ukraine. Both Russia and Iran have denied that Tehran's suicide drones are being deployed in Ukraine. Ruslan Pukhov, who is also a military expert, recently joined Russian Business Channel (RBC TV) for a television interview. Pukhov appears unaware that the show is already on the air, and he reveals before the interview gets started that Russia has been using Iranian-made suicide drones, even if the Kremlin isn't acknowledging it. In addition to the Shahed-136, Russian forces have also deployed Iranian-made Shahed-129, Shahed-191, and Qods Mohajer-6 drones.
Both are types of aircraft that fly to a target and explode when they get there, but they pose different threats. Missiles, each costing hundreds of thousands or millions of dollars, fly fast, are hard to shoot down and carry a huge explosive payload. Germany sent the first of four IRIS-T air defence systems to Ukraine last week. DRONESUnmanned aerial vehicles, or drones, can be used for surveillance or as a platform to fire munitions at the ground. Russia has already used hundreds of them against Ukraine in just the past few weeks, and is believed to have acquired as many as 2,000 from Iran.
"The situation in the area of the 'Special Military Operation' can be described as tense," Sergei Surovikin, the Russian air force general now commanding Russia's invasion forces, told the state-owned Rossiya 24 news channel. Register now for FREE unlimited access to Reuters.com RegisterOn Kherson, Surovikin said: "The situation in this area is difficult. Russian forces in Kherson have been driven back by 20-30 km (13-20 miles) in the last few weeks and are at risk of being pinned against the western bank of the 2,200-kilometre-long Dnipro river that bisects Ukraine. Both Ukraine and Russia have denied targeting civilians, although Kyiv has accused Moscow's forces of war crimes. The Russian military was preparing to repel the offensive, he said, and "where the military operates, there is no place for civilians".

Reuters reported on Tuesday that Iran has promised to provide Russia with surface-to-surface missiles in addition to more drones.
KYIV, Oct 19 (Reuters) - A Russian missile strike hit a major thermal power station in the city of Burshtyn in western Ukraine on Wednesday, the region's governor said, the latest in a wave of attacks on critical infrastructure ahead of winter.
