The basic premise of a voluntary one-term presidency rests on a fundamental misconception of the role of re-election in presidential politics and presidential governance. Re-election — or rather the act of running for re-election — isn’t an unexpected treat or something ancillary to the position. It is one of the ways presidents seek to preserve their influence, whether or not they ultimately win another term of office. “Among the many hats the president wears, none is more important to his long-term success than that of party leader,” the political scientist James W. Davis writes in a 1992 book on presidential leadership. The promise of a second term, and thus another four years to achieve their political and ideological goals, is a critical incentive that binds lawmakers to the president in the present.

The new testimony comes as House Republicans begin an impeachment inquiry into President Joe Biden and his family, potentially undercutting one element of that effort. At issue is an October 2022 meeting between prosecutors and case agents working on the Hunter Biden investigation. But the deal fell apart amid scrutiny from a judge, and Weiss subsequently requested special counsel status. Shapley, a 14-year IRS veteran who oversaw parts of the Hunter Biden probe, alleged in testimony to Congress there was political interference in the investigation. Last week, CNN and others reported on Sobocinski’s testimony, which prompted Shapley’s attorneys to dispute his recollection of the October 2022 meeting.

Three reasons Biden’s problems appear to be overblown

But while Biden clearly has problems – no president with an approval rating hovering around 40% is in good shape – some of his issues appear to be overblown at this time. It is worth analyzing whether the fact that a lot of Democrats don’t think Biden should be renominated masks a larger problem he could face in a general election. But Biden’s pulling in more than 90% of Democrats in Fox News and Quinnipiac University general election polling released this past week. The fact is Biden’s got problems, but worrying about renomination is not one of them. Most voters think Biden did something inappropriate related to his son’s business dealings.

The instruction by TSMC, which is grappling with delays at its $40 billion chip factory in Arizona, is aimed at controlling costs and reflects the company's growing caution about the outlook for demand, the sources said. Suppliers currently expect the delay to be short-term, the sources said, declining to be named as the information is not public. Companies affected by the instruction to delay include Dutch firm ASML (ASML.AS), which makes lithography equipment essential for high-end chipmaking, one of the sources said. ASM International (ASMI.AS), a smaller equipment firm that is also a supplier to TSMC, fell 4.2% with BE Semiconductor (BESI.AS), a packaging equipment firm, down 2.4%. The video, shot from a passing bus and lasting barely a minute, is harrowing. A powerful young dog bites an 11-year-old girl in front of a grocery store in Birmingham, England. Posted on social media last week, the footage inflamed a debate in Britain over the American bully XL, a relatively new dog breed that has become highly popular, even as it has been blamed for a string of dangerous attacks. Activists claim the animals are responsible for more than 40 percent of all dog attacks in the country and a disproportionate number of fatalities. Pit bulls, from which the bully XL is likely descended, were outlawed in Britain but remain mostly legal in the United States, even if some cities impose restrictions on them.

CNN —The FBI agent managing the team on the Hunter Biden criminal case testified to the House Judiciary Committee that US Attorney David Weiss had ultimate authority over the case, contesting testimony brought forward by whistleblowers. “I don’t have a recollection with him saying that there or at any point in my communication with Mr. Weiss,” Sobocinski said. “I wanted to go on record in the room of the leaders who were involved in this investigation,” Sobocinski said. “Thought that it was no, and nobody in that room raised their voice to say anything other.”Sobocinski also addressed broader claims made about how the Hunter Biden criminal investigation has been handled. Taiwan Semiconductor Manufacturing Company's (TSMC) logo is seen while people attend the opening of the TSMC global R&D center in Hsinchu, Taiwan July 28, 2023. In the past five months the improvement has been tremendous," TSMC Chairman Mark Liu said of the Arizona project last week. The $40 billion investment in Arizona allows TSMC to add capacity outside Taiwan, where it faces constraints on land, power, water and labour. "A lot of machines cannot be shut down because it costs TSMC to recalibrate on rebooting," said a chip industry executive. While many equipment and materials makers already have global operations, to meet its exacting standards TSMC has also brought suppliers to Japan from Taiwan, the sources said.

Even by the prolific standards of China’s foreign influence operations, it would represent a sensational case of infiltration. A 28-year-old British man who worked as a researcher deep inside Britain’s Parliament was arrested in March on suspicion of working for the Chinese government. “The Chinese are infiltrating across the board; they go for anything and everything,” said Steve Tsang, director of the SOAS China Institute in London. The men, whose identities were not released by police, have yet to be charged, and lawmakers were asked not to prejudice the investigation by naming them. Little has been disclosed about the second man, except that he is reported to be in his 30s.

Trump told Blake Masters he couldn't defeat Kari Lake in an Arizona Senate primary, per the Times. At the same time, former television journalist Kari Lake — another Trump favorite — won the GOP gubernatorial primary. Both candidates were more reflective of the new and Trumpier Arizona Republican Party, which had been moving away from the center-right ideology of figures like former Gov. The former president reportedly told Masters he didn't think the ex-candidate could defeat Lake in a Senate primary next year, according to The New York Times. According to the Times, Lake is eyeing an October entry into the Republican Senate primary.

Three days after a former British Army soldier facing terrorism charges engineered an audacious escape from a London prison, setting off an intense nationwide manhunt, he was captured by the police on Saturday morning only a few miles way. The Metropolitan Police Service said the fugitive, Daniel Abed Khalife, was apprehended just before 11 a.m. in the residential London district of Chiswick. He broke out of Wandsworth prison on Wednesday morning by strapping himself to the bottom of a food delivery van, according to government officials. Mr. Khalife, 21, is scheduled to go on trial in November on charges that he left fake bombs at a military base to stir fears of a terrorist attack. He is also accused of gathering information that could benefit a foreign enemy, reported to be Iran.

The 150-million-year-old dinosaur is likely a very early bird ancestor, as old as the Archeopterix. This suggests bird's long legs may have evolved much early than thought. The dinosaur, named Fujianvenator prodigiosus, is thought to be as old the Archaeopteryx, which many consider to be the first bird. AdvertisementAdvertisement"I would put my money on runner," Wang told Reuters. There is still a 30 million-year-long gap in the fossil record between Archeopteryx and Fujianvenator and the next bird fossil on record, which appears in the Cretaceous, the study authors said in a press release.

Prime Minister Rishi Sunak faced a mounting crisis over Britain’s crumbling schools after a former government official said on Monday that Mr. Sunak had refused to rebuild more schools while he was head of the Treasury, despite warnings that lightweight concrete used in hundreds of buildings was a risk to life. The former official, Jonathan Slater, who held one of the most senior roles in the Department of Education, said that in 2021, when Mr. Sunak was chancellor of the Exchequer, he cut in half an internal recommendation to rebuild 100 schools every year. That number had already been scaled back from the department’s original recommendation in 2018 that the government rebuild 300 to 400 schools a year. “We weren’t just saying there was a significant risk of fatality,” Mr. Slater said on BBC Radio 4’s Today program. “We were saying there was a critical risk to life if this program is not funded.”

When Greenpeace activists draped Prime Minister Rishi Sunak’s baronial country house in black fabric last month to protest his energy policies, public reaction focused on the troubling lapse in security. But on another level, the stunt showed that Mr. Sunak’s brand of hard-edge politics was hitting home in Britain. Greenpeace said it was outraged by the government’s decision to issue new licenses for oil and gas exploration in the North Sea — part of a broader retreat on climate policy that is edging Britain away from its ambitious commitments to phase out fossil fuels. Mr. Sunak, who was out of the country at the time, won sympathy from many who said the tactics of the activists had gotten out of control. Climate policy is one of several fronts where Britain’s beleaguered Conservative government is drawing sharp lines on emotive issues, hoping to set itself apart from the opposition Labour Party, which, after years of Tory scandals and economic setbacks, has built a double-digit lead in polls and now increasingly behaves like a government in waiting.

Artificial intelligence will create a new system that could drastically transform the employer and employee relationship, according to former Secretary of Labor, Robert Reich. In an interview with CNBC, Reich discussed how AI will have a profound impact on middle-class workers, creating an impetus for a universal basic income. The University of California at Berkeley professor also explained that growth is a necessary step to reach environmental goals. Reich said that AI will increase efficiency and productivity, pressuring the advent of a universal basic income to fuel the economy. It's the poorest countries that are having the most difficulty adjusting," Reich said.
