The Marlboro maker said its domestic cigarette shipment volume decreased 11.6%, primarily driven by wider declines across the industry and competition from illicit e-vapor products, among other factors. In a conference call with analysts, Altria CEO Billy Gifford said the lack of regulation of illicit e-vapor products has come at the expense of legal operators and approved. Although federal crackdowns have placed more restrictions on the flavors and marketing for tobacco products, illicit operators are skirting many tobacco-related laws and are flooding the market with disposable e-cigarettes that aren't FDA-approved and are illegal to sell. Like many other tobacco companies, Altria is moving beyond traditional, combustible cigarettes and towards smoke-free products.

Reuters —Liberia’s electoral commission on Tuesday scheduled a presidential election run-off for November after results showed that the two frontrunners, President George Weah and opposition leader Joseph Boakai, had failed to secure enough votes. Weah holds a slim lead at 43.83% of the vote, while Boakai has 43.44%, according to tallied results from 100% of polling places, the West African nation’s election commission said. Commission chairperson Davidetta Browne Lansanah said the run-off vote would be held on Nov. 14. Liberia is struggling to recover from two civil wars that killed more than 250,000 people between 1989 and 2003 and from a 2013-16 Ebola epidemic that killed thousands. WASHINGTON (AP) — As billions of dollars for a global HIV/AIDS program credited with saving millions of lives remains in limbo, the George W. Bush Institute is urging the U.S. Congress to keep money flowing for it. In a letter sent to Congress on Wednesday, the former Republican president's institute pleaded with Congress to keep funding the U.S. President’s Emergency Plan for AIDS Relief, or PEPFAR. PEPFAR is credited with saving 25 million lives in 55 countries, including 5.5 million infants born HIV-free. "The reauthorization is stalled because of questions about whether PEPFAR’s implementation under the current administration is sufficiently pro-life," Bush wrote. "But there is no program more pro-life than one that has saved more than 25 million lives."

(AP) — LGBTQ+ and civil rights advocates on Tuesday filed a federal lawsuit challenging Tennessee's aggravated prostitution statute, arguing that the law stems from the decades-old AIDS scare and discriminates against HIV-positive people. The law was later reclassified in 2010 as a “violent sexual offense," requiring those convicted to face lifetime sex offender registration. Another plaintiff has struggled for years to find housing that complies with Tennessee's sex offender registry requirements. A separate plaintiff is currently incarcerated for violating a sex offender registry requirement and has chosen not to seek parole despite being eligible because complying with registry requirements has become so onerous. According to the complaint, 83 people are currently registered for aggravated prostitution in Tennessee.

CNN —If you feel lonely, you’re actually in good company: Nearly 1 in 4 adults across the world have reported feeling very or fairly lonely, a new Meta-Gallup survey has found. The lowest rates were found in older adults. Only 17% of people age 65 and older reported feeling lonely. Over half of adults age 45 and older reported not feeling lonely at all, while the majority of those younger than 45 answered that they felt at least a little lonely, if not very or fairly lonely. OUAGADOUGOU, Oct 19 (Reuters) - Burkina Faso's health ministry has declared a dengue fever epidemic amid the deadliest outbreak in years in which more than 200 people have died and new cases are rising sharply. Lack of treatment or misdiagnosis, common in poverty-stricken countries such as Burkina Faso where healthcare is spotty, increase the chance of death. Burkina Faso's outbreak dwarfs other African outbreaks in recent years. According to figures from the Africa Centres for Disease Control and Prevention, dengue killed 18 people in Burkina Faso in 2017 and 15 in 2016. The health ministry said that it was providing free rapid diagnostic tests and had organised spraying of insecticide in public places to counter the spread.
