WASHINGTON, July 31 (Reuters) - A White House review on Monday recommended that the FBI's ability to conduct non-national security queries under a controversial surveillance law be removed as part of reforms aimed at getting the law reauthorized. The Foreign Intelligence Surveillance Act's Section 702 permits the U.S. government to collect digital communications of foreigners located outside the United States. "If Congress fails to reauthorize Section 702, history may judge the lapse of Section 702 authorities as one of the worst intelligence failures of our time," concluded the review, which was conducted for the White House by the president's Intelligence Advisory Board. The review recommended that Attorney General Merrick Garland "remove FBI’s authority to conduct queries for evidence of a non-national security-related crime in its Section 702 data." "FBI’s use of Section 702 should be limited to foreign intelligence purposes only and FBI personnel should receive additional training on what foreign intelligence entails," the review said.

CNN —Speaker Kevin McCarthy suggested that House Republicans may be approaching the point where they’d pursue an impeachment investigation into President Joe Biden, the California Republican’s most explicit threat of impeaching the president to date. McCarthy’s comments come amid a series of congressional investigations in the Republican-led House that have targeted Biden, his administration and his family members – most prominently his son Hunter. Hunter Biden has agreed to plead guilty to two federal tax misdemeanors as part of a plea deal. House Republicans have also floated possible impeachment inquiries against Garland and Homeland Security Secretary Alejandro Mayorkas. Republican allegations of political interference in the Hunter Biden probe have been met with adamant denials from Weiss, Garland and other top Justice Department officials who were involved.

President Joe Biden will create a team tasked with preventing future debt-ceiling standoffs. Biden and Kevin McCarthy reached an 11th-hour deal to prevent a catastrophic default in late May. The White House said it wants to stop politicians “holding hostage the full faith and credit” of the US. The group is largely made up of Biden administration officials including Treasury Secretary Janet Yellen and Attorney General Merrick Garland, the publication reported. The government currently has a self-imposed borrowing limit, which Biden suspended until January 2025 when he signed the Fiscal Responsibility Act of 2023 back in June.

The American legal system is on the cusp of a remarkable historical achievement. The target letter signals that the grand jury investigating the Jan. 6, 2021, attack on the Capitol is likely to indict Trump, perhaps any day now. Willis can continue her work, and she’s expected to begin issuing indictments — including potentially her own Trump indictment — in August, if not sooner.
