AdvertisementRussia's retaking territory in Kursk, but efforts to drive the Ukrainian forces out of the country will likely only get more difficult. Ukrainian troops invaded the Kursk region in southwestern Russia in August, and at one point, they held roughly 500 square miles of Russian territory. Russia's response to the shock assault was slow, but a larger effort to drive the Ukrainians out is now underway. Michael Bohnert, a warfare expert at RAND Corporation, told BI Ukraine doesn't have to defend Russian cities. Russia's military is larger than Ukraine's, which means that the more resources Russia uses, the harder it will be to defend.

Elon Musk's ownership has shifted X's political stance, affecting Democratic ad spending. X switched political ads back on last year as it looked to recoup lost revenue after a brand exodus. AdvertisementWhile some Democratic political advertisers — including Kamala Harris' presidential campaign — have stopped spending on X altogether, a small number are holding firm. It ceased taking political advertising in 2019 under former CEO Jack Dorsey; Musk reversed that decision last year. The research firm EMARKETER predicted that political ad spending in the US will top $12 billion this year.

“She has been pretty resistant to having those conversations,” said one senior Democrat familiar with the pre-election discussions with the vice president. While Harris’ transition team has been operating out of government-provided offices in Washington, Trump’s transition team is working from Manhattan and the Willard Hotel in Washington. A Harris victory would trigger the first same-party transition since 1989, when President Ronald Reagan handed off the presidency to his vice president, George H.W. Yet the extent to which Harris would retain members of the Biden administration is largely unknown. While Harris has maintained relationships with individual Cabinet and administration officials, some believe she will prefer to start anew with her own team.

The Association of Southeast Asian Nations (ASEAN) has continued to emerge as an economic winner of increasing geopolitical tensions between China and the United States, though risks from fragmentation remain, the International Monetary Fund (IMF) says. Though U.S.-China tensions have been deteriorating in recent years, ASEAN has adapted and continued to integrate with the global economy, the IMF said in its latest Asia-Pacific Outlook report, released Friday. "Despite geopolitical tensions, ASEAN has continued to strengthen trade and investment links with both China and the U.S.," the report said. "[T]he region has even been able to take advantage of trade diversion opportunities caused by US-China trade tensions," the report added. Overall, the IMF says these trends have contributed to the ASEAN region increasing its share of inward foreign direct investment, world exports and global value added.

Julian Quinones/CNNFormer Trump administration officials have outlined the speed at which they intend to dismantle the progress the Biden administration made on climate change. Trump has publicly distanced himself from the ideological blueprint, but CNN found at least 140 authors worked in the Trump administration. But given the momentum of the clean energy train, some experts and analysists doubt that Trump would be able to derail it entirely. While the green trend in economics now has Republican states like Texas leading the nation in clean energy installations, Germany, Japan and China got there first. Trump’s plan is to undo that progress, throw billions of dollars of clean energy investment out the window and give other countries the economic opportunity, instead.

LOS ANGELES — California and Nevada voters are weighing whether to repeal legal loopholes in their state constitutions that allow slavery and involuntary servitude to be used as criminal punishment. California and Nevada would join a growing national trend that started with voters in Colorado repealing involuntary servitude in 2018. In 2016, Shawna Lynn Jones became the first incarcerated woman to die while fighting a fire in California, according to the state corrections department. On the campaign trail, both Trump and Kennedy have pitched a “Make America Healthy Again” movement. However, he wasn’t sure how Warp Speed would apply to childhood chronic diseases — or in what way Kennedy would be helpful. If the plan goes forward, Kennedy’s mandate would be an “all-of-government-project” and allow him to marshall resources from all of these agencies for childhood chronic disease. What’s still to be determined, Altman said, is how much — if any — authority the Warp Speed role would give Kennedy to command agencies such as the FDA or CDC. Trump transition co-chair Howard Lutnick also praised Kennedy in an interview with CNN Wednesday night, and questioned whether vaccines are actually safe.

An overdue hunter in Alaska was found dead Wednesday after an apparent attack by at least one brown bear, state police said. A search was launched, and his remains were found at around 11:30 a.m. Wednesday, state troopers said in a daily report of incidents. Investigators know a brown bear was involved because that's the only type of bear in the area, DeSpain said. Alaska has black bears, brown bears — which include grizzlies — and polar bears. SEOUL, South Korea — North Korea test-fired a suspected long-range ballistic missile that is designed to strike the continental United States, its neighbors said Thursday, days before the U.S. presidential election. This would be the first ICBM launch since December for North Korea, a reclusive nuclear-armed state that has been ratcheting up its rhetoric against the U.S. and its allies South Korea and Japan. Japanese Defense Minister Gen Nakatani later said the missile fell into the sea off North Korea’s east coast around 8:37 a.m. He said the launch time of 86 minutes would be the longest ever for a North Korean missile test, and that it could be a new type of missile. North Korea has said the deployment is a “rumor,” while Russian President Vladimir Putin did not deny the reports when asked about them by NBC News last week.
