The head of Maui’s emergency management agency resigned Thursday, county officials said, after facing mounting questions about his agency’s decision not to sound the sirens on the island as last week’s deadly wildfires bore down on the historic town of Lahaina. The chief, Herman Andaya, submitted his resignation citing health reasons, county officials said, “effective immediately.” A day earlier at a news conference, Mr. Andaya defended the decision not to activate the sirens, saying the outdoor alarms are used primarily for tsunamis and would not have helped because people are trained to seek higher ground when they hear the siren. Asked whether he regretted the decision a week after the disaster, Mr. Andaya responded: “I do not.”None of the 80 warning sirens placed around Maui were activated in last week’s fires, leading residents to question why they weren’t sounded as a fast-moving blaze overtook West Maui and killed more than 100 people. Many survivors said they received little or no warning, with downed power lines and cell towers preventing some electronic alerts from reaching residents.

The change means that Germany will be able to stick to its current pledge of meeting the 2% target on average over a five-year period. NATO allies have criticised Berlin strongly in the past for not spending 2% of its gross domestic product on defence annually. It is unclear whether Berlin will keep military spending over this threshold once a 100 billion euro ($101 billion) special fund to bring the Bundeswehr back up to standard is used up.

Adapted from the Pulitzer Prize-winning novel by Herman Wouk, “The Caine Mutiny Court-Martial” follows the trial of a naval officer (played by Jake Lacy) who is accused of leading a mutiny against his unstable commander (Kiefer Sutherland). The story was first adapted for the 1954 film “The Caine Mutiny,” which was nominated for seven Oscars including best picture. Though that film and Wouk’s novel take place during World War II, Friedkin contemporized the story and relocated the action to the Persian Gulf. “The Caine Mutiny Court-Martial” is Friedkin’s 20th narrative film and his first since 2011’s “Killer Joe,” which starred Matthew McConaughey. In the interim, Friedkin directed a documentary, “The Devil and Father Amorth,” about a purported real-life exorcism.

With several of the sport's biggest names still to complete their final two 60-second runs, Gateshead's Reilly then had an anxious wait to see whether or not the world title was his. A rain shower prolonged the agony as organisers dried the track, with just Australia's Olympic champion Logan Martin and 2022 world champion Rimu Nakamura still to ride their second attempts around the circuit. The 29-year-old Martin was already assured of a bronze and produced a sensational second ride but was unable to dislodge Reilly from the top of the leaderboard, settling for silver. The regulator, Datatilsynet, had said on July 17 that the company would be fined if it did not address privacy breaches the regulator had identified. Meta Platforms did not immediately reply to a request for comment. Norway is not a member of the European Union but is part of the European single market.

Having powered the Dutch to team sprint gold earlier in the meet and, with the keirin to come on Tuesday, he could leave Glasgow having matched the record 14 world titles of French sprint king Arnaud Tournant. Host nation Britain also enjoyed another impressive day at the Chris Hoy Velodrome to top the medals table. He has won five sprint titles in a row, five of the last six in team sprint and three of the last three in keirin. "My legs are still screaming," Barker said after adding the madison to the team pursuit gold she won last week.

The Classics specialist and five-time cyclocross world champion is the first Dutchman to win the rainbow jersey in the road race since Joop Zoetemelk in 1985. "Maybe this completes my career in my opinion, it's maybe my biggest victory on the road and I cannot imagine riding in the rainbows for a year," Van der Poel said. Heavy rain provided another twist and Van der Poel might have paid for his late spill but, with a rainbow arced over the city, he closed in on the rainbow jersey.
