CNN —Lesbian Visibility Week, celebrated each year at the end of April, was first observed in California in 1990 and is marked around the world and in lesbian living rooms across America — including mine. Many laws have criminalized gay men but not women, leaving us in slightly safer territory. Gay men are also more likely to be victims of hate crimes and violence. Gay men might be criminalized, but gay women have long been targeted, sometimes in heinous ways that fly under the radar of the law, and which go unprosecuted. On this Lesbian Visibility Week, I am grateful both to be seen and to slip quietly under the radar, unnoticed.

The Biden administration issued new rules on Friday cementing protections for L.G.B.T.Q. students under federal law and updating the procedure schools must follow when investigating and adjudicating cases of alleged sexual misconduct on campus. The new rules, which take effect on Aug. 1, effectively broadened the scope of Title IX, the 1972 law prohibiting sex discrimination in educational programs that receive federal funding. They extend the law’s reach to prohibit discrimination and harassment based on sexual orientation and gender identity. And the administration took steps to roll back some of the more rigid campus sexual assault policies issued during the Trump administration, which drew condemnation from Democrats, including Mr. Biden, for being overly deferential to students accused of sexual violence.

Let’s talk about why President Biden is spending three days in Pennsylvania this week — a lot of time by campaign standards. By now, you probably know that just a few swing states are pivotal to winning the White House in November. For Mr. Biden, the Keystone State is the most crucial. This fight is also personal: Mr. Biden is a native son of Pennsylvania who spent part of his childhood there, identifies with its working-class, regular-folk vibe and gets intuitively how the state is a microcosm for America. The goodish news for Mr. Biden is that he appears to be running neck-and-neck here with Mr. Trump, according to polling and campaign insiders, unlike in some other swing states where he is struggling a bit more.

CNN —Authorities in the Russian Republic of Chechnya have announced a ban on music that they consider too fast or slow. The ban will mean that many songs in musical styles such as pop and techno will be banned. Chechnya sits in the North Caucasus region between the Caspian Sea and the Black Sea. Kadyrov has been leader since 2007 and has used his time in office to stifle any form of dissent. The pro-Kremlin leader has also subdued the Chechen separatist movement that fought for independence from Russia for almost two decades.
