Many European capitals have restrictions on gasoline and diesel cars, but Strömgren says Stockholm’s complete ban would be a first. “We need to eliminate the harmful exhaust gases from (gasoline) and diesel cars. The mayor of Paris wanted to ban all diesel cars before next year’s Olympics, and gasoline cars by 2030, but has run up against resistance. Currently, any diesel cars built before 2006 and gasoline cars built before 1997 are banned in Paris and 77 surrounding towns for 12 hours a day on weekdays. The ban will expand in 2025 for diesel cars built before 2011 and pre-2006 gasoline vehicles.

Ebay could be on the hook for as much as $2 billion in fines for allegedly allowing hundreds of thousands of "rolling coal" pollution devices and other products that violate environmental laws to be sold on its platform. The Department of Justice, on behalf of the Environmental Protection Agency, filed a lawsuit claiming that the e-commerce giant enabled the sale of more than 343,000 rolling coal devices. The DOJ's 61-page complaint included screenshots of emissions tampering devices that were listed on eBay's platform. Rolling coal devices are among several tools that can be used to disable or tamper with a vehicle's pre-installed emissions control systems, which the EPA requires of all vehicles. Under the Clean Air Act, tampering with a vehicle's emissions control systems and selling those tampering tools are illegal.

Russian exports of gasoline and cross-border supplies of diesel by rail and road are still prohibited, Deputy Prime Minister Alexander Novak said on Monday. On Sept. 21 Russia temporarily banned most exports of gasoline and diesel to cope with a domestic market shortage, with pipeline operator Transneft (TRNF_p.MM) halting diesel shipments from Primorsk from Sept. 22. TASS news agency cited a spokesman for Transneft as saying that the oil pipeline monopoly had restarted diesel exports on Saturday. Of that, 3.5 million tons of gasoline and 6.6 million tons of diesel were exported by rail, according to the LSEG data. Since the ban was introduced, wholesale diesel prices on the local exchange have fallen by 21%, while gasoline prices are down 10%.

At 0645 GMT, the rouble was 0.6% softer against the dollar at 101.02 , having earlier touched 101.50, its weakest since Aug. 14. It had lost 0.6% to trade at 106.40 versus the euro and shed 0.6% against the yuan to 13.81 . Delayed action by the authorities and Russia's trade imbalance - exports have contracted this year, while imports have recovered sharply - are causing the rouble's weakness, said Promsvyazbank analysts in a note. Brent crude oil , a global benchmark for Russia's main export, was up 0.1% at $84.15 a barrel, near its lowest since late August.

ATLANTA (AP) — Georgia's state taxes on gasoline and diesel will be suspended for another month after Gov. The suspension of the taxes, at 31.2 cents per gallon of gasoline and 35 cents per gallon of diesel, had been scheduled to end next Thursday but will now run through at least Nov. 11. Georgia's governor can suspend the collection of taxes during an emergency as long as lawmakers approve it the next time they meet. That was the lowest price among the states and down 37 cents since Kemp suspended the taxes. Pump prices also include a federal tax of 18.4 cents per gallon on gasoline and 24.4 cents per gallon on diesel.

The utility in August signed an agreement with Vodacom (VODJ.J), the African telecoms arm of Vodafone (VOD.L), to introduce an electricity transfer model known as virtual wheeling, which will allow a consumer to buy renewable power from any producer anywhere in the country. This is expected to make power from large renewable producers available to smaller users such as standalone buildings, housing societies and factories. "What we're trying to resolve really is to ensure that we protect the South African economy from total collapse," Minister of Electricity Kgosientsho Ramokgopa said during a conference. Vodacom's South Africa Chief Executive Sitho Mdlalose told Reuters this would help it to run its 15,000 network sites on renewable power.

London CNN —Russia’s government announced Friday that it had largely reversed a ban on diesel exports imposed just two weeks ago in an attempt to stabilize domestic fuel prices. Most of Russia’s diesel exports are transported this way, according to data firm Vortexa, with a smaller portion delivered by rail to ports on the Black Sea. Moscow has accounted for over 13% of global diesel supply so far this year, according to Vortexa. Following the EU ban on imports, Russia redirected Europe-bound diesel to countries such as Turkey and Brazil. Russia relies on revenues from its energy exports, including vast quantities of crude oil, for a big chunk of its federal budget.
