WASHINGTON, July 27 (Reuters) - China is helping Russia evade Western sanctions and likely providing Moscow with military and dual-use technology for use in Ukraine, according to an unclassified U.S. intelligence report released on Thursday. China has repeatedly denied sending military equipment to Russia since Moscow's all-out invasion of Ukraine in February 2022. "The PRC is providing some dual-use technology that Moscow's military uses to continue the war in Ukraine, despite an international cordon of sanctions and export controls," the ODNI report said. China has increased it importation of Russia energy exports, including oil and gas rerouted from Europe, the report said. U.S. officials have previously raised concern about transfers of "dual-use equipment" from China to Russia.

Russian buyers are ordering significant amounts of Chinese military equipment, Politico reported. Russia has imported more than $100 million of drones from China this year alone, the report found. CNN —A Chinese marketing firm likely organized and promoted protests in Washington last year as part of a wide-ranging pro-Beijing influence campaign, according to new research. One of the protests only attracted roughly a dozen people but it showed the scope and ambition of the pro-China efforts. The hired protesters, who included self-proclaimed musicians and actors in the Washington, DC, area, apparently had no idea they were being enlisted in a pro-China influence campaign, the Mandiant researchers said. Haixun, the Chinese firm, distributed videos of the protesters online to further the influence campaign, according to Mandiant. Liu Pengyu, a spokesperson for the Chinese Embassy in Washington, said he was unaware of the details of the research.

CNN —The Defense Intelligence Agency (DIA) has “no reason to doubt” Russian President Vladimir Putin’s claim that Russia has moved a first batch of tactical nuclear weapons to Belarus, senior DIA officials said on Friday. It is not clear how much of that arsenal Putin intends to move, and US and Western officials have not publicly confirmed that any weapons have been transferred to Belarus. But the senior DIA officials told a small group of reporters Friday that analysts have “no reason to doubt” Putin’s claims, and no reason to doubt “that they have had some success” in transferring the weapons. EU blesses transatlantic data sharing deal

Those data flows had been threatened when a previous EU-US agreement was struck down in 2020 by Europe’s top court over insufficient privacy protections for EU citizens. With the EU’s approval, the new agreement again allows businesses to transfer European data to the United States as if it were another EU member state, without requirements to implement additional privacy safeguards. Monday’s so-called “adequacy decision” by the European Commission paves the way for companies to sign up for the EU-US Data Privacy Framework, which entered into force the same day. The order also provided for the creation of a new court-like body that can force US companies to delete EU citizens’ data if an investigation determines that EU citizens’ privacy rights were violated. EU citizens will be able to file individual complaints to the Data Protection Review Court.
